The meeting began at 5:30 p.m. in the Airport Terminal Building Meeting Room at 5000 Airport Road,Denton,Texas, during which the following items were considered: BOARD MEMBERS PRESENT: Mr. Ira Weinstein, Mr. Pete Lane, Mr. Martin Mainja and Mr. Bob Tickner. BOARD MEMBERS ABSENT: Mr. Stu Morehead, Chairman Mr. Jim Stodola, Mr. Kent Key excused absence. STAFF MEMBERS PRESENT: Mr. Chase Patterson, Airport Operations Coordinator, Mrs. Julie Mullins, Administrative Assistant and Board Secretary, and Mr. Mark Nelson, Director of Transportation. PUBLIC PRESENT: Meeting was called to order by the Board Secretary at 5:35 p.m. 1. Pledge of Allegiance to the flag. There was not a Board Chair or Vice Chair present for the March 8, 2017 meeting. The Secretary of the Airport Advisory Board meeting Julie Mullins started the meeting with the first order of business of electing a temporary chair to run this meeting only. Mr. Ira Weinstein nominated Mr. Bob Tickner as Chairman to run the Board meeting. Mr. Pete Lane seconded the motion. Motion carried 4-0. 2. Receive reports by citizens and other interested persons. Mr. Ira Weinstein gave a presentation on revenue opportunities and will send the information to the Board Secretary, Julie Mullins to distribute to the rest of the Board Members. 3. Consider approval of the Airport Advisory Board meeting minutes from February 15, 2017. There was no meeting April 12, 2017. Mr. Pete Lane made a motion to approve the minutes as presented for the February 15, 2017 meeting. 5 Mr. Ira Weinstein seconded the motion. Motion carried 4-0. 4. Receive a report and hold a discussion regarding the elections for the Airport Advisory Board. Mr. Bob Tickner asked Board Members if anyone would like to run for Vice-Chairman, Martin Mainja would be interested. Bob Tickner stated he spoke to the Chairman Jim Stodola and indicated he was interested. The election will be next month April 12, 2017. Recess at 5:42 pm to allow Board Members and staff to serve dinner. Meeting reconvened at 5:53 pm. 5. Receive a report and hold a discussion regarding reserving property for a proposed Airport Fire Station. Mr. Mark Nelson gave a report on where a fire station could be built on Airport property. 2 to 2.5 acres of land is recommended for a typical fire station. After talking with Assistant Chief Hedges, Quentin Hix and Dave Schaumburg, the Fire Department indicated it may be able to reduce the amount of land to build the station on the Airport. There are several locations on the Airport available for quick access to taxiway and runway for emergency access. Property located next to Avionic International Supply(AIS)on Westcourt, and the front entrance area of the Airport is recommended. Nelson informed the Board that Green Point has a contract with the military and with this contract they are required to have an on-call AARF truck on the airfield for specific operations. Should the Airport partner with the Fire Department for the use of Airport property, the Airport may receive a reduced rate for providing AARF services which is a benefit to larger aviation operations. There is no recommendation to Council on this item. 6. Receive a report and hold a discussion regarding the West Auxiliary Runway project. Nelson gave a report on the west side runway. Changes were recommended to the original dimensions in the Airport Master Plan of 100 feet wide by 5,000 feet long with a pavement strength of 12,500. After confirming with TxDOT and aviation planning consultants, Nelson indicated he will be working with TxDOT and the design consultant to scope the project to a 75 foot wide by 5,000 foot long facility with a pavement strength of 30,000 pounds. This design standard will allow a larger mix of current aircraft to utilize the runway if and when the primary runway is down for scheduled and unscheduled maintenance. Nelson reminded the Board that TxDOT scoped the project as a 4,500 foot long, 75 foot wide 12,500 pound runway. TxDOT has indicated that any additional costs from the increased scope will need to be covered by the local entity(Denton Airport). 6 There is no action required on this item. 7. Airport Management Report: a. Tower Operations Mr. Chase Patterson gave a report on Tower Operations, Mr. Martin Mainja asked if the report from now on can be a continuation from the first of the year. b. Fuel Commissions Patterson gave a report on fuel commissions. c. Airport Management Nelson gave a report on Airport Management position; the Aviation Director and Ops Manager will be merged into one position. Chase Patterson has taken on some duties that the Airport Operations Manager has been doing. 8. BACKGROUND Airport Advisory Board(AAB) Rules of Procedure as originally adopted by a City of Denton Resolution on June 24, 1969 provide a specific procedure for election of AAB Officers. Section 9. Officer Elections of the AAB Rules of Procedure provides the following guideline for officer elections: Board Officers: Those members interested in being an officer of the Board shall declare their interest for the office they wish to hold at the second meeting held after the appointment of new members each year. The Board shall elect officers for that year at the next Board meeting. The Board may elect any member of the Board to an office, regardless of whether or not they declared their intent to serve at the previous meeting,provided that the member agrees to serve as an officer. The position of Vice Chairman was vacated as of July 18,2016. The final appointment of AAB Members for the current year was made by the City Council at their meeting on January 10, 2017 and reported to the AAB at the February 15, 2017 meeting. Therefore, this discussion shall serve as the second notice of a special election of the vacant Vice Chairman seat. The March 8,2017 meeting did include an opportunity