AN ORDINANCE OF THE CITY OF DENTON, TEXAS, ANNEXING 794 ACRES OF
LAND CONTIGUOUS AND ADJACENT TO THE CITY OF DENTON, TEXAS,
GENERALLY LOCATED AT THE SOUTHWESTERN EXTRATERRITORIAL
JURISDICTION BOUNDARIES OF THE CITY OF DENTON, TEXAS AND
NORTHEASTERN EXTRATERRITORIAL JURISDICTION OF THE TOWN OF
NORTHLAKE, TEXAS, BETWEEN 1-35W AND FLORENCE ROAD, AND BETWEEN
CRAWFORD AND LIVELY ROAD IN THE COUNTY OF DENTON, TEXAS, APPROVING
A SERVICE PLAN FOR THE ANNEXED PROPERTY, PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE (A-87)
WHEREAS, Robson Denton Development, L P, has petitioned for annexation of
2,745 51 acres of land to the City of Denton, Texas, and
WHEREAS, the City of Denton on April 20,1999, heard the petition and agreed to grant
the petition for annexation of 2,745 51 acres of land, and
WHEREAS, public heanngs were held ~n the Counefl Chambers on May 25, 1999, and
June 1, 1999, (both days being on or after the 40th day but before the 20th day before the date of
the ~nstauUon of the proceedings) to allow all interested persons to state their wews and present
ewdence beanng upon this annexation, and
WHEREAS, on June 22, the C~ty Council reduced the land to be annexed to 794 acres of
the proposed peUt~on, and
WHEREAS, annexation procee&ngs were instituted for the property descnbed here~n by
the mtroducUon of this ordinance at a meeting of the C~ty Council on June 22, and
WHEREAS, this ordinance has been published in full one time in the official newspaper
of the City of Denton on June 26, 1999, after annexation proceedings were instituted and 30 days
prior to City Council taking final action, as required by City Charter, and
WHEREAS, the City Council finds that the annexaUon will be in comphance w~th the
1988 Denton Development Plan, the 1998 Denton Plan Policies, and the 1999 Growth
Management Slxategles and Plan, NOW, THEREFORE
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I That the tract of land described in Exhibit "A", attached hereto and
incorporated by reference, is annexed to the City of Denton, Texas

SECTION II That the service plan attached as Exhibit "B", and incorporated by
reference, 'whmh promdes for the extension of municipal services to the annexed property, is
approved as part of this ordinance
~ Should any part of th~s ordinance be held illegal for any reason, the
holdmg shall not affect the remmmng portxon of this ordinance and the City Council hereby
declares it to be its purpose to annex to the City of Denton all the real property described in
Exhibxt "A" regardless of whether any other part of the described property is hereby effectively
annexed to the C~ty If any part of the real property annexed is already included witlun the city
limits of ttae City of Denton or within the limits of any other city, town or village, or ~s not wlthm
the C~ty of Denton's junsdaet~on to annex, the same is hereby excluded from the temtory
annexed as fully as if the excluded area were not expressly described in this ordinance
~ That th~s ordinance shall become effective fourteen (14) days from the
date of its final passage

Crawford Road, Interstate Highway 1-35W
Municipal services to the site descnbed above shall be furnished by or on behalf of the City of Denton,
Texas, at the following levels and in accordance with the following schedule
A
Police Protection
In the short term, the Police Department can provide service to Robson Ranch Development using
existing resources, resulting m response times consistent w~th other undeveloped perimeter areas of
the city In the longer term, the Police Department estimates that service can be provided within
average response times for the City as a whole, with the addition of 24 sworn and 8 non-sworn
personnel, phased in proportion to population growth within the annexed tracts

Fire Protection and Emergency Medical Services
F~re service will be avmlable though ex~st~ng faciht~es dunng the interim period when the
annexation tract remains for the most part undeveloped A new Fire Statmn #7 will be needed
the future to provide service to the annexed tracts, to be located m the VlC~mty &the 1-35W / F

Water / Wastewater Serwces
Current City of Denton CIP funchng is programmed for the construction of a 20-inch water line
extension that will reach the Hills of Argyle subdiwslon on U S 377 The hne will be extended
further south to Willow Lakes development In a subsequent phase Construction of these
improvements will begin within 2 years and will be completed w~thm 4½ years Development
w~thm the Willow Lakes development IS expected to run the line west to 1-35W The Robson
Ranch development will extend water hnes from 1-35W to dehver water for development Interim
water servme options are available
Wastewatar service will be made available through e~ther extensions from the Hickory Creek
~ntemeptor sewer system or through on-site treatment plants that are owned, operated, and
maintained by the City of Denton

Stormwater Drainage Services
Drainage improvements will be made by property owners at the time of development
Maintenance roll be the responsibility of the City &Denton, supported as a fnnctmn of water and
wastewatar fund transfers prod by rate payers

Solid Waste Collection and Disposal
Solid waste service are avmlable to the annexed tracts Ex~st~ng contracts between customers and
private waste haulers will not be disturbed Equipment and personnel needed to serve new
development will be added m proportmn to growth m the customer base
Electric Utilities
Electric servme will be made available upon request to all of the property w~th~n the areas being
annexed
Parks and Recreation Services
Neighborhood parks will be pmwded as resident:al growth occurs, as per the C~ty of Denton Park
Dechcatmn Orchnance One commumty park will be needed m the longer term The commumty
park and add:tmnal personnel will be funded as appropriate through c:ty funds
Streets al~d Roads
Crawford and Florence Roads, located on the perimeter of the proposed development, will not be
annexed, and will remain the responsibility of Denton County The majority of roads proposed
w~thm the development are proposed to be private and mmntmned by the developer or the Home
Owners Assoelatmn Any required ~mprovements to pubhe roads will be the responsibility of the
developer, and ultimately maintained by the C~ty of Denton
Building Inspections / Code Enforcement Services
Servmes are available now for the areas to be annexed Addtt~onal personnel will be dedmated to
the areas to be annexed as dmtated by growth
Library Services
The Library Master Plan will determine the appropriate method of service delivery for all areas of
the city, and is near completmn The plan will be presented to C~ty Council on June 22,1999
