Response to requests made by Council Members Briggs and Armintor regarding drainage issues
and concerns at the United Through Hope located at 503 Bolivar.
BACKGROUND:
The United Through Hope located at 503 Bolivar is located within the floodway. As the building
was originally constructed in 1948, it predates the National Flood Insurance Program (NFIP)
which is why the structure has been allowed to remain in the floodway. Based on the information
provided by Flood Administrator, Noreen Housewright, the property is 3 feet below the Base Flood
Elevation (BFE). The BFE is defined as the computed elevation to which the flood is anticipated
to rise during the base flood. The base flood is also referred as the 100-year flood. During large
rain events and heavily saturated grounds may cause structures to be flooded. Over the past number
of days, the area has experienced times of heavy and persistent rainfall and the ground is overly
saturated and not able to absorb much of the draining water.
Regarding capacity, the drainage in this area does need to be upgraded. The email from Ms.
Housewright that indicates that the city is working with an engineering firm to create a plan. The
cost to make these improvements are in the multiples of millions of dollars and the project is not
funded at this time. To improve the flood condition, the City will need to replace all drainage
structures downstream of Quakertown Park to Carl Young Park. To completely remove the
property from the floodplain and floodway, box culverts at least as wide as the right of way for
Parkway Street (approximately 50’ wide) will need to be constructed from just upstream of Carroll
Blvd. to the confluence in Quaker Town Park in addition to the downstream improvements. City
staff is researching to find other available funding through Federal, State, and regional sources.
In the social media post, there is a statement was made that the City has not maintained the drainage
system. Attached are the records from the Drainage Division on it maintenance in this area over
the past four years. Also included are pictures taken on Thursday, March 19, 2020 to show the
drainage pipes were clear except for the garden hose that should be removed.
To prevent impacts from future flooding, there are several things that can be done by the owner.
1. Contacting a licensed engineer to provide on the ground solutions to divert water away
from the building. This would require a flood study approved by FEMA to show no
negative impacts on other privately-owned properties.
2. Contact a registered architect to flood proof the structure the existing structure.

This building is in the floodway and as the contours show, it is approximately 3’ below the 100 yr BFE. Attached is a
photo of Beck’s garage nearby in the 2007 floods.
It is on the Drainage Matrix as part of the Pecan Creek Ph 4 improvements. Halff and Associates is working on a Pecan
Creek Master Plan and their preliminary information show that a 100’ wide box system would be required (shallow in
this area) approximately 25Million.
First we would need to complete Pecan Creek Ph 1, 2, and 3. Phase 3 is the Quakertown section that I presented at City
Council last month.
