1997-170 ORDINANCE NO qr'/~1 ~ 0 AN ORDINANCE PROVIDING FOR THE EXPENDITURE OF FUNDS FOR PURCHASES OF MATERIALS OR EQUIPMENT WHICH ARE AVAILABLE FROM ONLY ONE SOURCE IN ACCORDANCE WITH THE PROVISIONS OF STATE LAW EXEMPTING SUCH PURCHASES FROM REQUIREMENTS OF COMPETITIVE BIDS, AND PROVIDING AN EFFECTIVE DATE WHEREAS, Section 252 022 of the Local Government Code provides that procurement of items that are only avmlable from one source, including items that are only avmlable from one source because of patants, copyrights, secret processes or natural monopolies, films, manuscripts or books, electrmaty, gas, water and other utility purchases, captive replacement parts or components for equipment, and library materials for a public library that are avmlable only from the persons holding exclusive distribution rights to the materials, need not be submitted to competitive bids, and WHEREAS, the City Council w~shes to procure one or more of the items mentioned in the above paragraph, NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS SECTION I That the following purchases of materials, equipment or supphes, as described in the "Purchase Orders" attached hereto, are hereby approved PUR(2HASE ORDER NUMBER Y_EiSI_ DOR ~ 75676 MOTOROLA COMMUNICATIONS, INC $22,500 00 SECXiOIS~ That the acceptance and approval of the above items shall not constitute a contract between the City and the person submitting the quotation for such items until such person shall comply with all reqmrements specified by the Purchasing Department SEC2TiDlgJiI That the City Manager is hereby authorized to execute any contracts relating to the items specified in Section I and the expenditure of funds pursuant to said contracts is hereby authorized 3. We recommend purchase order #75676 to Motorola be approved in the amount $22,500 00 SUMMARY: Purchase Order # 75676 is for the acquisition of 100 STX command board upgrade kits These kits are intended to convert existing Type I hand held mobile radios to Type II radios The Type I1 radios are compatible with Denton County Sheriff's Office, Lewisvflle, Carrollton, Ft Worth, and other entitles using Type II protocol The City of Denton Type I radios currently cannot communicate with these other entities Approval of purchase order #75676 will allow for the upgrade of 100 radios currently in use by the Fire Department and Pohce Department pROGRAMS.. DEPARTMENTS OR GROUPS AFFECTED. Pohce Department, Fire Department and Communications Division of the Utility Department ~ Forty (40) of these units will be funded from 1996/97 Fire Department budget for special services Account #100-060-0050-8502 $ 9,000 00 The other 60 units will be funded from Police Departmem Seizure Funds Account #257-070-0040-8344 $13,500.01) $22,500 00 Attachments Memorandum from Don Byrd, Communications Manager Purchase Order #75676 Respectfully submitted Kath~,D3.uB2fise Executive Director of Finance Approved Name Tom D Shaw, C P M Title Purchasing Agent 882 AGENDA To: Tom Shaw From: Don Byrd Subject: Radio Compatibility Date: Tuesday, June 03, 1997 In July 1987 the City of Denton began operating on a new Motorola 800MHZ trunkmg radio system using Type I protocol Shortly after the ~mplementatlon of th~s system Motorola created a new protocol for their 800MHZ trunk~ng systems Th~s Type II protocol was ~ntegrated ~nto all of ~ts latest systems The C~ty of Denton was the hrst ~n Denton County to operate on a 800MHZ system Later Denton County, Lew~sv~lle, and Carrollton purchased the new version of Motorola's trunkmg system which were Type II The C~ty of Denton Pohce and F~re Departments are unable to commumcate w~th these ent~tles on the 800MHZ trunkxng system due to the chfference m Type I and Type II protocols There are two primary areas that reqmre upgrading when mtgratmg from Type I to Type II systems * Ftrst the system infrastructure must be upgraded In October 1996 the C~ty of Denton's Electric Commumcat~ons D~ws~on purchased and installed the necessary hrmware and software to upgrade the radio ~nfrastructure to Type II Th~s provided the Type II protocol for the infrastructure only · The second reqmrement ~s to upgrade the radios that are not capable of Type II protocols The upgrade consist of replacing the ex~stlng command module, realignment to spec~ficatmns, and reprogrammmg each radio Th~s upgrade w~ll allow the City of Denton Pohcc and F~re Departments to commumcate wtth Denton County Sheriff's Office, Lew~swlle, Carrollton, Ft Worth, and other ent~t~es using Type II protocols 4 r-upgrad maw
