SCOPE OF SERVICES
Purpose of Stud~ The purpose of this STUDY is to evaluate and to make recom-
mendations for providing water and wastewater service to Denton County com-
munities and water and wastewater supply entitles needing wholesale service,
now or in the future, in the service area of the regional water supply syst~
currently operated by the City of Dallas (generally defined as all of Denton
County with exception of the area south and southwest of Denton Creek but
subject to other minor exclusions or inclusions)
PrelimInary Assessment
Engineer and ProJect Manager will identify data to be collected and
furnished by part lclpatlng agencies
Review published reports furnished by the participating agencies

1 4 Review additional reports furnished by the partlclpatlng agencles
for background lnfol~atlon and for data concerning population and
d~mand project ions
1.5 Identify other entitles ~n Denton County that have responslblllty
for providlrg water or wastewater services
1 6 Develop base map for project area.
1 7 As dxrected by the Project Manager, meet with other identified en-
tities (not to exceed two group meetings)
1 8 Determlne, fr~m lnfol~ation and data provlded by each entlty, the
water and wastewater services area of each participating agency and
the other identified entities in Denton County
1 9 Develop a draft work plan lnclud~ng a proposed schedule for each
phase of work.
1 10 Co,duct work session w~th Steering C~m~lttee.
1 11 Finalize the work plan
2 0 Conservation Plan Developmegt_
2.1 Develop a water conservation plan for the service area to emphasize
efficient use of water resources
2.2 Water su~ly and wastewater d~and pro]ectlons developed in Task 3 0
will incorporate savings identified in the water conservation plan
2.2 A%l alternative strategies ~dentified ~n Task 3 0 and Task 4.0 w~ll
be developed and evaluated considering savlngs ldentifled in the
water conservation plan
2 3 Based on the feasible alternatives identified including water con-
servatton savings, develop individual infrastructure plans as shown
in Task 5.0.
3 0 Analysis. Definln~ the Dimensions of the Pro]ect
3.1 Make an inventory of existing, c~,~ltted, and planned water and
wastewater facilities and their capacities fr~m lnfomatlon
furnished by participating and non-partlclpat~ng agencies
3.2 M~et with various age~ies that may have information or who may be
affected by the STUDY, including, but not limited to the following
agencies,
Texas State Highway Department
Railroads
Ma]or Pipeline (~mpanies
Ma]or Gas and Electric Utilities
U.S. Corps of Engineers
Texas Water C~ission
Texas Water Development Board
North Central Texas Council of Governments
Trinity River Authority
North Texas M,~nicipel Water Dxstric-t
City of F~ Worth, Texas
' North Texas Industrial C~,~lsslon
3.3 Develop low, most probable, and high population projections for the
study area for 1990, 2000 and 2010 Use Board data and North
Central Texas Council of Gover~lment's data to develop a comparatlve
proje~tlon base. Suppl~e~t wlth input fr~m the respective Steering
C~,.~,ittee entities and other appropriate data
3.4 Estimate future per capita cons~ption of water and per capita
voltages of wastewater discharge for 1990, 2000, and 2010, estimate
future manufacturing water d~mands for 1990, 2000, and 2010, and
estimate future wastewater flowS from manufactur*ng or industrial
operations for 1990, 2000, and 2010.
3.5 Develop low, most probable, and high projectIons for future water
doma~ds for average an~ peak, drought, and normal condltlons for
1990, 2000, and 2010.
3 6 Project low, moSt probable, and high projections for future waste-
water treatment rec~ir~ments for 1990, 2000, and 2010
3.7 Identify exlstxDx] raw water resources available to serve the study
area, determine yield expected to be available to study area, and
consult with Dallas Water Utilities, determine existing wastewater
treatment capabll ~ty.
3 8 Detez~lne need for supplemental raw water resources and ~dentlfy
potential sources which may be needed to meet anticipated long-term
reg~iroments through 2010, determine wastewater service needed
through 2010.
3 9 EStablish capability am] willingness of existing ma]or entitles
within project area to meet projected water and wastewater demands
of the project area
3 10 Meet one-on-one with each participating entity and review STUDY
results
3 11 Conduct workshop with Stser~ng C~Lf~,ittee.
3 12 Identify alternative strategies, considering near-term and long-term
reguir~mentst with ~phas~s on ~nst~tut~onal agencies for providing
water and wastewater services over the next twenty-five (25) years
Spe¢ifxc alternatives to be evaluated ~n¢lude, but shall not be
lumited to the followxng
3 12 l Untreated water service from Dallas to other entitles
(either existing or proposed) which could provide treated
water service to customers in the service area
3.12 2 Partnership arra~g~ment between cltles to construct water or
wastewater treatment plants for benefit of the contracting
parties
3.12.3 Creation of an entity or entities, such as utility
districts, to be sponsored and establlshed by the customers
having a need for water or wastewater service
3 12 4 Enlargement of servi~e area of ex~stlng c~tles (Denton,
~ewlsvlllet and others) which already have water or waste-
water treatment plants in Denton County
3 12.5 Service to be provided by an established water or wastewater
service entity which may or may not presently prowde ser-
vice in the Denton County service area (Dallas, Trinity
River Authority, etc )
4 0 Evaluation of Alternatives
4 1 Evaluate feasibility of existing entities to expand their service
areas to meet all or a portion of the project area
4 2 TO discuss Ite~ 3 1 above, meet w~th the major agencies ~ncludlng
City of Denton
City of Lewisville
City of Dallas
North Texas M~nic~pal Water District
?r~nity River Authority
4.3 Evaluate previously identified alternatives and determine '~ost
feasible" alternatives (5 to 15) Match water and wastewater in
workable comblnat*ons
4 4 W~th aid of a cc~puter model, evaluate in depth the "most feasible"
alternatives--documenting coats, advantages, and d~sadvantages
4.5 Consult with legal and financial advxsors concerning the alternative
institutional strategies
4 6 Develop legal organizational structures with rec~,~%endations for
service contract concepts and conditions of service required
4 7 Make field reconnaissance of the area as needed to deten~ne pro-
bable location of proposed facilities for water and sewer
4 8 Assess ~nfrastructure requirements for '~ost feasIble" alternatives
and evaluate technical feasibility.
4,9 Conduct workshop with Steering Oaa~ittee to evaluate alternatives
4 10 Taking into account the results of the workshop and the advice and
c~,~ents of the Steering C~,,%~ttee, narrow the alternatIves to three
general strategies (or service plans) considering technical, legal,
policy, and financial constraints
4.11 Conduct interviews with major entities that would be affected by the
alternative strategies to ensure conceptual agreement w~th their
proposed roles in such plans.
5.0 Develo~ent of Infrastructure Plans.
5.1 For each Of the top three.rec~ended institutional alternatives,
, develop an infrastructure plan
5.2 Pre[are ~mplementation schedules and preliminary cost estimates for
rec~,,~,ended service alternatives.
5 3 Identify key political/policy/regulatory/legal steps for Implemen-
tation.
'5.4 Provide rec~,endationa for financial and legal strstegles for
funding initial coats and annual operation and malntenance coats
Provxde estimates of potential customer rates under recc~s~ended
alter ~at ives.
5.5 Identify probable initial capital cost participation and continuing
contractual relationships between supphers and customers under
rec~.,,L.~nde~ alternat i~es.
