General Information & Status Updates
A. Traffic Box Installations – The City of Denton will begin installing Phase 2 art wraps
around Downtown Denton over the next thirty days (see image in Attachment A below for locations). Funding for these wraps comes from Hotel Occupancy Tax allocations. The art for these wraps was provided by Denton residents during a public call for art. Submissions received during this art call were judged and approved by the Public Art Committee. The map in Attachment A includes the expected installation locations. Staff Contact: Omar

B. Road safety audit with NCTCOG – On July 16, a group of City Staff, North Central Texas Council of Governments (NCTCOG) Staff, and consultants with Kimley Horn completed the first of four road safety audits within the City of Denton. This road safety audit was for
Eagle Drive, between N Texas Boulevard and Bell Avenue. The team observed and
assessed this corridor, walking the entire length and documenting any potential safety concerns. The goal of this project with NCTCOG is to use the findings of the road safety audits and take the next steps to fund, design, and implement the recommendations. Future road safety audits will assess Carroll Boulevard, Hickory Street, and Welch Street. Staff

C. Mayor’s Pet Spotlight – Coco is a lively and energetic Siberian Husky, just about a year old. He has been in the shelter since March 8, 2025, and we're eager to find him a
loving home. Coco is highly social and thrives on human
interaction, making him a great companion for those who enjoy an active lifestyle. He loves toys and is food motivated, which makes training a fun and rewarding experience. Coco gets along well with big dogs, so he would fit nicely into a
home with other large canine companions. However, He does
tend to jump on people, so someone who can help him work on this behavior would be ideal. With his vibrant personality and eagerness to please, Coco is sure to bring joy and excitement to any home. Please contact Denton Animal

D. Transportation Services Meeting – The City of Denton Transportation Services Division (TSD) Staff, along with the Police Department, attended a Community Meeting on Thursday, July 17, at the Sundown clubhouse to address residents' concerns regarding road
safety and traffic operations. The meeting, which included over 35 participants and Council Member Holland, primarily focused on speeding and traffic issues on Sundown Boulevard. During the discussion, it was highlighted that data show the majority of drivers comply with speed limits. The City of Denton staff emphasized that additional stop signs or speed calming measures wouldn't be effective without community efforts to improve driving
behavior. Staff also offered to collaborate with community members on tailored speed awareness training. By the end of the meeting, many residents expressed their gratitude for the explanations provided. The meeting lasted from 6:00 p.m. to 8:30 p.m. and included an extensive question-and-answer session. Overall, the meeting fostered constructive communication between the City Staff and community members regarding traffic safety.

West Nile Virus Risk Level 3 – The City of Denton has confirmed the presence of West Nile Virus in a mosquito trapped at Roselawn Drive and Bernard Street (Denia Park). The mosquitoes were collected last week, and at least one mosquito has tested positive for West
Nile virus. Residents are advised to take the following precautions: a. Eliminate standing water: Remove standing water around your home, as it serves as a breeding ground for mosquitoes. Common sites include old tires, flowerpots, and clogged rain gutters. b. Avoid outdoor activity during peak mosquito hours: Stay indoors at dusk and dawn
when mosquitoes are most active. c. Dress appropriately: Wear long sleeves and long pants when outside. d. Use insect repellent: Apply repellent containing DEET, picaridin, or oil of lemon eucalyptus whenever outdoors. While the probability of human outbreak is low to moderate, individuals over 50 years old
and those with compromised immune systems are at a higher risk of severe illness if infected with West Nile virus. Symptoms may include fever, headache, muscle and joint pain, nausea, drowsiness, stiff neck, vision problems, body tremors, mental confusion, memory loss, and seizures. While most people infected with West Nile virus will show no symptoms and recover on their own, those experiencing concerning symptoms should

