Proposal
I Proposed approach to Constructton Management Duties
In order to fulfill the construction management duties, the construction manager vail have
to be on thejob site for a majority of the tune the projects are under construction Due to
this fact, our approach vail be to supply a full tune employee, Mr Kurt Staller E 1 T,
who will need to be located m Demon dunng the course of the constmctlon
It ~s estimated that approximately seventy percent (70%) of the time Kurt ~s m Denton, he
wall be on the job site The mmiunmg thirty percent (30%) of the time, Kurt vail make
himself avmlable to first answer questions and gather ~nfonnanon that vall result tn a
reasonable quahty of construction and timely completion of the pro3ects Secondly, Kurt
wnll be available to assist Denton Mumclpal Electric vath other engineenng needs
II. Proposal for use of t~me not used for construction management
The tame Kurt spends assasting Denton Mmucipal Electric can be spent in a number of
areas concerning transmassion and/or thstnbutlon line design As an Enganeer-In-
Ttalmng for SGS Watter, Inc, Kun has experience in all phases of Transunsston and
Dlstnbutaon power lane design These phases include surveying, structure design,
foundation design, construction management, matenal tabulataons, project specifications
and contract documentataon

SURVEYING.
Under the supervision of the stalang engineer, Kurt used a theodohte, EDM, level, and/or
total statxon to stake right~of-way, centerhne, tangent and angle structures of all or part of
a tt'ansmtsmon and/or dxstnbut~on hne Tins reqmred locating terrmn changes, roads,
p~pehnes, ex,sting overhead hnes, structures, turning angles and shooting levels and
elevations
DESIGN DATA
Kurt developed design datas for many projects, utthz~ng survey and s~te data The deslgI1
data included researching meteorologxcal data, calculating conductor loadings,
caleulatang requtred clearances for conductors, performing galloping and damper
calculations, determlmng the reqmred insulation, desxgmng basic structures by
calculating structure strength due to vertxcal and horizontal spans, calculating buckling,
calculating guying and calculating overturmng moments
PLAN AND PROFILE DRAWINGS AND STAKING SHEETS
Utilizing survey and design reformation, Kurt designed, developed and/or checked Plan
and Profile drawings and Staking Sheets Kurt plotted the structures on these sheets
based on optu'num heights and span lengths Kurt destgned and/or checked the sheet's
layouts, material hsts, clearances, right-of-way hm~ts, and property owner boundaries

II Proposal for use of t~me not used for construction management (conttnued)
STRUCTURE DESIGN:
Using the National Electric Safety Code loading zones and overload capacity factors
along w~th sag and tension calculations, Kurt developed loading trees for tangent and
angle structures Kurt designed concrete and/or steel structures based on required loads,
the project location, environmental data and the loading trees Kurt calculated the
resolved longitudinal, vertical and transverse loads for five load cases for each structure
Kurt designed the structure drawings and load orientation drawangs and, combined with
the structure loading tree calculations, Kurt created a bid package for each project Kurt
sent this package, including Notice to Bidder and Bid Tabulation reformation, to various
steel and concrete manufacturers for bid purposes Kun evaluated bids, checked design
calculations and reviewed approval drawings for each project and provided
recommendations to the client
FOUNDATION DESIGN.
Usmg geotechmcal investigation repons, loads placed on the structure and various
casslon pier formulas, Kurt designed anchor bolt cages and foundations for steel poles
Kurt calculated the appropriate anchor bolt cage for the manufacturers to construct by
using the pier depths and diameters required to wathstand the moments on the structure
Kurt calculated reqmred quantitaes of concrete for contracts and made recommendations
on pier and cluster design modifications
CONSTRUCTION CONTRACTS (Including Specfficatnons and Bid Openings).
Kurt wrote, revised and/or checked the contract documents for several projects Kurt
wrote notice and mstructaons to bidders, specifications, special specifications and
foundation specifications Kurt assembled and checked umt drawings, crossing permits
and material lists Kurt conducted bid openings, analyzed bid numbers and completed
closeout documents

SITE OBSERVATION/REVIEW
Kurt reviewed the work of the contractor dunng construction of several projects Kurt
observed all phases of construction for proper comprehension and ~nterpretat~on of
specifications, Plan and Profile Sheets and other construction documents Kun ~nfonned
the owner and/or contractor ofwolat~ons of the apphcable Plans and Spec~ficanons Kurt
checked material for defects dunng slupp~ng and for proper quantities Kurt answered
questtons from both the contractor and property owners and made on-site dec, stuns
necessary for the com~nuat~on of the project

Preliminary estimate of percentage of t~me required for construction
management
The transmission projects can be broken down into rune points of construction The nme
points are listed below along vath the approxuuate percentage of t~me reqtared for on she
construction management as a particular activity is takang place
1 Steel pole and anchor bolt ~nspectton 90%
2 P~er Dnlhng 40%
3 Anchor bolt placement and onentauon 100%
4 Concrete ~nspecUon 100%
5 Material mspecUon 50%
6 Setting poles 90%

7 Stnng and sag conductor 100%
8 Miscellaneous construction and questions
9 Closeout project 90%
50%
Dunng the course of the projects, the total amount of t~me spent on each point of
construction will vary For instance, for the Spencer to Locust Transrmss~on L~ne
Rebmld, more total on site t~me wall be required on p~er dnlhng and concrete tnspect~on
than on the Crossing ofU S 77 at Rmey Road project For each project, the percentage
of on s~te constmcuon management wall still need to be 40% for p~er dnlhng and 100%
for concrete inspection
Dunng the months of construction, approximately seventy percent (70%) of the total ttme
Kurt wall need to be on the job sxte to perform the construcuon management duties
