to Planned Development 132 (PD 132) Zomng Dmtnet, as more pameularly described thereto, and WHEREAS, on August 15, 1989, by Ordinance 89-101, the City Council approved an amendment to the concept plan of Planned Development 132 (PD 132) zoning district and a detmled plan for 217 3 acres of land, as more pamcularly described therein, and WHEREAS, on March 11, 1998, Mathew Goodwm, on behalf of Mare Foofllc, applied to amend the approved concept plan for Planned Development (132) zoning chstnct and provide for a detailed plan for 138 992 acres therein, and WHEREAS, on September 9, 1998, the Planning and Zomng Commasmon unammously recommeaded approval of the rezomng of 15 088 acres from an Agricultural (A) zoning dmtnet to Planned Development 132 (PD 132) and a concept plan for the expanded zoning dmtnct, and WHEREAS, on November 7, 1998, in the previous public heanng to this one, the City Council approved the rezonmg of 15 088 acres fxom an Agricultural (A) zoning dmtnct to