Staff contact: Michael Gange, Environmental Services & Sustainability F. Stormwater Impact Notification – The City of Denton Staff identified an overflowing
sewage line in the rear of a private business in the 2400 block of I-35E that unfortunately
reached the storm drain system. This discharge then flowed into a concrete pond located within the Enclave at Wind River Estates. Our Environmental Services and Sustainability team is actively assessing the full extent of the event and working closely with the business to mitigate the impacts of this discharge. A contractor has begun cleanup efforts, and we
anticipate pumping the pond for the next 5 to 6 days. We are asking the community to

G. Correction to Impact Fee Presentation - During the July 15th presentation to City Council, slide #14 of the Water and Wastewater Impact Fee Presentation (Attachment B) listed a
comparison between the City of Denton’s proposed impact fees and those of similar or neighboring cities. The values cited for Frisco, TX, were incorrect on the slide. Frisco, TX, did not implement a System Investment Fee in addition to the established impact fees for Water and Wastewater as shown on the original presentation. When researching whether Frisco charged any additional administrative tap fees for water and wastewater,
information was mistakenly gathered for Frisco, CO, and added to the total. The updated comparison (Attachment C) does not affect the staff’s recommended adoption amount of 75% of the proposed maximum assessable impact fees. Frisco, TX shares the commonality with Denton of being a neighboring city within the DFW metroplex that has experienced heavy growth. However, Frisco is significantly
different in terms of population and ownership of the Water and Wastewater Utilities, being a member city of the North Texas Municipal Water District (NTMWD). The recommended 75% adoption rate still keeps Denton competitive with other cities within Texas that share the commonalities of being located on the edge of an expanding metroplex, owning and operating their own water utilities, and experiencing high rates of population growth. Responses to Council Member Requests for Information
A. Community Engagement Regarding “No Parking Requests” – On June 26, Council
Member Beck inquired about the summaries of public engagement meetings conducted by
Transportation Services staff concerning parking restrictions on specific roads. The first Teams meeting took place on June 24 for Evers Park Elementary. During the meeting, a community member expressed frustration about having to move their cars during restricted hours. Other participants emphasized their expectation of having parking rights on the
street. The second meeting was held on June 25, regarding parking restrictions for
Alexander Elementary School. Staff received full support from the community for implementing parking restrictions on Paisley Street. The third meeting occurred on June 26, focusing on UNT campus parking restrictions. Staff waited for 20 minutes, but unfortunately, no community members attended. B. Yellowstone Place Reconstruction – On July 17, Council Member Holland shared an inquiry about the timeline for roadway construction on Yellowstone Place. Roadway stabilization work started this week, with final paving planned for early September. Staff

C. Donation Dropbox Cleanup – On July 15, Mayor Hudspeth shared an inquiry regarding debris around donation boxes on Milam Road. The donation bins are on private property that is within the city limits, though the neighboring lots are in the ETJ. Code Enforcement
inspected and opened a case for trash, debris, and outside storage. A significant amount has been cleared already. The remaining trash and debris is required to be cleaned up by August 8. Staff contact: Courtney Douangdara, Community Services D. Jim Christal Road Damage – On July 15, Mayor Pro Tem Rumohr inquired about road
damage on Jim Christal Road, which had been reported through Denton 311. The road work is related to damage caused by a developer and is being completed by a contractor hired by the developer, and not by the City. Completion of repairs is expected by the end of the day on Friday, July 18. Residents who use the self-service options, such as the Denton 311 mobile app, can view
their open and past work requests. For updates on 311 requests, residents can email Denton311@cityofdenton.com or call 311 with their reference number. E. Riney Road - Reeves Elementary Construction Update – On July 17, Council Member Jester requested a construction update on Riney Road in front of Reeves Elementary. Construction on Riney Road between Bonnie Brae and Reeves Elementary is scheduled to have the roadway open to traffic by August 11. The section of Riney Road in front of the school is anticipated to open by August 8, allowing staff and deliveries to access all three
driveways from the east before the start of the school year. City staff is in close coordination with Denton ISD. Staff contact: Scott Fettig, Capital Projects

