2 increase to offset the impact.The decision to increase rates would require Council approval.
The bill's implementation is tied to the approval of a constitutional amendment(HJR 1),which
will be submitted to the voters in November 2025.If approved,the bill's effective date is
January 1,2026.

(ERCOT).As late as the 89th legislative session,additional changes were approved by the
6 Texas Legislature along with continued regulatory and market design changes by the PUCT
and ERCOT.While market uncertainty continues,it is now clear that efforts such as creation
of a capacity market are unlikely and that,at least for the next two years,load serving entities
like DME will not be required to firm their loads with dispatchable generation.As such,staff
now saw the opportunity to recommend the creation of an Integrated Resource Plan and
introduce the topic of acquiring an existing dispatchable generation facility.

on-demand vertiport flight authorization system, demonstrative use cases for emerging AAM
requirements, and suggested safety measures and corridor-based airspace proposals as part of the AAM
concept of operations in the larger DFW region.
The project aims to propose a pathway for developing a step-by-step implementation plan that is scalable,
intelligent, and based on multi-agent systems to manage and optimize AAM resources in vertiport
operations in Denton.
City of Denton's Application for Funding
The Transportation Services Division(TSD)is leading the application for this grant. The proposed project
aims to create a comprehensive implementation plan for developing a Vertiport in Denton,which will
include a system specification for an advanced air mobility traffic flow management system necessary for
the smooth operation of the Vertiport. TSD is collaborating on this proposal with the Economic
Development Department,the University of North Texas, and Hillwood Developers.After securing
funding approval, TSD plans to engage several additional public and private partners,including the Texas
Department of Transportation(TXDOT),Denton County,the North Central Texas Council of
Governments(NCTCOG), and various Original Equipment Manufacturers(OEMs),who were consulted
before launching the project.

Denton Advanced Air Mobility Implementation Plan Project
This project will help create a comprehensive Implementation Plan for Denton's Vertiport and Advanced
Air Mobility Management System. In addition,the project aims to promote scalable Advanced Air
Mobility(AAM)in the Dallas-Fort Worth region. By developing this implementation plan,the City of
Denton will be better equipped to plan for regional AAM initiatives and to optimize financing and
funding for significant capital investments, as well as for the full-scale implementation of infrastructure
related to AAM, electric vertical takeoff and landing vehicles(e-VTOLs),and well-integrated Vertiports.
Project Goals
The Denton AAM implementation plan will focus on the following goals:
1. Establish a Denton-DFW AAM Task Force
The Denton-Dallas Fort Worth Advanced Air Mobility Task Force enhances stakeholder collaboration for
planning and implementing advanced air mobility projects. It aims to enhance transportation efficiency,
alleviate congestion, and offer faster transit options.By focusing on research and practical applications,
the task force positions the region as a leader in this field, attracting investment and driving economic
growth while addressing the diverse needs of communities and partners.
2. Establish a network of Vertiports in Denton to serve the DFW Region
Develop a comprehensive network of Vertiports in Denton, explicitly designed to support Advanced Air
Mobility(AAM)operations throughout the Dallas-Fort Worth(DFW)region. This initiative aims to
create a series of strategically located facilities that facilitate efficient vertical takeoff and landing for
electric and advanced air vehicles. The network will be seamlessly integrated with existing transportation
systems, enhancing connectivity and accessibility for commuters and travelers in the area.
3. Identify and outline steps for Communications Systems
It is essential to establish comprehensive standards and detailed communication protocols for the
development of the Advanced Air Mobility(AAM)flow management center and the Vertiport. These
protocols should ensure that all operations comply with the relevant Federal and State regulations. By
establishing a clear framework, stakeholders can collaborate more effectively,promoting safety,
efficiency,and consistency throughout the project.
4. Enhance Advanced Air Mobility in the DFW region at Large
Strengthen and promote Accessible Alternative Mobility(AAM) solutions for both residents and
businesses in Denton, as well as throughout the broader Dallas-Fort Worth(DFW)region. This initiative
aims to improve transportation options,making them more inclusive and efficient,ultimately enhancing
the quality of life and economic opportunities for the community.

5. Foster Economic Growth
Attract investments and foster innovation by integrating advanced air mobility, establishing
Denton as a leader in urban mobility solutions for the DFW region.
6. Public-Private Partnership:
Establish a public-private partnership framework for deploying AAM systems that benefits the
entire DFW region by attracting various original equipment manufacturers(OEMs),private
partners, and key public stakeholders.
7. AAM Connectivity to the Choctaw Nation Tribal Area
Evaluate the possibilities for Advanced Air Mobility(AAM)connectivity in southeastern
Oklahoma,with a focus on how this innovative transportation solution can enhance regional
access and integration. Additionally, investigate potential partnership opportunities with the
Choctaw Nation to collaborate on initiatives that leverage AAM technology for community
development, economic growth, and improved transportation infrastructure.
8. Map the TIFIA Process for Project Implementation
Create a comprehensive strategy for the Transportation Infrastructure Finance and Innovation Act
(TIFIA)process that guarantees seamless project implementation in collaboration with the U.S.
Department of Transportation(USDOT). This strategy should be structured into distinct and well-
defined phases, allowing for clear delineation of tasks,a public-private partnership framework,
timelines, and responsibilities throughout the project lifecycle.

A RESOLUTION OF THE CITY OF DENTON, TEXAS, RECOGNIZING JUNE AS DENTON
LGBTQIA2S+ PRIDE MONTH, AND PROVIDING AN EFFECTIVE DATE
WHEREAS, June is the recognized anniversary of the Stonewall uprising in New York, the
beginning of the modern Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual, Two-
Spirit plus (LGBTQIA2S+) liberation movement celebrating their tireless efforts of pursuing
equality for all; and
WHEREAS, the City of Denton has historically celebrated and recognized Pride Month and
sought to continue fostering and improving its Human Rights Campaign Municipal Equality
Index Rating, making Denton a city where LGBTQIA2S+ individuals and families will continue to
want to live, love, work, play, and grow in happiness and equality;
WHEREAS, the first of Denton's 5 Core Values is "Inclusion," for "creating an environment
where individuals and groups are valued, respected, and supported;" and
WHEREAS, the City of Denton passed a non-discrimination ordinance in March 2022 prohibiting
discrimination in housing, employment, and public accommodations based on protected classes
including sex, sexual orientation, and gender identity; and
WHEREAS, in May 2025, Denton residents voted in a Special Charter Amendment Election to
replace all instances of gendered language with non-gendered language in the City Charter,
demonstrating our commitment as a community to gender diversity and equality; and
WHEREAS, undesirable and on-going public behavior in Texas continues to threaten the health,
safety, and rights of Denton's transgender community and run counter to Denton's values as an
inclusive and LGBTQIA2S+ welcoming city; and
WHEREAS, celebrating Pride Month raises awareness and provides support and advocacy for
the LGBTQIA2S+ community, and is an opportunity to become educated, engage in dialogue,
strengthen alliances and build understanding,
NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The recitals in the preamble of this Resolution are incorporated into the body
of this Resolution as if set forth fully herein.
SECTION 2. The City Council of the City of Denton find it in the best interest of the City of
Denton, city employees, and city residents, to recognize the month of June as "Denton
LGBTQIA2S+ Pride Month" in the City of Denton and encourage all city residents to celebrate
the work and contributions of the LGBTQIA2S+ members of our community and re-commit to
advocating for and building a culture of inclusiveness and acceptance —during this month and
every month..
SECTION 3. This Resolution shall become effective immediately upon its passage and
approval.
