1974-032AN ORDINANCE CHANGING CERTAIN PROVISIONS OF ARTICLE V OF ORDINANCE
NO 74-12 PRIOR TO ITS EFFECTIVE DATE OF SEPTEMBER 1, 1974
WHEREAS, Ordznance No 74-12 was adopted by the City Council
on March 19, 1974, to be effective September 1, 1974, and
WHEREAS, subsequent to the date of zts adoptzon and prior
to zts effectzve date several changes wzthzn Artzcle V have been
recommended for approval to the Co~nczl by the Plumbing and Mechan-
ical Code Board for adoptzon, NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON, TEXAS, HEREBY ORDAINS
That the followzng Sectzons of Artzcle V of sazd Ordznance
shall hereafter read as follows
"Sec 203 Use of Copper Tubin8
(a) Copper tube for underground draznage and vent
pipzng shall have a weight of not less than
that of copper tube Type DWV
sec 211 Use of PVC and ABS Plastic Pipe
(a) Schedule 40 Poly (vinyl chlorzde)(PVC) meetzng
the requzrements of ASTM D-2665 or Schedule 40
Acrylonztrile-Butadzene-Styrene (ABS) meetzng
the requirements of ASTM D-2661-68 may be used
under the followzng condztzons
(1) Schedule 40 PVC or ABS may be used for
drains, wastes and vents only zn resz-
dentzal and apartment house construction
when the buzlding does not exceed three
(3) stories zn height Maxzmum hezght
per story shall be 11 ft 6 zn
(2) Schedule 40 PVC or ABS may be used under
slabs in the occupanczes lzsted zn Section
211 (a) (1) when installed accordzng to
ASTM D-2661-68, Appendzx 1 10 and ASTM D-
2665, Appendix 1 10 Ail PVC or ABS pzpe
znstalled under a slab and all bedding
materzal shall be znspected by the plumb-
ing inspector before the pzpe zs covered
(3) Schedule 40 PVC or ABS may be used for
building sewers zn only the above lzsted
oceupanczes when installed zn accordance
with ASTM D-2321-72
Sec 410 Special Provzsions
(a) No arms serving any other fixture shall be per-
mztted for kztchen sznks, urznals, slop sznks,
dishwashzng machznes or garbage grinder dzs-
posals Each fixture shall waste into a verti-
cal waste line z~dependent of all other fzxtures
except, that garbage grznder dzsposals may be
installed on two (2) compartment sznks through
a one and one-half (1~~') znch P-trap, provzded,
that the waste openzng zs of sufficzent hezght
so that it will not submerge the garbage grinder
dzsposal or the contznuous drazn of the other
compartment Two (2) compartment sznks zn a
residence may be connected together and may waste
through a one and one-half (lb") inch P-trap
Sec 503 Materzals
(a) Vent pipe shall be cast zron, lead, copper, brass,
Schedule 40 PVC or ABS
(b) Vent fittings shall be cast zron, lead, copper,
brass, Schedule 40 PVC or ABS
(¢) Changes zn dzrectzon of vent pzpzng shall be
made by the approprzate use of approved fzttzngs
and no such pipe shall be strazned or bent
Burred ends shall be reamed to the full bore of
the pzpe
(d) Schedule 40 PVC or ABS plastzc pzping may be used
for vent pipzng provzded all of the followzng
restrictzons are met
(1) Plastzc pzpe may be used zn vent pzpzng
only above the waste lzne
(2) No plastzc pipe lnstallatzon shall be per-
mzttad outside of a buzldzng, exposed to
the weather, except where completely sheathed
wzth an approved flashzng material
(3) Plastic pzpe and fzttzngs shall be lzmited to
PVC or ABS material not lighter than Schedule
40 with joints solvent-welded with materials
recorm~ended by the pzpe manufacturer Manu-
factured fztting adaptors shall be used in
jozning plastzc pipe to cast zron or other
approved materzals
(4) Each length of pzpe and each fzttzng shall be
clearly and permanently marked to certzfy
compliance wzth one or more of the standards
in Chapter 2 of thzs code
Sec 702 Traps Protected by Vent Pzpes
(e) Trap arms servzng lavatorzes or sznks shall be
made of copper tubzng or other approved materzals
Sec 909 Floor Drains and Shower Stalls
(e) Precast receptors for built-up shower stalls shall
be terrazzo, with zntegrally cast flange extendzng
not less than one znch (1") above the shoulder
Flange shall be constructed of bonderzzed, galvan-
zzed steel, staznless steel, or copper, not less
than 0299" thzck Receptor shoulder shall be not
