Fund,and$428,576 impact on the debt service fund. However, the bill allows for local governments to recalculate a higher no-new-revenue rate, and the City could evaluate a rate 2 increase to offset the impact. The decision to increase rates would require Council approval. The bill's implementation is tied to the approval of a constitutional amendment(HJR 1),which will be submitted to the voters in November 2025.If approved, the bill's effective date is January 1,2026. 6/15/2025 Suzi Rumohr Work Session C 24-2616 Finance Do we anticipate that this is a temporary dip in revenue or a potentially lengthier dip? Depending upon shifting economic conditions,we anticipate this dip to be temporary(one to 3 two years)at this time. However, continued changes at the Federal level and varying rates of consumer confidence,as well as reductions in growth expectations, may alter this assumption. 6/15/2025 Suzi Rumohr Work Session C 24-2616 Finance/Police I know Denton PD have already been understaffed.I also know they have had The focus was on existing vacancies in the department which is currently 4,and with 20 new vacancies. How did staff come to the number five as the proposed number to be cut? officers already in the pipeline and no internal capacity to hire and train more this fiscal year, 4 Why not four? Why not six? the immediate impact is minimal in terms of response capability. The City will continue the managed vacancy program into next fiscal year which will provide City Management with maximum flexibility to prioritize filling vacancies. 6/15/2025 Suzi Rumohr Work Session C 24-2616 Finance Do we already have a plan for future discussion on how to prevent these budget gaps The Finance Department is closely monitoring the city's financial condition. When concerns in coming years?Or is this something Council would need to request? arise, the Finance Department brings these concerns forward for discussion. The Finance Department also provides and updates the information listed on our external webpage 5 monthly.Monthly and Quarterly Financials are available and posted and are also provided in an Internal Staff Report when posted. The Finance Department created and published the City's first Budget in Brief and Popular Annual Financial Report this year. Please see https://www.cityofdenton.com/402/Finance,for this information. 6/15/2025 Suzi Rumohr Work Session D 25-1105 DME Why was this item introduced only after the situation became urgent? Why not Since Winter Storm Uri in 2021,the electric wholesale market in Texas has undergone sooner? numerous changes. Those changes have arisen from action by the Texas Legislature, the Public Utility Commission of Texas(PUCT),and the Electric Reliability Council of Texas (ERCOT).As late as the 89th legislative session, additional changes were approved by the 6 Texas Legislature along with continued regulatory and market design changes by the PUCT and ERCOT.While market uncertainty continues,it is now clear that efforts such as creation of a capacity market are unlikely and that,at least for the next two years, load serving entities like DME will not be required to firm their loads with dispatchable generation. As such, staff now saw the opportunity to recommend the creation of an Integrated Resource Plan and introduce the topic of acquiring an existing dispatchable generation facility. 6/15/2025 Suzi Rumohr Work Session D 25-1105 DME Why is only one generation option being presented for consideration? This is a big The limitation in acquiring existing generation is limited to what is available today and in the decision. The community would benefit from seeing and evaluating all potential capacity size required. However,in the development of the Integrated Resource Plan, which 7 options for generation, weighing the pros and cons, and exploring the viability and will likely look at a new, green field development, the various resource types will be evaluated cost of each. along with demand-side management programs. All resources will be reviewed but given the state of technology, fuel availability and regulatory and market constraints at the Federal and State level,short-term and long-term strategies will likely be necessary. 6/15/2025 Suzi Rumohr Work Session E 25-028 CMO How much staff time do we anticipate this process would require to complete? This plan will establish a structured approach to safe and efficient air traffic management, address any regulatory challenges, and ensure that the community's needs are prioritized. By actively pursuing AAM initiatives,Denton has the potential to improve the quality of life for its citizens, stimulate economic growth, and foster a more sustainable urban environment in the heart of Texas. Foreseeable Challenges Advanced air mobility(AAM)operations will introduce new challenges that require innovative solutions for air traffic management(ATM) and Unmanned Aircraft System(UAS)traffic management. Emerging vertiports must be designed to accommodate vertical take-off and landing(VTOL)vehicles, provide on- demand autonomous air mobility services, manage denser airspace, and support dynamic airspace structures. Additionally, traffic flow management systems must address stricter flight envelopes,micro- weather variations, small uncooperative aerial objects, limited vertiport occupancy, and the battery limitations of electric vehicles. The implementation plan will outline the various stages of Denton Vertiport development, while also providing a comprehensive assessment of FAA-approved applications for managing traffic flow systems at the vertiport. This will leverage the vast data infrastructure available, including considerations for an on-demand vertiport flight authorization system, demonstrative use cases for emerging AAM requirements, and suggested safety measures and corridor-based airspace proposals as part of the AAM concept of operations in the larger DFW region. The project aims to propose a pathway for developing a step-by-step implementation plan that is scalable, intelligent, and based on multi-agent systems to manage and optimize AAM resources in vertiport operations in Denton. City of Denton's Application for Funding The Transportation Services Division(TSD)is leading the application for this grant.
