ORDINANCE NO 91-11:4
AN ORDINANCE AWARDING A CONTRACT FOR A MAINTENANCE AGREEMENT WITH
GTE, PROVIDING FOR THE EXPENDITURE OF FUNDS THEREFORE, AND PRO-
VIDING FOR AN EFFECTIVE DATE
WHEREAS, the City has solicited, received and tabulated com-
petitive sealed proposals for a maintenance agreement on telephone
equipment in accordance with the procedures of state law and City
ordinances, and
WHEREAS, the City Manager has reviewed and recommended that the
proposal of GTE is the lowest responsible proposal for the services
as shown in the "Bid Proposals" submitted therefor, and
WHEREAS, the City Council has provided in the City Budget for
the appropriation of funds to be used for the purchase of the ser-
vices approved and accepted herein, NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I That the proposal of GTE is hereby accepted and ap-
proved as being the lowest responsible proposal for the items set
forth in the proposal
SECTION II That the City Manager is hereby authorized to ex-
ecute a contract with GTE for the services referenced above as out-
lined in RFSP request for sealed proposal number 1258 and incorpor-
ated by reference herein
SECTION III That by the acceptance and approval of the above
proposal, the City Council hereby authorizes the expenditure of
funds therefor in the amount and in accordance with the written
contract made pursuant thereto
SECTION IV That this ordinance shall become effective im-
mediately upon its passage and approval

that cannot be placed under a maintenance agreement for any reason
All equipment originally listed will be covered under WILTEL'S
maintenance agreement
What additional charges if any would be required to have a service
man report on-site each business day to resolve any maintenance
problems
WILTEL'S original proposal included a service man on-site three
days each week There will be no additional charge for a
technician to report each day to resolve maintenance issues
The existing Meridian system has voice capability but is not
networked together Please quote additional charges if any for
implementing the new release that provides networking for voice
mail
To accurately quote a price for Release 7 software or networked
Meridian Mail, a detailed engineering survey of the software in
each switch needs to be performed
Please quote additional costs if any for implementing "automated
attendant" function in conjunction with Meridian mall
The cost to add "automated attendant" or voice menus is $3,000 00

FOR MAINTENANCE ON TELEPHONE EQUIPMENT AND CABLING
The City of Denton is requesting proposals for the maintenance of its
Northern Telecom phone system, associated key sets and the copper and
fiber optic cabling that connects the various phones and switches
RESPONSE
GTE Central understands and acknowledges
BACKGROUND INFORMATION
The telephone system consists of three (3) Northern Telecom switches
and various key systems located in a number of buildings owned or
leased by the City of Denton This equipment was installed by GTE in
June of 1990 Appendix A gives a detailed listing of the equipment
and locations The fiber optic cable and the copper cabling
connecting the various buildings and/or the Northern Telecom switches
wPre installed by the City of Denton's Electric Department Appendi%
B shows the details of the cabling and associated communications

Each component consist of the switch and/or key set and the associated
telephone equipment (instruments, ring down bells, pagers, etc )
attached to switch or key set
It is the City of Denton's understanding and belief that all the
equipment was installed in compliance with industry standards and
local codes Each vendor will have the right to inspect the equipment
to verify that it is operational and meets industry standards and
local codes from an installation standpoint If a vendor feels that
corrective action is needed to have this equipment meet industry
standards, local codes or become operational then the vendor must
supply us with a detail list of the necessary corrective actions and
their price quotations to perform these corrective actions All price
quotations required for the maintenance contract should be based upon
3ssumntion that all equipment meets standards, codes and is
operational
RESPONSE
Pricing, as requested in this RFP, is included in Section 2 for each
City of Denton location
In addition to the support provided by the local technicians, the GTE
Central's Quality Assurance Center in Irving, Texas has an automated
24-hour surveillance system, TeleWatch PABX's under warranty or
maintenance contract with GTE Central are equipped with a peripheral
device for automatically calling the Quality Assurance Center computer
at any time an error in the normal operation of the PABX is detected
A GTE Central technician will have the capability to remotely access
the switch for diagnostic purposes When possible, any problems
detected are corrected remotely, often before a customer is even aware
of a malfunction If a site visit is required, a technician is
dispatched with information regarding the specific problem to be
investigated The corrective action is then recorded in a maintenance
log on site
This service is provided at no cost to the customer Ownership of the
diagnostic device remains with GTE Central and the device will be left
in place for this purpose only as long as the system is under GTE
Central warranty or covered by a maintenance agreement with GTE
Central

Moves, adds, and changes will be billed on a time and materials basis
at the rate of $55 00 per hour during normal business hours (i e 8 00
a m to 5 00 p m , Monday through Friday excluding GTE Central
observed holidays)

