AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXTEND AN 1NTERLOCAL
AGREEMENT WITH NORTH TEXAS REGIONAL LIBRARY SYSTEM (NTRLS) TO
AUTHORIZE PARTICIPATION IN THE PURCHASE OF LIBRARY BOOKS AND RELATED
VARIOUS GOODS AND SERVICES, AUTHORIZING THE EXPENDITURE OF FUNDS, AND
DECLARiNO AN EFFECTIVE DATE
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I. That the Ctty Manager ~s hereby authorized to execute the attached agreement,
a copy of wluch ts attached hereto and incorporated by reference here~n
SECTION II. That the C~ty Manager ~s authorized to expend funds pursuant to the
agreement for the purchase of L~brary Books and Servmes
SECTION III. That tins orchnanee shall become effective ~mmedmtely upon xts passage and
approval

COOPERATIVE PURCHASING AGREEMENT
Tins agreement xs made on the ~-~ day of (~___~__v- , 1997, between The Cxty
of Denton, State of Texas, and the North Texas Reg~unal Lxbra~¥ System (NTRLS)
In cons~deraUon of the mutual covenants coatmned here~n and pursuant to thc authority
penmtted under Chapter 791 of the Texas Government Cod,, the Interlocal Cooperatmn Act, C~ty
of Denton and NTRLS agree as follows
I.
The Cxty of Denton voshes to enter into flus Interlocal Agreement to authonze part~mpat~on
m various NTRLS agreements for the purchase of L~brary books and related supphes or sarv~ces
The patUc~paUon m flus cooperattve program w~ll be tughly beneficml to the taxpayers through the
anuc~pated savings to be reahzed
II.
Th~s agreement, wtuch tenmnates as of ~ts effecUve date, all prior agreements, written or oral,
between the part,es concerning the same servmes/matenals, shall become effecUve on
~, 1997, and shall contmue m full force and effect thereafter until terminated
by eather party on thmy (30) days written nottce to the other
III.
The part,es intend that the enuty, ~n rece~wng products and/or servmas specffied ~n th~s
agreement, shall act as an independent purchaser and shall have control of ~ts needs and the manner
m wtuch they are acqmred Neither the C~ty of Denton, ~ts agents, employees, volunteer help or any
other person operating under this agreement shall be considered an agent or employee of NTRLS
and shall not be enUtled to participate ~n any pension plans or other benefits that NTRLS prowdes
as employees
Should NTRLS detemune to adventse for the purchase of certain goods or services, and offer to the
C~ty the opUon to purchase such goods or serrates and C~ty wishes to paint,pate m such bad, then
1. NTRLS shall advemse for the purchase of such goods or serwces an comphance
with all appheable State baddmg statues
2. The C~ty shall make payment for the purchase of such goods or services chrectly
to the lowest responsible b~dder from current revenues available for such purchase
3 The Caty shall receave all benefits prowded by the successful vendor for the goods
or servaees the Caty determines to purchase
