Health and Building Standards Commission
October 19, 2017
After determining that a quorum was present the Health and Building Standards Commission
convened in a Work Session on Thursday, October 19, 2017 at 4:00 p.m. in the City Council
Work Session Room at 215 E McKinney Street, Denton,Texas 76201 at which time the following
items were considered:
PRESENT: Commissioners: Brook Stoy, Greg Coward, Michael Sweigart, Ginger
Cain and Sam Ortiz
ABSENT: Curtis Millet(Alternate), Matthew Jendusa(Alternate), David Mollen and
Glen Farris
STAFF: Glenda Gailliard, Amber Rodgers, Emily Loiselle, Janelle Montgomery,
Billy Ewton, Heather Dow, Leo Bonnano, Stephanie Lang and Stephanie
Berry
WORK SESSION

Chairman Brooks Stoy called the Work Session to order at 4:01 p.m.
REGULAR MEETING
The Health and Building Standards Commission convened in a Regular Meeting on Thursday,
October 19,2017 following the Work Session in the City Council Chamber at City Hall, 215 E.
McKinney at which time the following items were considered:
Vice-Chairman Brooks Stoy called the Regular Meeting to order at 4:02p.m.
1. PLEDGE OF ALLEGIANCE:
A. U.S. Flag
B. Texas Flag, "Honor the Texas Flag— I pledge allegiance to thee, Texas, one state
under God, one and indivisible."
2. CONSIDER APPROVAL OF THE HEALTH AND BUILDING STANDARDS

Commissioner GregCoward motioned, Commissioner Sam Ortiz seconded to approve the
PP
meeting minutes. Motion approved(2-0-3).Commissioner Greg Coward, "aye", Commissioner
Sam Ortiz, "aye". Commissioner Brook Stoy, Commissioner Michael Sweigart,
Commissioner Ginger Cain was not present for the previous meeting therefore could not
vote on the motion of the approved minutes for (July 20, 2017).
3. PUBLIC HEARING:
A. Hold a public hearing to affirm or reject an order by the Building Official to
declare a structure substandard. The structure is located at 601 Rose Street.
(Heather Dow) HaBSCo Case # CE1610-0268.
Heather Dow, Dangerous Building Officer, came forward and updated the Commissioners
on 601 Rose Street. She stated that Mr. Kizer is in the process of selling the property and
that the new owner will take over the demolition.
There was a brief discussion.
Colby Kizer, the owner, came forward and was sworn in by Chairman Brooks Stoy. He said
the property was sold August 8, 2017and submitted the notarized copy (Exhibit 1) of the
sale.

Commissioner Greg Coward motioned, Commissioner Sam Ortiz seconded to table to next
meeting. Motion approved (5-0). Commissioner Greg Coward, "aye", Commissioner Sam

Commissioner Ginger Cain, "aye".
4. FUTURE AGENDA ITEMS: Under Section 551.042 of the Texas Open Meetings Act,
respond to inquiries from the City Council or the public with specific factual information
or recitation of policy, or accept a proposal to place the matter on the agenda for an
upcoming meeting.
A. Hold a discussion regarding the Health and Building Standards Commission meeting
scheduled for November 16, 2017.
5. ADJOURN:
Commissioner Greg Coward motioned, Commissioner Sam Ortiz seconded to adjourn the
meeting at 4:17p.m. Motion carried (5-0). Commissioner Greg Coward, "aye",
