AN ORDINANCE PROVIDING FOR THE EXPENDITURE OF FUNDS FOR EMERGENCY
PURCHASES OF MATERIALS, EQUIPMENT, SUPPLIES OR SERVICES IN
ACCORDANCE WITH THE PROVISIONS OF STATE LAW EXEMPTING SUCH
PURCHASES FROM REQUIREMENTS OF COMPETITIVE BIDS, AND PROVIDING
FOR AN EFFECTIVE DATE
WHEREAS, state law and ordinance require that certain
contracts requiring an expenditure or payment by the City in an
amount exceeding $10,000 be by competitive bids, except in the
case of public calamity where it becomes necessary to act at
once to appropriate money to relieve the necessity of the
citizens, or to preserve the property of the city, or it is
necessary to protect the public health of the citizens of the
city, or in case of unforeseen damage to public property,
machinery or equipment or, where, in certain limited exceptions,
state law does not require such contracts or purchases be put to
competitive bids, NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I That the City Council hereby determines that
there is a public calamity that makes it necessary to act at
once to appropriate money to relieve the necessity of the
citizens, or to preserve the property of the city, or to protect
the public health of the citizens of the city, or to provide for
unforseen damage to public property, machinery or equipment, and
by reason thereof, the following emergency purchases of
materials, equipment, supplies or services, as described in the
"Purchase Orders" attached hereto, are hereby approved

RECOIRIENDATION We recommend this revised purchase order be approved in the
amount of 511,900 00 to Eli Meyers Pump Service
SUMMARY In the early part of December 1987, we received quotes from twp
pump service vendors for the repair of Raw Water Pump #1 at Lewisville Lake The
proposals were from Eli Meyers $3,400 00, and Lane-Western Co $3,446 00 We issued
the purchase order to Eli Meyers on December 7, 1987 The pump service company
found the repairs were more extensive than were at first indicated The extra work
which was authorized by the Water Production Department amounted to $8,500 00
Therefore the total cost of repair is $11,900 00 When a piece of equipment such as this
is being repaired and made ready for the extended use during peak periods the necessary
repair needs to be made at that time

Per your request we have visited pump station and observed pump d 1 in operation
with an extreme wobble of the top shaft.
We propose to remove motor, base and top 5 Ft. long section of column, tube and
shaft that the motor shaft and top intermediate shaft may be screwed together and
inspected by dial indicator to determine if they are crooked or worn to extent they
need to be replaced.
We herewith quote for labor and equipment to perform this service, including mater6al
to replace this top intermediate shaft if necessary, including the bronze tension bearing
Having replaced this bearing and shaft we will re-install this top joint and base and
motor, re-connect discharge and place unit bock on stream.
Our quotation for the above, labor and material is as follows:
Move in, set up equipment & remove Motor, base & top Jnt.

Set up 2 top shafts on rollers & check for straightness 105.00

Gentlemen:
Purpose of this writing is to make for you a written record of what was found and
what was done to correct problem on subject components of Pump # 1.
We removed Motor, Pump Base and Top Column per original purchase order and tested
Motor Shaft and Top Intermediate Shaft on precision rollers with dial indicator,
and found .045 - .060 run out at juncture of the two shafts. The bronze Top Tension
Nipple and Bearing combination had been rebushed and the bushing had fallen out and
down the shaft causing shaft wobble. This inspection was our original trade however,
further dismantling seemed justified and the next section removed showed a blister on
the Metalized journal on the shafting journal.
Furthermore the oversized re-b$tlt journals on these lineshaft also were found not
to be centered properly with the bronze bearings.
At this point you authorized us to remove the remaining portion of the column shaft
and tubing for full inspection. Having done so we found the strainer rusted out
and were able to inspect all shaft journals for defects.
Correction Measures Taken:
The Strainer Frame was strengthened and covered with 111 Mesh # 8 Stainless Steel
Wire by professionals in this field. The Top Bowl Casting was removed and Wear Ring
gap measured at approximatily .025 Gap which is within accepted tolerance. The
bottom shaft next to Bowl was replaced with a type 416 Stainless Steel Shaft 62" long
vs 6011 to raise the 12 upset journals to correct positi6n with their corresponding
bronze bearings rather than approximatily 211 off center. We also made a standard
2 3/1611 ID Bronze Bearing to run on this shaft.
This deviati6n- was caused by the Bowl Shaft being t`ob short when re-assembled at a
previous overhaul.
We replaced the journals on the top intermediate shaft and ground them to original
2 3/1611 O.D. and made both corresponding bearing accordingly.

We also made a new and longer 2 3/1611 x 8311 long motor shaft to eliminate need of
a 1" thick spacer found in the shaft coupling below the motor as the 80" long orig-
inal motor shaft was too short due to the mistake made on the bowl re-assembly at
a previous overhaul.
A 24k" Dia, x 3/4" thick steel plate was machined for mounting a bearing below the
motor to better align the motorshaft. This should prolong the life of the top
bearing in the tension nut.
We furthermore replaced 12 - 2 3/16" lineshaft couplings. The original couplings
were too loose on the shafts when the pump was installed in 1967 and to my belief
caused a vibration that now seems to be corrected.
We also refaced both ends of 7 - 411 Oil Tubes found with scare on the faces.
Enclosed is our invoice for Services & Material.
This invoice is intended to reflect original trade to remove motor and base and top
column and check out top intermediate shaft and motor shaft and replace top inter-
mediate shafts and tension bearing which was worn out.
We rebuilt another shaft with a blister on same and Metalixed 2 journals on same for
use at this position.
Invoice therefore will reflect 2 additional shafts including the 8311 Notorshaft.

The City contracted with Eli Myers Pump Services to repair the extreme
wobble in the Raw Pump 111
I had hoped that the problem could have been repaired within the first
5-foot section at a cost of $3,400 00 See the attached Proposal from
Eli Myers Pump Services and the Purchase Requisition with my notation
at the bottom, which reads "We may encounter other problems after we
have removed the first five-foot section This can only be confirmed
at that time There is the possibility that we might have to remove
the entire pump and do extensive repair work "
Upon removal of the first 5-foot section, it was discovered that a bush-
ing had failed and had damaged the first line shaft bushing Consequently,
I authorized Mr Myers to pull the next 5-foot section The next line
shaft journal was also damaged, and at that time, I authorized Mr Myers
to pull the entire pump and make the necessary repairs, after consulting
with me
