CONSIDER APPROVAL OF THE PARKS, RECREATION AND BEAUTIFICATION BOARD MINUTES FOR: A. March 6, 2017 MOTION: Boring made a motion to accept; Barber seconded. Motion passed 5-0. 3. AWARDS AND RECOGNITIONS: None 4. ACTION ITEMS: Consider making a recommendation to the Denton City Council on the following items: A. Approve and recommend the Cinco de Mayo Committee's request for Mi Casita Restaurant to be the sole proprietor allowed to sell alcoholic beverages at the 2017 Cinco de Mayo Celebration in Quakertown Park on May 6, 2017: Per Janie McLeod, Community Events Coordinator, the Cinco de Mayo Committee has supported the sale of alcohol at the Cinco de Mayo Celebration for 19 consecutive years. This year,the Mi Casita Restaurant will be responsible for obtaining the temporary license and permit for the sale of alcohol. The Cinco de Mayo Committee is made up of community volunteers. The annual event, held in Quakertown Park, is a Hispanic cultural festival co-sponsored by the City of Denton. The free event runs from 10 a.m. to 10 p.m. and includes a parade, local vendors, children's activities, and live entertainment. Police security will be present at the event. Staff recommends approval of the request, which is consistent with previous special events hosted in Quakertown Park. Page 3110 Board Members posed a variety of clarity-based questions regarding the vendor of choice, and the alcohol permit process, which McLeod answered to their satisfaction. MOTION: Punch made a motion to approve; Barber seconded. The Motion passed with a vote of 4-1,with Leslie abstaining. B. Approve and recommend the Denton Festival Foundation's request for ProFest, Inc.,to be the sole proprietor allowed to sell alcoholic beverages at the Denton Arts and Jazz Festival for three successive years. Per McLeod, the Denton Festival Foundation submitted a request to approve ProFest, Inc. be the sole proprietor allowed to sell alcoholic beverages at the Denton Arts and Jazz Festival for three successive years, April 28-30, 2017,April 27-29, 2018, and April 26-28, 2019. The annual Denton Arts and Jazz Festival event promotes cultural enhancement and is co- sponsored by the City of Denton. It is held in Quakertown Park and includes over 2,700 professional and amateur performers, local and statewide vendors, children's activities, art exhibits, and various entertainers. The free three-day event runs Friday, 5 p.m. to 11 p.m., Saturday, 10 a.m. to 11 p.m., and Sunday, 11 a.m. to 9 p.m. ProFest, Inc. will be responsible for rental of the booth spaces, obtaining the temporary license, and securing the temporary permit. Police security will be present at the event. Staff recommends approval of the request, which is consistent with agreements for previous events. Board Members posed clarity-based questions, which McLeod answered to their satisfaction. MOTION: Barber made a motion to approve; Boring seconded. Motion passed unanimously 5-0. 5. OTHER BUSINESS: None With no action/discussion items pending Park Board consideration, and following the completion of the Tour of Parks, the meeting adjourned at 8:12 p.m. Page 7110 ACTION ITEM Consider a Request from the Denton Black Chamber of Commerce to Sell Alcoholic Beverages at the Denton Blues Festival The Denton Black Chamber of Commerce has requested to be the sole participant allowed to sell alcoholic beverages at the 19th Annual Blues Festival held in Quakertown Park on Saturday, September 16, 2017, from 1 p.m. to 10:30 p.m., and Sunday, September 17, 2017, from 1 p.m. to 8:30 p.m. The Denton Black Chamber of Commerce, sponsor of the Denton Blues Festival, will be responsible for obtaining the temporary license and insurance and providing security for the event. They expect to have 5,000 people in attendance to hear conventional blues music with national and local blues artists performing. Staff recommends approval of the request, which is consistent with agreements for other events. Page 8110 Parks Proiect Status Report—July 2017 Wave Pool and Concession: The Wave Pool at Waterworks Park staff anticipates to open July 8, 2017. Avondale Sidewalk: Staff is 60%complete with the removal of the old sidewalk and the contractor is 50%complete with the installation of the new sidewalk. Projected completion is July 2017. I-35 Art Medallions at North Texas Boulevard: The lighted Art Medallions will be installed in July 2017. Resurface Avondale multipurpose court: Staff is in the process of getting quotes with a projected completion date of August 2017. 9111 Firefighters Art: Steel fabrication is in process at Central Fire Station and is scheduled to be completed in August 2017, with a 9/11 Memorial in September 2017. Carl Young Spray Ground: The Groundbreaking Ceremony was held Friday June 30, 2017, with construction scheduled to begin in mid-July. The Spray Ground is anticipated to be completed in September 2017. Fred Moore Athletic Field: Staff started construction in June 2017 and are 40% completed, with a completion date of September 2017. Cemetery Headstone Audit and Repair: Staff inventory has been completed,purchase order has been issued and a projected completion date is September 2017. Purchase oforoperty at Villages of Carmel: Staff is in conversation with the developer. Loon Lake Trail Connection: The design for the trail connection is complete, Real Estate is purchasing easements in the Wind River addition. Oakwood and IOOF Cemetery Fence: Staff will send this project out for bid in July 2017 with a projected completion date of November 2017. Evers Trail(TxDOT Grant): This project is 75% completed with the projected completion date of November 2017. Page 9110 Center Marquees: A Request For Proposal (RFP) was sent out, bids were received and staff is taking to Council a recommendation for a vendor. All marquees at the Recreation Centers and the Civic Center will be replaced,with anticipated completion in the fall of 2017. Surls Artwork: Artwork was delivered on June 30, 2017,with a projected installation date of December 2017. Lake Forest Dam Study: Staff received a proposal and will forward it to City Manager for approval, anticipated completion in February 2018. Purchase of property at Mack Park: Pending appraisal, staff anticipates a completion of April 2018. Vela Soccer Complex: Staff is developing estimates and determining funding, with an anticipated opening in September 2018. North Lakes Do,-Park: Water meter installed,met with Teague,Nall and Perkins representative to develop a site plan, completion date to be determined. Lake Forest Maintenance: Cattails were mowed and the spillway was cleared. Dredging with a long stick track hoe failed, staff is exploring other options. The completion date is to be determined. 2014 Bond Playground Replacements: Playgrounds have been assessed by Certified Playground Inspectors on staff, ranked in order based on age, safety and needed repairs. The playgrounds at Denia, Fred Moore, McKenna, Milam, Carl Young and Nette Shultz are scheduled to be replaced with an anticipated completion date of April 2020.