INFORMAL STAFF REPORT

SUBJECT:
Provide an update on the annual review expectations regarding policies and directives
BACKGROUND:
During fiscal year 2024–2025, Human Resources (HR) Department established a strategic
objective to implement “Best Practices for Policy Management Across the Organization.” As part
of this initiative, HR introduced a standardized review process for all citywide policies and
directives. To support consistent oversight, an annual policy review schedule was developed. For
the purposes of this report, the term "policy" refers collectively to both policies and directives.
On February 19, 2025, HR launched the Policy Priority List, a centralized resource designed to
consolidate and track critical information for items within the City of Denton's policy library. This
tool provides visibility into each policy’s ownership, most recent review date, and associated
updates or communications.
Following the rollout of the Policy Priority List, HR coordinated with departmental leadership to
identify policy priorities, establish tentative review timelines for high-priority items, and appoint
policy liaisons in each department. These liaisons serve as the primary contacts for policy-related
matters within their respective areas.
DISCUSSION:
The Policy Priority List has addressed a longstanding gap in the City of Denton's administrative
framework by establishing a formal, organization-wide system for managing, updating, and
tracking policies and directives. Prior to its implementation, no structured process existed, which
posed challenges to consistency and transparency. This centralized resource now enables timely
updates, reinforces accountability across departments, and provides a clear audit trail to support
annual policy reviews and revisions. It continues to serve as a foundational tool in promoting best
practices in policy management. Our team remains committed to leveraging this system to uphold
a culture of collaboration, transparency, and operational alignment throughout the organization.

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
City business included in the Governor’s call for the first-called Special Session of the 89th
Legislature.
BACKGROUND:
On July 9, Governor Greg Abbott formally announced the first-called Special Session of the 89th
Legislature. The Governor is the only state official with the authority to call a Special Session and
has the power to direct the legislature on what actions they should take during the Session.
The Special Session is scheduled to begin on Monday, July 21 at 12:00 pm and will last for 30
days. If the Legislature does not act on the items listed on the Governor’s call, the Governor has
the authority to call additional Special Sessions in increments of 30 days. The Governor’s call
includes 18 directives to the legislature.
The first four charges are related to improving emergency preparedness in flood-prone areas
following the recent floods in Central Texas. Other charges include eliminating the STAAR test,
providing comprehensive hemp-derived product regulation, and revising the congressional
redistricting plan.
There are three items directly related to city business, imposing spending limits on entities that
impose property taxes, prohibiting taxpayer-funded lobbying, and requiring cities to provide
credits against impact fees for builders who prioritize water conservation and efficiency. A
summary of each of these items is included in the discussion below.
DISCUSSION:
“Legislation reducing the property tax burden on Texans and legislation imposing spending limits
on entities authorized to impose property taxes.”
While the Governor has not publicly mentioned his vision for additional property tax relief, it is
anticipated that the second half of this charge, “imposing spending limits on entities authorized to
impose property taxes,” will likely mirror HB 19, which failed to pass in the 89th Regular Session.
HB 19, by Ways and Means Committee Chair Morgan Meyer, failed to pass out of the Committee
during the regular session. The bill is 18 pages of various changes to laws surrounding a local
government’s ability to issue and leverage debt.
The most impactful of those changes are summarized below:
• The bill proposed prohibiting a city from authorizing additional debt if the resulting annual
debt service in any fiscal year on debt payable from property taxes issued on or after
September 1, 2025 exceeds 20 percent of the amount equal to the average of the amount
of property tax collections for the three preceding fiscal years. The language here is
difficult to parse, but it would appear to exclude any property tax supported debt issued

