2026-002 DCTA Nomination October 3, 2025 Report No. 2026-002 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: City Council nominees for appointment of a Primary Representative (PR) for the City of Denton to the Denton County Transportation Authority(DCTA)and an Alternate Representative(AR) for the City of Denton. EXECUTIVE SUMMARY: The current Primary Representative, (PR), for the City of Denton to the DCTA, Alison Maguire, notified the City Secretary that she will not seek reappointment as the City's PR when her current term ends on November 12, 2025. The current Alternate Representative is Patrick Smith. Consideration of Council nominations is scheduled for the October 21, 2025, City Council meeting. BACKGROUND: Denton has been a partner of DCTA since September 13, 2003, when Denton, Highland Village and Lewisville voters elected to join DCTA, agreeing to levy a half-cent sales tax to finance the system. The Denton County Transportation Authority is governed by a Board of Directors comprised of five voting members appointed by respective entities from Denton County and the cities of Denton, Lewisville, and Highland Village, serving two-year terms. Alternate members from Denton County and the Cities of Denton, Lewisville and Highland Village, and non-voting members from surrounding cities also serve on the Board. Board Members and Alternates may be reappointed following the expiration of their terms. There is no limitation on the number of terms a Board Member may serve. Pursuant to DCTA Bylaws, the appointment eligibility requirements for a person to serve on DCTA Board of Directors is as follows: [A] person must: (i) have professional experience in the field of transportation, business, government, engineering, or law; and (ii) reside (A) within the territory of the Authority; or (B) outside the territory of the authority in a municipality that is located partly in the territory of the Authority Alison Maguire was elected October 19, 2021,per Resolution 21-2270, as the PR member for the City of Denton,replacing the unexpired term ending November 13,2021 of Chris Watts,the City's former PR. Ms. Maguire served two additional two-year terms as the City's PR. Upon expiration of her term, the City will have 90 days to appoint a PR to serve a two-year term running from November 13, 2025, through November 12, 2027. NEXT STEPS: Council Members should send their nominees via email to the City Secretary's Office by October 10, 2025, to be included in the slate of nominees on the City Council agenda for the Regular meeting on October 21, 2025.