less than one znch (1") hzgh and not less than one
and one-quarter inch (1¥") wzde Drazn shall be
zn conformance wzth Sectzon 909 (a), shall be in-
tegrally cast znto the receptor, and shall provzde
for a caulked lead connectzon not less than one (1")
znch deep to a two (2") znch pzpe Receptors shall
be water tested before acceptance
Where pre-cast terrazzo receptors are not used
zn built-up stalls, the base of the shower stall
shall be lzued wzth sheet lead wezghing not less
than four (4) pounds to the square foot or other
materzals lzsted in the Uniform PlumblngeCOdeL ad
DtrectozTo~f Research Recommendations shower
pans sha~l be protected on both upper and lower
sides by coatlnF with asphalt and application of
thirty (30) pounds asphalt felt over such coatzng
on both sides of pan The sheet lead shall be
turned up on all sides to a hezght of not less
than slx (6) znches Lead shower pans may be
omitted mn built-up shower stalls, provided the
following condltzons are met
Sec 1005 Valves
(d) A control valve shall be installed immediately
ahead of each water supplied appliance and immedz-
ately ahead of each slzp 3oint or nonmetallic
supply or appliance supply Control valves shall
be installed in supply lznes to all fixtures ex-
cept tubs and showers
Sec 1010 Size of Potable Water Pzplng in Residential and
Small Commercial Installations
(a) The size of water service lines to buildings in
this category shall conform to Table 10-3 The
water service line shall extend undzminlshed in
size from the water meter to the water heater or
if no water heater exists to the first opening
Sec 1106 Grade, Support and Protection of Bulldzn8 Sewers
(b) In the constructzon of building sewers of cast
zron or soil pipe, the trench shall be excavated
to a depth below the bottom of the bell of the
pipe suffzcient to permit the barrels of the
pipe to rest on the bottom of the trench, except
where the bottom of the trench is zn rock Where
the bottom of the trench is in rock, such rock
shall be removed to a depth of at least three (3)
inches below the bottom of the barrel of the pipe
and a uniform cushion composed of not less than
three (3) inches of "sandy gravel material" as
herein specified shall be provided After the
trench has been appropriately prepared, pipe shall
be lazd and 3oints made in accordance with the
manufacturer's lnstructzons and with the speclfz-
cations herein contained After the laying of the
pipe and cushion, if any, the work shall be left
exposed until after it has been znspected, tested,
and approved by the Plumbzng Inspector
In all cases, after the building operation has
been completed, the trench shall be backfzlled
No rock larger than three inches in zts greatest
diameter, no organic matter and no large lumps of
clay shall be permztted in the backfill Where the
trench excavation zs zn rock and the material re-
moved from such excavatzon zs not acceptable for
backfill, it shall be hauled away and the trench
shall be backfzlled to ground surface or subgrade
wzth sandy gravel materzal
Sec 1206 Inspectzons
(c) The Administrative Authority shall make the follow-
mng inspections and shall emther approve that por-
tmon of the work as completed, or shall notmfy the
permmt holder wheremn the same fazls to comply wmth
this code
(2) Final Pipmng Inspectmon
Thms inspection shall include an amr pressure
test, at which tmme the gas servmce pipmng
shall stand a pressure of not less than nznety
(90) pounds per square mnch amr pressure for
a length of tmme satmsfactory to the Adminmstra-
tlve Authormty, but zn no case less than thmrty
(30) minutes wzth no perceptible drop mn pres-
sure The gas pmpmng system from the regulator
outlet shall stand a pressure of ten (10) pounds
per square znch amr pressure for a length of
time satmsfactory to the Administrative Auth-
ority, but in no case less than fzfteen (15)
minutes The 90-pound test shall be made by
usmng a 100-pound gauge and the 10-pound test
shall be made by uszng a 30-pound gauge
Sec 1311 Access and Workmng Space
Water heater locations shall be provzded wmth an electrmc
light at or near the water heater"