before September 1, 2025, from the 20 percent cap. Should similar legislation pass during
the Special Session, cities would need to account for debt issued after September 1
separately from the currently outstanding debt for purposes of this section. For reference,
20 percent of Denton’s average tax collections is $18.2 million, while the total annual debt
service supported by property taxes is approximately $50 million in fiscal year 2024-25.
• Additionally, HB 19 codifies the types of projects that a city may issue a Certificate of
Obligation (CO) for, which includes (1) transportation infrastructure; (2) landfills; (3)
water and wastewater infrastructure; (4) flood control and drainage projects; and (5)
certain public safety facilities, including police stations and fire stations. The bill would
expressly prohibit the use of a CO for many projects that are currently allowed, including:
(1) parking structures; (2) airports; (3) judicial facilities; (4) administrative office buildings
for a city; (5) animal shelters; (6) libraries; (7) parks; and (8) stadiums, arenas, convention
centers, and civic centers. However, even though COs could technically be used to finance
certain infrastructure and public safety facilities under the bill, a separate provision of the
bill would prohibit a city from financing those improvements through the debt service
component of its property tax rate. Given the statutory limitations placed on cities’
maintenance and operations tax rates, this change would effectively prevent a city from
issuing COs and tax anticipation notes for most authorized purposes.
• H.B. 19 would also require an election to authorize general obligation bonds or approve
an increase in the property tax rate to be held on the November uniform election date. For
the City of Denton, this would mean the expense and staff time required to coordinate two
elections in one year.
While the details of the Special Session bill to address the Governor’s call are not yet known, any
bill similar to HB 19 as filed in the Regular Session would likely be extremely detrimental to the
City of Denton, and cities across Texas.
“Legislation prohibiting taxpayer-funded lobbying, including the use of tax dollars to hire
lobbyists and payment of tax dollars to associations that lobby the legislature.”
The Governor’s charge regarding taxpayer-funded lobbying likely means that a bill similar to SB
19 will be considered during the Special. SB 19 was passed by the Senate during the Regular
Session but failed to receive a committee hearing in the House.
The bill as filed prohibited the use of public funds on hiring a registered lobbyist for the purpose
of lobbying a member of the legislature, as well as prohibiting the payment nonprofit association
or organization that hires or contracts with a registered lobbyist. This would have effectively
prevented cities from hiring their own legislative consultants or lobbyists, and prohibited cities
from working with nonprofit associations, like the Texas Municipal League (TML), who employ
or contract lobbyists.
SB 19 was amended on the Senate Floor, despite opposition from the bill’s author, Senator Mayes
Middleton, to exclude the provisions prohibiting the use of nonprofit associations and
organizations by cities.

If passed, the bill would almost certainly require the City to terminate or significantly modify its
existing contract with Hance Scarborough to ensure compliance with the new law. The Governor’s
call includes prohibiting the use of tax dollars to associations that lobby the legislature, so a
restriction on city partnership with associations like TML is likely to pass in some form. TML
offers a wide range of services outside of lobbying, but it is unclear whether those other services
would be at risk.
“Legislation, similar to Senate Bill No. 1253 from the 89th Legislature, Regular Session, that
authorizes political subdivisions to reduce impact fees for builders who include water conservation
and efficiency measures.”
SB 1253 by Senator Perry was passed by the legislature but was subsequently vetoed by the
Governor citing concern with a third-reading amendment that amended another bill onto SB 1253
in the House. It is likely that the legislation filed during the Special Session will mirror SB 1253
prior to the adoption of that amendment.
SB 1253, as filed, would have provided an option for cities to provide credits against impact fees
for developers who use facilities, systems, or products that result in water reuse, conservation, or
savings, however; the bill was amended to require cities to provide these credits. The latter is likely
the version of the bill that will be considered in the Special Session.
If passed, the City would be required to establish procedures for calculating and applying the
credits in a fair and consistent manner and for reviewing and approving credits. This bill could
require significant implementation efforts and may require credits for water conservation measures
already required by the City for new development, rather than for measures that go beyond current
requirements.
CONCLUSION:
Staff and the City’s state legislative consultant have already begun engaging with our delegation
regarding the city-related Special Session charges and will provide updates to Council via email
throughout the Session. The effort to impose spending limits on cities is especially concerning and
will require a high level of engagement to ensure Denton’s state delegation and other legislators
are aware of the impact this could have on the City. Once more information is made available
regarding the details of the proposal, staff will likely engage Council to provide written and/or oral
testimony on behalf of the City.

