Health and Building Standards Commission
February 16, 2017
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday,February 16,2017 at 4:00 p.m. in the City Council
Work Session Room at 215 E McKinney Street,Denton,Texas 76201 at which time the following
items were considered:
PRESENT: Commissioners: Greg Coward, Cody Robinson, Steve Mossman, Sam
Ortiz and Glen Farris
ABSENT: (Alternate) Curtis Millet, Matthew Jendusa, David Mollen and
Brooks Stoy
STAFF: Rodney Patterson, Glenda Gailliard, Heather Dow and Lucky Crumpler
WORK SESSION
1. Clarification of agenda items listed on the agenda for this meeting, and discussion of issues
not briefed in the written backup materials.

Vice-Chair Greg Coward called the Work Session to order at 4:10 p.m.
Rodney Patterson, Building Official, informed the Commissioners that the permit for 815 Lakey
Street was approved today, 2-16-17.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting of the Health
and Building Standards Commission of the City of Denton, Texas which was held on Thursday,
February 16, 2017 following the Work Session in the City Council Chamber at City Hall, 215
E. McKinney at which time the following items were considered:
Vice-Chair Greg Coward called the Regular Meeting to order at 4:12 p.m.
1. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag—I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS
COMMISSION MINUTES FOR:
A. January 19, 2017
Commissioner Sam Ortiz motioned, Commissioner Cody Robinson seconded to approve the
meeting minutes. Motion approved (3-0-2). Commissioner Cody Robinson, "aye
Commissioner Sam Ortiz, "aye", Commissioner Greg Coward, "aye". Commissioner Steve
Mossman and Commissioner Glen Farris were not present for the previous meeting therefore
could not vote on the motion of the approved minutes for (January 19, 2017).
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 815 Lakey Street.
(Heather Dow) HaBSCo Case 4 1602-0883.
Heather Dow, Dangerous Building Officer, came forward to give status update on 815 Lakey
Street. She informed the Commissioners that the permit has been approved and the building
is still secure. There were no questions for Heather.
Baltazar Mesta, contractor, informed the Commissioners of his plan for picking up the
approved permit.
There was a brief discussion.
Commissioner Glen Farris motioned, Commissioner Sam Ortiz seconded to table this item
to the July 20, 2017 meeting. Motion carried (5-0). Commissioner Glen Farris, "aye",
Commissioner Sam Ortiz, "aye", Commissioner Cody Robinson, "aye", Commissioner
Steve Mossman, "aye", Commissioner Greg Coward, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for March 16, 2017.
5. ADJOURN:
Commissioner Steve Mossman motioned, Commissioner Sam Ortiz seconded to adjourn the
meeting at 4:25p.m. Motion carried (5-0). Commissioner Sam Ortiz, "aye", Commissioner
