1978-011AN ORDINANCE OF THE CITY OF DENTON, TEXAS, CREATING A "HUMAN
RESOURCES COMMITTEE", PROVIDING FOR STAGGERED TERMS OF COM-
MITTEE MEMBERS, PROVIDING FUNCTIONS FOR SAID COMMITTEE, PRO-
VIDING A SBVERABILITY CLAUSE, AND DECLARING AN EFFECTIVE DATE
WHEREAS, the C~ty of Denton, Texas, has a h~story of pro-
v~d~ng good human services, and
WHEREAS, excellent human services benefit the entire com-
munity, and
WHEREAS, it is recognized that the C~ty of Denton needs
a Human Resources Committee ~n order for the City to ~nteract
w~th community groups ~n order to brmng about ~mprovements in
the human service delivery system and provide a forum which
promotes better communication and coordination among the various
human service agencies,
NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON, TEXAS,
HEREBY ORDAINS
PART I
That Chapter 2 "Administration" of the Code of Ordinances
of the City of Denton, Texas, is hereby amended to create a new
Art,cle IV "Human Resources Committee" and ~t shall read as
follows
ARTICLE IV
HUMAN RESOURCES COMMITTEE
Section 2-28 Creation of the Committee
(a) There ~s hereby created a Human Resources Committee
to be composed of eleven (11) members appointed by the C~ty
Council for two (2) year terms The committee members shall have
staggered terms w~th s~x (6) members be~n~ sppo]nted dur~n~ even
numbered years and five (5) members being appointed during odd
numbered years At ~ts inception, the C~ty Council shall appoint
slx (6) members to the committee for a two (2) year term and
f~ve (5) members to the committee for a one year term Members
of the committee may be removed by the C~ty Council for cause
Vacancies shall be filled in the same manner provided for regu-
lar appointments
(b) The City Manager or his designee shall be an ex officio
member of the committee He shall attend all meetings of the com-
mittee and shall have the right to d~scuss any matter that is
under consideration by the committee but shall have no vote
(c) Members of the committee shall be citizens of the City
of Denton
(d) At the f~rst meeting each year after new members have
been sworn ~n, the committee shall select from Its own membership
a chairman, vice-chairman and secretary Any five of the regu-
larly appointed members shall constitute a quorum The committee
shall determine ~ts own rules and order of business, and shall
meet as necessary Ail meetings shall be open to the public and
a permanent record of proceedings maintained
Section 2-29 Duties of the Human Resources Committee
(a) It shall be the duty of the committee to act in an
advisory capacity to the C~ty Council and to assist in the
ordination of all human services agencies w~th authority to hold
public hearings and to study and recommend policies relating to
the promotion, planning, research, and related matters ~nvolv~ng
human service relations and human services delivery in the City
of Denton
(b) To ~nteract with community groups in order to bring
about Improvements in the human service delivery system and pro-
v~de a forum which promotes better communication and coordination
among the agencies
(c) To serve in an advisory capacity and encourage con-
tlnu~ng ~n-depth evaluation of the effectiveness of the social
service delivery system in Denton
(d) To recommend to the C~ty Council actions for ~mplemen-
tatzon that would ~mprove human services in the C~ty of Denton
PART II
That ~f any section, subsection, paragraph, sentence, clause,
phrase or word in this ordinance, or application thereof to any

person or circumstances is held invalid by any court of competent
3urlsd~ctlon, such holding shall not affect the validity of the
remaining port~ons of th~s ordinance, and the C~ty Council of the
C~ty of Denton, Texas, hereby declares it would have enacted such
remaining port~ons despite any such invalidity
PART III
That th~s ordinance shall become effective immediately after
~ts passage
