Health and Building Standards Commission
June 15, 2017
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday,June 15,2017 at 4:00 p.m. in the City Council Work
Session Room at 215 E McKinney Street,Denton,Texas 76201 at which time the following items
were considered:
PRESENT: Commissioners: Brooks Stoy, Cody Robinson, Steve Mossman, Greg
Coward and Sam Ortiz
ABSENT: David Mollen, (Alternate) Curtis Millet, Matthew Jendusa and
Glen Farris
STAFF: Munal Mauladad, Emily Loiselle, Glenda Gailliard, Billy Ewton, Heather
Dow,Donnie Denny and Lucky Crumpler
WORK SESSION

not briefed in the written backup materials.

Chairman Brooks Stoy called the Work Session to order at 4:15 p.m.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting of the Health
and Building Standards Commission of the City of Denton, Texas which was held on Thursday,
June 15, 2017 following the Work Session in the City Council Chamber at City Hall, 215 E.
McKinney at which time the following items were considered:
Chairman Brooks Stoy called the Regular Meeting to order at 4:16 p.m.
I. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag—I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS
COMMISSION MINUTES FOR:
A. April 20, 2017
Commissioner Steve Mossman motioned, Commissioner Sam Ortiz seconded to approve the
meeting minutes. Motion approved (3-0-2). Commissioner Steve Mossman, "aye",
Commissioner Sam Ortiz, "aye", Commissioner Cody Robinson, "aye". Commissioner Greg
Coward and Commissioner Brooks Stoy was not present for the previous meeting therefore
could not vote on the motion of the approved minutes for (April 20, 2017).
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 601 Rose Street.
(Heather Dow) HaBSCo Case# CE 1610-0268.
Heather Dow, Dangerous Building Officer, came forward and informed the Commissioners
that Mr. Kizer had applied (June 14, 2017) for his permit for 601 Rose Street.
Owner, Colby Kizer came forward and was sworn in by Lucky Crumpler, Assistant City
Attorney. Mr. Kizer stated his address and that he inherited the structure at 601 Rose Street.
He informed the commissioners that he's budgeting for the project to be demolished within
45 days.
There was a brief discussion.
Commissioner Greg Coward motioned, Commissioner Sam Ortiz seconded to table this item
to the August 17, 2017 meeting. Motion carried (5-0). Commissioner Greg Coward, "aye",
Commissioner Sam Ortiz, "aye", Commissioner Cody Robinson, "aye", Commissioner
Brooks Stoy, "aye", and Commissioner Steve Mossman, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for July 20, 2017.
5. ADJOURN:
Commissioner Greg Coward motioned, Commissioner Steve Mossman seconded to adjourn
the meeting at 4:28p.m. Motion carried (5-0). Commissioner Greg Coward, "aye
