Health and Building Standards Commission
January 19, 2017
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday, January 19, 2017 at 4:00 p.m. in the City Council
Work Session Room at 215 E McKinney Street,Denton,Texas 76201 at which time the following
items were considered:
PRESENT: Commissioners: Greg Coward, Cody Robinson, Sam Ortiz and Matthew
Jendusa and David Mollen
ABSENT: (Alternate) Curtis Millet, (Alternate) Glen Farris, Steve Mossman and
Brooks Stoy
STAFF: Rodney Patterson, Glenda Gailliard, Heather Dow, Donnie Denny and
Lucky Crumpler
WORK SESSION
1. Clarification of agenda items listed on the agenda for this meeting, and discussion of issues
not briefed in the written backup materials.
A. Clarification of agenda items listed in the Regular Session agenda for this meeting,
and discussion of issues not briefed in the written backup materials.
Vice-Chair Greg Coward called the Work Session to order at 4:22 p.m.
There was brief discussion on the agenda item listed for 815 Lakey Street with Rodney Patterson,
Building Official. Rodney gave each member a reference sheet that listed the status of where the
application submittal is in the process.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting of the Health
and Building Standards Commission of the City of Denton, Texas which was held on Thursday,
January 19,2017 following the Work Session in the City Council Chamber at City Hall, 215 E.
McKinney at which time the following items were considered:
Vice-Chair Greg Coward called the Regular Meeting to order at 4:25 p.m.
1. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag—I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS
COMMISSION MINUTES FOR:
A. November 17, 2016
Commissioner Cody Robinson motioned, Commissioner Sam Ortiz seconded to approve the
meeting minutes. Motion approved (3-0-2). Commissioner Cody Robinson, "aye",
Commissioner Sam Ortiz, "aye", Commissioner Greg Coward, "aye". Commissioner David
Mollen and Commissioner Matthew Jendusa were not present for the previous meeting
therefore could not vote on the motion of the approved minutes for (November 17, 2016).
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 815 Lakey Street.
(Heather Dow) HaBSCo Case # 1602-0883.
Heather Dow,Dangerous Building Officer, came forward to give status update on 815 Lakey
Street. She informed the Commissioners that approval is pending. There were no questions
for Heather.
Baltazar Mesta, contractor, came forward and gave a brief update on the status of the permit
submittal for 815 Lakey Street. He informed the Commission that he'd received and
responded to (9) comments. Heather Dow,Dangerous Building Officer,brought forth a copy
of the Plan Reviewer's response by email. The document from Heather was submitted as
Exhibit 1.
Vice-Chair Greg Coward asked if the structure is safe. Baltazar replied, "It's locked up and
safe".
Commissioner David Mollen motioned, Commissioner Cody Robinson seconded to table
this item to the February 16, 2017 meeting. Motion carried (5-0). Commissioner David
Mollen, "aye", Commissioner Cody Robinson, "aye", Commissioner Matthew Jendusa,
"aye", Commissioner Sam Ortiz, "aye", Commissioner Greg Coward, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for February 16, 2016.
B. The Commission requested a presentation of all aspects of the dangerous building
process from Community Improvement and Building Inspections.

Commissioner Sam Ortiz motioned, Commissioner Cody Robinson seconded to adjourn the
meeting at 4:44 p.m. Motion carried (5-0). Commissioner Sam Ortiz, "aye", Commissioner
