This adjustment is due to new 31 commercial development in the area. The sign is needs to be moved for driveway access. 32 33 The second area is along Ryan Road at Ryan Elementary School. The flashing hazard sign 34 needs to be relocated approximately 20 feet because of driveway access for a private 35 development. 36 37 There was clarification regarding the trees needing removal and a utility pole that will be 38 relocated along Ryan Road. 39 40 A motion for approval was made by Chair Campbell with a second by Commissioner 41 Dimarco, vote 7-0 approved. 42 43 3) Receive a report, hold a discussion, and make a recommendation to City Council to update 44 speed limits on West University Drive (US 380) from IH 35 to the westerly city limits 45 46 Pritam Deshmukh presented this item. Along US 380 from IH35 west to the city limits 47 TxDOT conducted a speed study. After a study, TxDOT makes a recommendation and the 48 City of Denton then adopts an ordinance to state the speed limits for enforcement purposes. 49 TxDOT own the facility and dictates that goes on their facilities. Staff reviewed this study 50 and recommends the findings. 51 Mobility Committee Meeting Draft Minutes February 6, 2017 Page 2 of 3 1 From the westerly city limits to Masch Branch the recommended speed limit is 65 MPH, 2 from Masch Branch to Cindy Lane/Western Blvd is 50 MHP, from Cindy Lane/Western to 3 IH35 will be 45 MPH. 4 5 Mark Nelson added that the City of Denton is currently working with Denton County and 6 TxDOT on a joint funding agreement to add a traffic signal at Cindy Lane/Western Blvd. 7 Deshmukh stated that the design has been completed and some of the equipment has been 8 ordered. In the next few months it will be in place. 9 10 Hennen asked if TxDOT sets the speed. Deshmukh answered it is TxDOT's facility, they 11 conduct surveys but enforcement is the responsibility of the City. If City staff does not 12 accept their findings it will be sent back to TxDOT for further review. BACKGROUND In January 2017, Quentin Hix, Aviation Director formally announced his retirement indicating his last day would be February 24, 2017. In an effort to maintain continuity and maintain schedule on several Airport capital projects, City Manager assigned me to oversee the Airport Operation. On February 17, 2017, the City Manager outlined additional reorganization of staff responsibility. As a result of these reassignments, I will no longer serve as the staff liaison to the Traffic Safety Commission. Pritam Deshmukh, Traffic Engineer will now serve as the staff liaison to the Traffic Safety Commission. Pritam has served as the City's Traffic Engineer since April 2016 and has nearly 17 years of experience in traffic management and engineering. BACKGROUND On April 20, 2016, the Lonestar Apartments located at 600 Texas St. experienced a fire caused by a lightning strike. Several units were destroyed and all residents were displaced due to the damage. Continued weather events delayed repairs causing further damage to the structure. This resulted in a rebuild of the structure at a level of construction that required the building to meet current code standards. The apartment complex was constructed in 2002 and consists of 3 apartment buildings with a total of 34 living units used exclusively by Texas Women's University for student housing. The construction of the apartment building is 34 feet in height. Current fire code requires an aerial fire apparatus access road be provided where the vertical distance between the grade and the highest roof surface exceeds 30 feet. The aerial fire apparatus access road must have a minimum unobstructed width of 26 feet. The complex has an existing fire lane on the south side of the complex that runs the length of its parking lot. The width of the fire lane is 24 feet and the length is 245 feet. The width of the existing lane does not meet the requirements for an aerial access road and exceeds the maximum length requirement of 150 feet. The fire lane dead ends into private property on the east side. The current site layout prevents the developer from making improvements on the property. Widening the existing fire lane at the east entrance off Vine St. is restricted due to utilities. The extended dead end of the fire lane does not support widening at the west end due to lack of a turn around. The code allows for the use of a public street as a fire lane if the street remains unobstructed. Texas Street, between Vine Street and Frame Street, runs the length of the apartment complex on the north side. Measuring at a 30 foot width, Texas Street meets the width requirement of 26 feet to serve as the development's aerial access road. To achieve the un-obstruction requirement, parking must be prohibited on both sides of the street from Vine Street to Frame Street. Considering and reviewing all potential options, restricted parking on Texas Street is the single viable option to meet fire code access requirements and advance the development project. OPTIONS 1. Submit a recommendation to Council for a no parking restriction ordinance any time for the north and south side of Texas Street from Vine Street to Frame Street. 2. Provide staff with additional direction. 3. Take no action. RECOMMENDATION Staff recommends Option 1, restricting parking on both sides of Texas Street from Vine Street to Frame Street. ESTIMATED SCHEDULE OF PROJECT Should the Traffic Safety Commission advance a recommendation to Council it will be placed on the next available Council agenda for consideration/action. BACKGROUND In the recent past, City staff has received several requests from concerned residents regarding the segment of Denton Street between Oak Street and Hickory Street. The primary issue was the narrow street width and the heavy use of on-street parking(both side) along this section of the roadway. The segment of Denton Street between Oak Street and Hickory Street is approximately 24 feet in width and experiences heavy on-street parking on both sides due to the proximity of the University of North Texas (UNT) campus and multi-family residential units on both sites of the street. Given the location and surrounding land use, on-street parking demand in this area is high. As such, staff investigated the possibility of reducing the impact on parking supply by restricting parking on west side only while allowing on-street parking on the east side. The Fire Code requires a street to be a minimum of 26 feet for allowing on-street parking on one side. This requirement provides the necessary space essential for access and deployment of fire equipment. The current street width does not provide sufficient capacity to legally permit on- street parking on both sides of Denton Street