The first component in this section consist of the copper cabling
connecting the ~aricus buildings to the building containing the switch
or key set The second component is the fiber optic cabling
connecting the carious buildings to the building(s) containing the
Northern Telecom switches The third component of this section is the
communications equipment ie, muxes, etc that are installed in the
various buildings
THE POWER IS ON
It is the City of Denton's understanding and belief that all the
cabling and communications equipment was installed in compliance with
industry standards and local codes Each vendor will have the right
to inspect the cabling and communications equipment to verify that it
is operational and meets industry standards and local codes from an
installation standpoint If a vendor feels that corrective action is
needed to have this equipment meet industry standards, local codes or
become operational then the vendor must supply us with a detail list
of the necessary corrective actions and their prica quotations to
perform these corrective actions All price quotations required for
maintenance contract should be based upon assumption that all
equipment meets standards, codes and is operational
RESPONSE
The following budgetary pricing is being provided to the City of
Denton which will bring the bonding, grounding, and protection of the
copper cable up to GTE specifications for the following locations with
the exception of one cable (the cable ending at the Water Treatment
Plant) Fire Department to Police Department, Police Department to
City Hall, Data Processing to City Hall, Senior Citizens to City Hall,
Civic Center to City Hall, Swimming Pool to City Hall, City Hall to
Power Plant, Power Plant to Water Reclamation, Water Reclamation to
Landfill, Power Plant to Special Projects, City Hall to Service Cen-
ter, Service Center to Traffic Control, Service Center to Greenhouse,
Service Center to Garage, and Library
The protection in the Water Treatment Plant cannot be protected due to
the cabling location, but it will be necessary to bond and ground
This pricing does not include the replacement of any cable that may be
defective Only visual inspection, and not electronic inspection, of
the cabling has been completed Any cost associated with replacement
of the cable is not included in this price

and material basis at the current GTE Central rate Maintenance will
also be provided on a time and material basis for the copper cable
once it meets GTE's specifications Please refer to Section 1 above

OTHER CONSIDERATIONS
The City of Denton will considered some non monetary issues it its
determination for awarding this contract Each Vendor must reply to
the following questions for both of the above section
Number of personnel in Denton trained on equipment to be maintained
Number of personnel in DFW Metroplex trained on equipment to be main-
tained -
Average number of years of experience for the personnel trained on
this equipment -
Dollar Amount of Parts Inventory in the Denton Area -
Dollar Amount of Parts Inventory in the metroplex -
Guaranteed and Average Response Time in non emergency situation -
Guaranteed and Average Response Time in emergency situation -
Describe what conditions will constitute a mayor or minor situation
RESPONSE
GTE Central's maintenance staff is located at 1112 Dallas Drive, Suite
430, Denton, Texas
GTE Central has 64 full time Customer Equipment Technicians in the
Dallas/Fort Worth Metroplex Area certified and trained on the Meridian
Series The Customer Equipment Technicians average 14 years of
service experience and attend on-going training as system upgrades and
enhancements become available
In addition, there are 7 CETs in Denton with an average of 17 years of

Service 1-800-441-1617, in Irving 24 hours a day, 7 days a week An
on-call supervisor is available to assign a technician for on-site
response if required

A complete stock of spare parts at or above the manufacturer's
recommended level is located at 8550 Esters Boulevard, Irving, Texas
for all NTI systems installed and/or maintained by GTE Central Due
to the proximity of this location, the additional expense of stocking
spare parts on site need not be incurred The manufacturer also will
provide express delivery of critical components if required
The information provided by the TeleWatch System as to specific
problem areas assures that when a GTE Central technician is
dispatched, the components most likely to be required to correct the
problem will be included in a "crash kit" GTE Central customers have
found this to be the most reliable method for provision of quality
service without the necessity for an investment in on-site spares that
may or may not be needed In addition, the customer space that would
be required for stocking of spares can be utilized for other purposes
In the unlikely event that the required component is not available
locally, the manufacturer, NTI, provides expedited delivery of
equipment
The GTE Advance Materials System (GTEAMS) is GTE Central's in-place
inventory tracking system It is a series of integrated, on-line,
real-time sybsystems providing state-of-the-art inventory control and
planning This system is presently used by all four of GTE telephone
operating companies Spare parts, whether in or out of stock, can be
located by entering a simple code or identifier into any one of
multiple GTEAMS terminals located at any supply or purchasing
location
In addition, NTI is committed to supplying spare parts from their
location in Santa Clara, California In the unlikely event that the
required repair parts are not in stock, they are ordered by our
purchasing department from the manufacturer Normal turnaround time
is a maximum of 3 weeks, unless it is a critical part which will have
a maximum of one day delivery
GTE Central considers the dollar amount of parts inventory in the
Denton and Dallas/Fort Worth Metroplex Area confidential information
and not available for public disclosure
Response Time/Major-Minor Outage
GTE Central defines Major/Minor Outages as follows
Major Outage - Any interruption of telephone service caused solely by
equipment provided by GTE Central and which results in the equipment
being unable to place and receive calls The guaranteed response time

to such outage reports will be within four (4) normal business hours
after receipt of specific notice from City of Denton, however, the
actual average time for such responses by GTE Central has been less
than two (2) hours
Minor Outage - Any malfunction other than described as major above
Reponse time to such reports will be within 24 hours of notice from
City of Denton
It is GTE Central's position that attempts to identify and initiate
correction of a reported service outage by remote access from the GTE
Central Technical Assistance Center within the four hour time frame
constitutes response
CONTRACT AWARD CONDITIONS
the City of Denton reserves the right to award any part or all the
maintenance to a specific vendor According the Cit3 may award
Section 1 to one ,endor and Section 2 to a different %endor Ana
exceptions to the specifications must be detailed on a seperate page
and titled exceptions to the RFP All questions should be directed to
