2019-015 Gas Well Inspection Summary ReportDate: January 25, 2019 Report No. 2019-015 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Provide information concerning the 2018 Gas Wells Inspections Final Summary report EXECUTIVE SUMMARY: The 2018 Gas Wells Inspections Final Summary report is now available to the public in the Gas Wells Inspections webpage under the Helpful Resources links. The report is a summary of all Moderate and High priority, and few selected Low priority gas wells inspections (185 padsites, 292 gas wells, and ancillary equipment) conducted by the inspection contractor Modern Geoscience during 2018. The report is divided into two reporting periods. A report including the results of the first half of the inspection program was presented to Council last August. BACKGROUND: In 2017 the city awarded for the first time a professional service agreement to Modern Geoscience for inspecting gas wells within city limits. The one-year contract specified inspections based on wells priority status. High priority wells are those that are less than 300 feet from a sensitive use and are inspected two times per year. Moderate priority wells are those that are 300 to 1,000 feet from a sensitive use and are inspected once per year. Low priority wells are those that are greater than 1,000 feet from a sensitive use and are inspected one time every two years. Last December Council retained the services of Modern Geoscience for the 2019 inspection cycle. The 2019 Summary report will include all High, Moderate and the remaining Low priority wells. CONCLUSION: This update is being provided for informational purposes. Staff will be glad to provide additional information to the Council upon request.