between Oak Street and Hickory Street as it does not satisfy the requirement included in the fire code. Staff has notified the property owners and residents on and adjacent to Denton Street about the proposed discussion item regarding parking on Denton Street to ensure residents and property owners have an opportunity to voice any concerns they may have. Letters were mailed on February 20 and door hangers were placed on March 2nd on residential addresses on both sides of Denton Street. Based on review of existing parking conditions and the available street width for two-way traffic along Denton Street between Oak Street and Hickory Street and further review of the Fire Department access and response needs, staff recommends restricting parking on both sides of the street. This will allow emergency vehicles to respond to public safety calls and allow for the safe deployment of Fire Department equipment. While considering this recommendation, it should be noted that typically restricting on street parking reduces the side friction resulting in the possibility of increase in average speeds along this segment of Denton Street. Staff is aware there are other street segments throughout the community that experience heavy on-street parking and may be in conflict of the Fire Code minimum street width of 26 feet. Staff is in the process of identifying these street segments and reviewing options with the intent of developing a comprehensive plan to balance public safety requirements and on-street parking needs. Staff intends to discuss some options of this comprehensive plan with the Commission during the meeting. OPTIONS 1. Recommend approval of an ordinance to restrict parking on both sides of Denton Street 2. Recommend approval of an ordinance to restrict parking on the west side of Denton Street seeking a variance to the Fire Code 3. BACKGROUND Recently, City staff received a request from TWU staff for relocating the existing speed limit sign and extending the 20 MPH zone along Bell Avenue in the northbound direction. TWU has requested the relocation of the speed limit sign in the northbound direction for the following reasons; • To slow vehicles traveling on Bell Avenue which will help improve conditions for students that cross Bell Avenue at the intersection with Schmitz Avenue and Texas Street. • The intersection of Bell Avenue at Texas Street marks the southern boundary of the TWU campus and the new location of the 20 MPH speed limit sign will enable enforcement of a lower speed limit along the entire stretch of Bell Avenue within the TWU campus. • TWU plans on expanding the campus and adding academic facilities on the north-east corner of the intersection of Bell Avenue at Texas Street. Relocating the 20 MPH speed limit sign from the existing location(just north of Schmitz Avenue)to the new location just north of Texas Street will cover the segment of Bell Avenue in front of the future TWU facilities. Staff believes that extending the 20 MPH zone would deter motorist from driving at a higher speed thus improving the overall environment for a better pedestrian/vehicle interaction at the intersection of Bell Avenue at Schmitz Avenue and Bell Avenue at Texas Street. Based on the field observation and the information provided by the TWU staff, the City staff recommends extending the 20 MPH zone and relocating the existing speed limit sign(northbound direction) approximately 310 feet south of the existing location (just north of Texas Street) along Bell Avenue. ESTIMATED SCHEDULE OF PROJECT It is anticipated the work could be scheduled for completion within a month of approval. OPTIONS 1. Recommend approval of relocating the existing speed limit sign and extending the 20 MPH zone along Bell Street(northbound direction)north of Texas Street with the TWU campus. 2. Provide staff with additional direction on proposed 20 MPH extension. 3. Reject the proposed extension of the 20 MPH zone along Bell Avenue. BACKGROUND As part of the February 2017 Traffic Safety Commission meeting, staff provided a verbal report regarding a proposal to implement a time limited parking restriction district in neighborhoods within close proximity of the University of North Texas (UNT). Staff outlined a proposal that would restrict on-street parking between 8 am and 5:30 pm Monday—Friday for a neighborhood located north of Oak, south of Scripture, east of Marietta and west of Fulton centered on Normal Street (Exhibit 1). This neighborhood has experienced significant on-street parking pressure due to close proximity to UNT. Some of the streets in this neighborhood currently have restrictions on one or both sides of the street (Bryan Street and Fry Street). Some residents have painted the curbs on either side of their driveway in an effort to abate the occurrence of vehicles blocking their driveway. Like many streets throughout Denton, most of the streets in the subject neighborhood are 24 to 28 feet wide. The Commission may recall that the Fire Code states that a street must be 26 feet wide to support parking on one side and 32 feet wide to support parking on both sides. Because the proposal would allow parking on both sides of the street outside of the proposed restricted time limits, the Fire Marshal expressed concerns with the time restricted proposal. Thus, this proposal is no longer recommended by staff as it could be interpreted as contradictory to existing Code/City Ordinances. At the present, staff is reluctant to promote parking restrictions on both sides of the streets as it may negatively impact the neighborhood by eliminating additional parking currently enjoyed by residents. Other options under consideration may be to restrict parking on one side of the street, where applicable as well as expanding UNT's current interlocal agreement allowing UNT to enforce parking on additional municipal streets. This item is intended to be a discussion item to further refine options that may assist in reducing on-street congestion and on-street parking violations in specific neighborhoods surrounding UNT and TWU that traditionally experience commuter student parking. OPTIONS 1. Consider restricting parking on one side of the street on applicable streets that currently have no restriction. 2. Explores the expansion of UNT's current interlocal agreement allowing UNT Police and Parking Enforcement staff to enforce parking on additional municipal streets. 3. Provide staff with additional direction. 4. Take no action. RECOMMENDATION As this is a discussion item staff does not have any recommendations at this time. ESTIMATED SCHEDULE OF PROJECT Should the Traffic Safety Commission advance a recommendation to Council it will be placed on an upcoming agenda for consideration/action.