Resolution recognizing the month of June as “Denton LGBTQIA2S+ Pride Month” in the City of
Denton.
BACKGROUND:
On June 17, Council Member Beck presented a two-minute pitch to consider a resolution
recognizing the month of June as “Denton LGBTQIA2S+ Pride Month” in the City of Denton.
The Council did not reach the necessary consensus of six Council Members to place the proposal
on a future agenda as a resolution; however, a consensus of four Council Members provided
support for moving the pitch forward.
DISCUSSION:
The Council’s Two-Minute Pitch Policy (24-1725) directs staff to respond to all requests where a
consensus of at least four Council Members is established with an Informal Staff Report (ISR)
and/or Legal Status Report (LSR) that outlines the estimated cost and timeline of implementation,
and a determination of the strategic alignment of the request.
The pitch, as presented, would not have a significant financial impact on the City. Should the
requesting Council Member forward the pitch to the Agenda Committee, the Committee is
scheduled to meet on August 7. Given that the pitch does not have any budgetary implications,
and staff has not identified an appropriate committee to consider the pitch, staff would likely
recommend to the Agenda Committee to schedule the pitch for a Work Session.
For scheduling purposes, the earliest the pitch could be scheduled for a Work Session would be
September 16. Following the Work Session, and with Council direction, a resolution could be
placed on a Council agenda in late September or early October.
CONCLUSION:
Upon receipt of the Informal Staff Report, Council Member Beck may indicate if the information
provided satisfies his request. Should the request not be satisfied, the item will be considered by
the Agenda Committee for placement on a future Work Session agenda or routing through an
appropriate board, commission, or committee.

A RESOLUTION OF THE CITY OF DENTON, TEXAS, RECOGNIZING JUNE AS DENTON
LGBTQIA2S+ PRIDE MONTH, AND PROVIDING AN EFFECTIVE DATE
WHEREAS, June is the recognized anniversary of the Stonewall uprising in New York, the
beginning of the modern Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual, Two-
Spirit plus (LGBTQIA2S+) liberation movement celebrating their tireless efforts of pursuing
equality for all; and
WHEREAS, the City of Denton has historically celebrated and recognized Pride Month and
sought to continue fostering and improving its Human Rights Campaign Municipal Equality
Index Rating, making Denton a city where LGBTQIA2S+ individuals and families will continue to
want to live, love, work, play, and grow in happiness and equality;
WHEREAS, the first of Denton’s 5 Core Values is “Inclusion,” for “creating an environment
where individuals and groups are valued, respected, and supported;” and
WHEREAS, the City of Denton passed a non-discrimination ordinance in March 2022 prohibiting
discrimination in housing, employment, and public accommodations based on protected classes
including sex, sexual orientation, and gender identity; and
WHEREAS, in May 2025, Denton residents voted in a Special Charter Amendment Election to
replace all instances of gendered language with non-gendered language in the City Charter,
demonstrating our commitment as a community to gender diversity and equality; and
WHEREAS, undesirable and on-going public behavior in Texas continues to threaten the health,
safety, and rights of Denton’s transgender community and run counter to Denton’s values as an
inclusive and LGBTQIA2S+ welcoming city; and
WHEREAS, celebrating Pride Month raises awareness and provides support and advocacy for
the LGBTQIA2S+ community, and is an opportunity to become educated, engage in dialogue,
strengthen alliances and build understanding,
NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES:
SECTION 1. The recitals in the preamble of this Resolution are incorporated into the body
of this Resolution as if set forth fully herein.
SECTION 2. The City Council of the City of Denton find it in the best interest of the City of
Denton, city employees, and city residents, to recognize the month of June as “Denton
LGBTQIA2S+ Pride Month” in the City of Denton and encourage all city residents to celebrate
the work and contributions of the LGBTQIA2S+ members of our community and re-commit to

