1979-081 NOTE Repealed by Ordinance 98-212 AN ORDINANCE OF THE CITY OF DENTON, TEXAS, CREATING A "DATA PROCESSING ADVISORY BOARD" AND PROVIDING FOR APPOINTMENT AND MEMBERSHIP, PROVIDING FOR POWERS AND DUTIES, PROVIDING A SEVERABILITY CLAUSE, AND DECLARING AN EFFECTIVE DATE THE COUNCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS SECTION I (a) There is hereby created a Data Processing Adwsory Board to be composed of five (5) members, appointed by the City Council for a term of two (2) years, subject to the provisions of subsectxon (b) of this ordxnance All members of the board shall serve without compensation Vacancies shall be filled for any unexpired term in the same manner as prowded for regular appointments (b) Unless continued in existence by ordinance the Data Processing Advisory Board as appointed under the authority and prowslons of this ordinance is abolished effective November 26, 1981 Nothing in this ordinance shall be construed to prohxblt the City Council by ordinance from terminating the Data Processing Advisory Board at a date earlier than that provided in this ordinance (c) The C~ty Manager or his designee shall be ex offxclo members~ of the board They shall attend meetings of the board and shall have the right to discuss any matter that is under consideration by the board, but shall have no vote (d) Members of the board shall be residents of the Cxty of Denton (e;) At its organizational meeting, and annually thereafter, the board shall select a chairman from among its members Any three (3) of the appoxnted board members shall constitute a quorum The board shall determxne its own rules and order of busxness The board shall meet at least once b~-monthly and all meetings shall be open to the public and a written record of ~ts proceedings maintained Such written record shall be approved by the board and f~led w~th the C~ty Secretary's Off~ce SECTION II The Data Processing Adwsory Board shall have the powers and perform the duties assigned to ~t by the C~ty Council SECTION III That ~f any section, subsection, paragraph, sentence, clause, phrase or word ~n th~s ordinance, or application thereof to any person or c~rcumstances ~s held ~nval~d by any court of competent ~unsd~ct~on, such holding shall not affect the validity of the remaining portions of th~s ordinance, and the C~ty Council of the C~ty of Denton, Texas, hereby declares ~t would have enacted such remaining portions despite any such ~nval~d~ty SECTION IV That th~s ordinance shall become effective fourteen (14) days from the date of ~ts passage, and the C~ty Secretary ~s hereby d~rected to cause the caption of this ordinance to be published ~n the Denton Record-Chronicle, the official newspaper of the C~ty of Denton, Texas, w~th~n ten (10) days of the date of ~ts passage DENTON, TEXAS, TO THE EXTENT OF ANY CONFLICT, CONVEYING THE APPRECIATION OF THE COUNCIL TO ALL CURRENT AND FORMER MEMBERS OF THE DATA PROCESSING ADVISORY BOARD, AND PRESCRIBING AN IMMEDIATE EFFECTIVE DATE WHEREAS, by Ordinance 79-81, the Council of the City of Denton Texas established a Data Processing Advisory Board to prowde leaderstnp, guidance, and needed assistance to the City Council m decisions revolving the selection, mmntenance and procurement of data processing hardware, software, and services, and WHEREAS, through ~ts service to the Council and the mnzens of Denton, the Data Processing Advisory Board proved ~ts worth~ness over the nearly two decades Much followed, prompting the C~ty Council to perpetuate the Data Processing Adwsory Board m Ordinances 82-09 and 84-06, and to rename ~t the Information Serwces Adwsory Board ~n Ordinance 96-255, and WHEREAS, as a welcome result of the dawmng of the Informatmn Age, the computer hteracy of the average layman has increased dramaUcally such that concepts which formerly required spec~ahzed traimng m computer smence for bas~c understanding are now well wittun the grasp of the City Council and the majority of the c~t~zens of Denton, NOW THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS SECTION I That Or&nantes 79-81, 82-09, and 84 06, wbach created and perpetuated the Data pr°cessmg Adwsory Board of the City of Denton, are hereby repealed, along with Ordinance 96 255 and any other ordinances m conflmt wath the purposes of tlms or&nance, to the extent of any such conflict SECTION II That the Council of the City of Denton, Texas hereby conveys ~ts deepest appreciation to all current and former members of the Informatmn Servmes Advisory Board for thmr loyal and dedtcated service to the C~ty Council and
