Health and Building Standards Commission
April 20, 2017
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday,April 20,2017 at 4:00 p.m. in the City Council Work
Session Room at 215 E McKinney Street,Denton,Texas 76201 at which time the following items
were considered:
PRESENT: Commissioners: Cody Robinson, Steve Mossman, Sam Ortiz, David
Mollen and Glen Farris
ABSENT: Greg Coward, (Alternate) Curtis Millet, Matthew Jendusa and
Brooks Stoy
STAFF: Rodney Patterson, Glenda Gailliard, Billy Ewton, Heather Dow, Todd
Varner and Lucky Crumpler
WORK SESSION
1. Clarification of agenda items listed on the agenda for this meeting, and discussion of issues
not briefed in the written backup materials.

Commissioner Glen Farris called the Work Session to order at 4:03 p.m.
Rodney Patterson, Building Official, informed the Commissioners that the information for 601
Rose is in the backup material.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting of the Health
and Building Standards Commission of the City of Denton, Texas which was held on Thursday,
April 20, 2017 following the Work Session in the City Council Chamber at City Hall, 215 E.
McKinney at which time the following items were considered:
Commissioner Glen Farris called the Regular Meeting to order at 4:05 p.m.
1. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag—I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS
COMMISSION MINUTES FOR:
A. February 16, 2017
Commissioner Steve Mossman motioned, Commissioner Sam Ortiz seconded to approve the
meeting minutes. Motion approved (4-0-1). Commissioner Steve Mossman, "aye
Commissioner Sam Ortiz, "aye", Commissioner Cody Robinson, "aye", and Commissioner
Glen Farris. Commissioner David Mollen was not present for the previous meeting therefore
could not vote on the motion of the approved minutes for (February 16, 2017).
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 601 Rose Street.
(Heather Dow) l-laBSCo Case # 1610-0268.
Heather Dow, Dangerous Building Officer, came forward and gave a presentation on the
case history of 601 Rose Street.
Billy Ewton, Building Inspector Supervisor, came forward and briefed the Commissioners
on the interior pictures of the presentation.
There was a brief discussion.
Owner, Colby Kizer came forward and gave an overview on how he inherited the property
and his plan for trying to sell it.
There was a brief discussion.
Commissioner Steve Mossman motioned, Commissioner Cody Robinson seconded to table
this item to the June 15, 2017 meeting. Motion carried (5-0). Commissioner Steve Mossman,
"aye", Commissioner Cody Robinson, "aye", Commissioner Sam Ortiz, "aye", and
Commissioner Glen Farris, "aye", and Commissioner David Mollen, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for May 18, 2017.
5. ADJOURN:
Commissioner David Mollen motioned, Commissioner Cody Robinson seconded to adjourn
the meeting at 4:37p.m. Motion carried (5-0). Commissioner Steve Mossman, "aye",