Budget Work Session Follow Up
BACKGROUND:
On June 17, 2025, a Budget Work Session was held. During the session, various City Council
Members requested additional information that required follow-up.
DISCUSSION:
1. What impact would a financial and or credit rating downgrade have on the City?
Municipal bonds are rated by independent credit rating agencies like S&P Global, Moody's, and
Fitch. These ratings reflect an issuer's ability to repay its debts, helping investors understand the
likelihood of getting their money back.
These assessments occur both when new bonds are issued and during annual reviews of existing
debt. A city's credit rating directly influences its borrowing costs. A decline in a city's credit
rating signals increased risk to the market, which in turn:
• Raises borrowing costs: Lenders demand higher interest rates to compensate for the
elevated risk.
• Impacts existing debt: Since current debt is reviewed annually, a downgrade can affect
the terms or market perception of previously issued bonds.
For instance, a 10-year AAA-rated municipal bond might yield 3.26%, while a lower-rated, high-
yield municipal bond could yield 5.59%. This significant difference illustrates the risk premium
investors demand for less secure bonds, making borrowing more expensive for lower-rated
entities.
2. When is it appropriate to use fund balance, and how much?
It's recommended to use fund balance only for one-time expenses that exceed the regular budget
and are in line with the fund balance policy. If fund balance falls below policy levels, it's crucial
to have an adopted plan to bring those levels in alignment with policy in the near future. Credit
rating agencies consider fund balances and fund balance policies when assessing a city’s credit
rating. If the City were below its fund balance targets and did not have a plan to meet fund
balance policy levels, the City’s credit rating would likely be negatively impacted, increasing
borrowing costs.

3. How much funding is available in projects that could be moved back to the General
Fund or reallocated?
Approximately $3.2 million was transferred from the General Fund to the Catalyst,
Sustainability, and Streets Fund. This item will be a discussion point during the August 9
Budget Workshop.
5. Could staff evaluate if DCTA is interested in being part of the sponsorship process
for festivals?
DCTA has expressed interest in participating in the sponsorship program. The City will work in
conjunction with DCTA and provide subsequent updates to the City Council. Furthermore,
DCTA has independently supplied additional shuttle and bus services for the event, incurring no
cost to the event organizers or attendees.
4. Is the City looking at utilizing security firms as an alternative for special events?
For FY 25-26 special events, the Police Department is assessing how security firms could be
utilized and whether it's feasible.
5. What was the final cost of the Police Headquarters?
The original contract for the Police Headquarters renovation, new Substation, and Firing Range
construction was $46,039,401.00, which included a $5.9 million Owner’s Contingency. The
final contract value totaled $56,870,880, reflecting a $10.8 million increase from the original
contract amount.
This project went to bid in early 2020, just before the COVID-19 pandemic hit. As a result, the
construction phase was significantly impacted by pandemic-related market disruptions. These
disruptions led to increases in material costs and extended lead times, both of which contributed
to higher overall project expenses.
To manage these unexpected costs, the project utilized its Owner's Contingency and secured
additional funding. This extra funding addressed major cost drivers, including:
• Electrical, power, utility, and data infrastructure
• Interior finishings, openings (doors and windows), and exterior weatherproofing
• Technology, security, and audio/visual infrastructure
• Unforeseen operational impacts, temporary structures, underground infrastructure, and
owner-requested adjustments
To approve the necessary supplemental funding for these changes and cost increases, the City
Council passed two ordinances: Ordinance No. 21-2479 and Ordinance No. 22-2495.
