2017-02-06 Minutes MINUTES TRAFFIC SAFETY COMMISSION February 6, 2017 After determining that a quorum of the Traffic Safety Commission was present, the Commission convened the meeting on Monday, February 6, 2017 at 5:30 p.m. in the City Council Work Session Room, City Hall, 215 East McKinney Street, Denton, Texas. Present: Chair Wally Campbell,Vice Chair Patrice Lyke,Nancy DiMarco, Daniel Krutka, Jim Owen, Michael Hennen, and Cody Robinson Also Present: Mark Nelson, Director of Transportation; Pritam Deshmukh, Traffic Engineer; Julie Anderson, Bicycle and Pedestrian Coordinator and Kim Mankin, Administrative Supervisor OPEN MEETING 1) Consider the approval of Traffic Safety Commission meeting minutes of December 12, 2017. Patrice Lyke is Vice Chair, with no other changes minutes were approved. 2) Receive a report, hold a discussion, and make a recommendation regarding changing the School Zone along Teasley Lane just west of Lillian Miller Parkway—Sam Houston Elementary School and along Ryan Road west of Creekdale Drive—Ryan Elementary School. Pritam Deshmukh talked about the school zone change on Teasley Lane by Sam Houston Elementary School first, showing the changes on a map. This adjustment is due to new commercial development in the area. The sign is needs to be moved for driveway access. The second area is along Ryan Road at Ryan Elementary School. The flashing hazard sign needs to be relocated approximately 20 feet because of driveway access for a private development. There was clarification regarding the trees needing removal and a utility pole that will be relocated along Ryan Road. A motion for approval was made by Chair Campbell with a second by Commissioner Dimarco, vote 7-0 approved. 3) Receive a report, hold a discussion, and make a recommendation to City Council to update speed limits on West University Drive (US 380) from IH 35 to the westerly city limits Pritam Deshmukh presented this item. Along US 380 from IH35 west to the city limits TxDOT conducted a speed study. After a study, TxDOT makes a recommendation and the City of Denton then adopts an ordinance to state the speed limits for enforcement purposes. TxDOT own the facility and dictates that goes on their facilities. Staff reviewed this study and recommends the findings. Mobility Committee Meeting Draft Minutes February 6, 2017 Page 2 of 3 From the westerly city limits to Masch Branch the recommended speed limit is 65 MPH, from Masch Branch to Cindy Lane/Western Blvd is 50 MHP, from Cindy Lane/Western to IH35 will be 45 MPH. Mark Nelson added that the City of Denton is currently working with Denton County and TxDOT on a joint funding agreement to add a traffic signal at Cindy Lane/Western Blvd. Deshmukh stated that the design has been completed and some of the equipment has been ordered. In the next few months it will be in place. Hennen asked if TxDOT sets the speed. Deshmukh answered it is TxDOT's facility, they conduct surveys but enforcement is the responsibility of the City. If City staff does not accept their findings it will be sent back to TxDOT for further review. If the findings are accepted, the City then passes an ordinance. A motion for approval was made by Chair Campbell with a second by Commissioner Dimareo, vote 7-0 approved. 4) Staff Reports a)NCTCOG Alternative Transportation Set Aside Program Julie Anderson gave an overview of this item indicating a bike project will be submitted for Sycamore from Welch to Bell Avenue and that two Safe Routes to Schools projects will be submitted; one near Ginnings Elementary and one near Lee Elementary. b)Traffic 101 - Signals Pritam Deshmukh presented this training information to the Commissioners. c)Matrix Mark Nelson went through the Matrix with the Commissioners 1. UNT neighborhood parking—comprehensive plan 3, 5, 6, 16—Parking in the downtown area(DTIP)was discussed 8. Forum Apartments—by the bus stop 9. UNT Smart Meters—advanced by UNT working on interlocal agreement 12. Oak Street Crosswalk at Welch — not recommended, will revisit with Pritam Deshmukh 13. Sidewalks on Hickory not part of this project, this will have to go through Engineering 14. Signal Timing on Dallas Drive New items include: Hennen—Update FM426 Nelson will email the commissioners information regarding FM426 and Ryan High School. 4) Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Mobility Committee of the Denton City Council, Traffic Safety Commission or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting.
