Health and Building Standards Commission
March 15, 2018
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday, March 15, 2018 at 4:00 p.m. in the City Council
Work Session Room at 215 E McKinney Street,Denton,Texas 76201 at which time the following
items were considered:
PRESENT: Commissioners: Greg Coward, Sam Ortiz, David Mollen, and Michael
Sweigart
ABSENT: Curtis Millet (Alternate), Glen Farris (Alternate), Brooks Stoy, Matthew
Jendusa, and Ginger Cain
STAFF: Glenda Gailliard, Amber Rodgers, Emily Loiselle, Billy Ewton, Heather
Dow, Scott McDonald, Lancine Bentley, Stephanie Lang and Stephanie

WORK SESSION
1. Clarification of agenda items listed on the agenda for this meeting, and discussion of issues
not briefed in the written backup materials.

There was no discussion.
Vice-Chairman Greg Coward called the Work Session to order at 4:10 p.m.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting on Thursday,
March 15, 2018 following the Work Session in the City Council Chamber at City Hall, 215 E.
McKinney at which time the following items were considered:
Vice-Chairman Greg Coward called the Regular Meeting to order at 4:13 p.m.
1. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag—I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS
COMMISSION MINUTES FOR:
A. The approval of the October 19, 2017 and January 18, 2018 minutes were moved
to the April 19th meeting, due to the absence of the Commissioners required for
approval.
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 1502 Greenwood
Drive. (CIS 1710-0333), 1502 Greenwood Drive, Heather Dow.
Vice-Chair Greg Coward asked Heather Dow, Dangerous Building Officer, to come
forward. Heather gave a brief presentation to update the Commissioners.
Greg Coward asked for clarification of the agreement.
Stephanie Berry, City Attorney, came forward to clarify the agreement. She stated that it's
a 90 day order to repair or demolish. If the property is not demolished by the property owner
the City will complete the demolition and place a lien on the property.
There was a brief discussion.
Greg Coward asked if there were any questions.
No questions.
Stephanie Berry offered that the presentation be presented as Exhibit 1.
Greg Coward asked the representative for Cathryn Hinkle to come forward.
Attorney, Miller Davidge, came forward and gave a brief update and introduced Meg
Bolivar with Keller Williams.
Meg Bolivar came forward and was asked by Greg Coward to state her name.
She stated, "I'm Meg Bolivar with Keller Williams".
Ms. Bolivar informed the Commissioners on how she's assisting Ms. Carolyn Hinkle.
There was a brief question and answer session regarding the prospective buyers and the
suggested order.
Commissioner David Mollen motioned, Commissioner Sam Ortiz seconded to approve the
suggested motion that the structure located at 1502 Greenwood Drive, 76209, legal description:
Lot 8, Block O, of Extension No. 2, Crestwood Heights Addition, be declared dilapidated,
substandard and unfit for human habitation; that it constitutes a hazard to the health, safety and
welfare of the occupants and the citizens of Denton, and the structure be repaired or demolished

within 90 days. Motion approved (4-0). Commissioner David, "aye", Commissioner Sam
Ortiz, "aye", Commissioner Greg Coward, "aye", Commissioner Michael Sweigart, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for April 19, 2018.