for any interested Board member to declare their candidacy for the office of Vice Chairman. Election will be placed on the May 10, 2017 meeting for action. BACKGROUND The airport and its businesses are a leading asset to the City of Denton, and supporting the success of DTO and aviation-related businesses is critical to economic development efforts. As a reflection of this, the Council and the Denton Economic Development Partnership have established aviation-related business as a targeted industry for recruitment to Denton and to DTO. The City's Economic Development Department is actively engaged in the following: • DTO site selection efforts such as the recent location of the Med Trans Headquarters/Training facility. • Expansion assistance such as the Business Air and USAG expansion incentives. • Creating a stand-alone aircraft incentive to increase the number of new aircraft based at DTO and assist hangar providers attract additional clients. • Ongoing Denton ISD,NCTC, UNT, TWU discussions regarding potential aviation industry-related certifications and degrees. • Obtaining state and local employee skills training grant assistance for DTO businesses. • Highlighting DTO businesses wherever feasible in public recognition forums. • Providing airport staff with target market research/information. BACKGROUND/HISTORY As part of the April 11, 2017 Denton City Council Meeting Work Session, Council directed staff to move forward with a parallel runway design scope for a runway 5,000 feet x 75 feet with a weight bearing capacity of 30,000 pounds. It was explained that this design will be the most efficient in terms of the existing and future traffic volumes and type of aircraft. It was explained that while the desire would be to construct the runway longer,wider and of an even greater pavement strength, the cost benefit analysis indicated the Airport would be better served for the use of those resources to were applied to other/future development needs; utilities and west side infrastructure. Total estimated cost is $8.5M (TxDOT $5.9M, Denton $2.6M). As stated in prior briefings, TxDOT will only fund the scope of a 75' x 4,500' runway with 12,500 pound pavement strength. In other words, TxDOT is funding a lesser facility at the 85:15 (State/Local split) and the Airport will be responsible for funding the additional scope at 100-percent local cost. In a meeting with TxDOT officials and aviation planning consultants on April 20, 2017 at the Texas Aviation Conference, staff was advised that 100-percent plans should be provided by the design consultant on May 26, 2017. Additionally, the environmental consultant and the TxDOT environmental specialist indicated that the Environmental Analysis (EA) for the project may be ready for submittal to the FAA by mid-June. Staff expects that the required public meeting on the EA and west runway will take place in late June or early July. Understanding these procedural requirements, staff anticipates the project could be advertised at the earliest in August but most likely in September. Staff will keep the Board apprised as the project/schedule advances. On May 2, 2017, the Council approved a resolution designating 25.6 acres of property north of Tom Cole Road for Airport use. This property was initially targeted by Airport Management for acquisition several years ago and in fact Quentin Hix, former Aviation Director,negotiated a price with the land owner in early calendar year 2016. Denton Municipal Electric (DME) advanced a proposal to purchase a much larger tract, 340 acres, that included this parcel. City leadership felt the best way to proceed was to allow DME to acquire the larger tract, seek Airport funding assistance for the required parcel for the Runway Protection Zone and Approach, then formally designate the smaller tract as Airport Property. The resolution by Council was necessary so that 13 staff can initiate the property reimbursement process with TxDOT,Aviation. The cost of the 25.6 acre tract was $416k and staff anticipates a reimbursement of 85-percent or approximately$345k. EXHIBITS 1. No formal presentations will be made during the session but the panel members will share their experiences and thoughts on questions and issues brought up by the moderator and those attending this session. Attendees are encouraged to ask questions about any issues and concerns at their airports.This forum is designed to provide an exchange of information and ideas among airport professionals. Pavement Management for Your Airport A pavement management plan is a valuable tool for preserving your airport's assets.This presentation will focus on FAA requirements, management plan examples, and plan implementation. We will also discuss how pavement maintenance can maximize your funding dollars. DFW Airport Habitat Management for Safety and Sustainability In response to a series of bird strikes involving pigeons in summer 2014, a study of DFW Airport's vegetation was undertaken. Based on the results of that study, and concurrent findings from pigeon and mourning dove crop content analyses, a definitive list of hazardous wildlife attractants was compiled.A land management regime was subsequently developed in order to mitigate these attractants.The documentation of these discoveries and the subsequent implementation of the new vegetation management regime will be presented.This project has the potential for improved safety and added implications for sustainability and future cost savings, regardless of airport size. Digital NOTAMS The NOTAM Manager is a web-based application available to all public use airports. It is designed by the FAA and provided at no-cost to the airport. I will explain how to access NOTAM Manager and the required documentation for activation. The Runway Condition Codes and the TALPA-ARC initiative will be explained along with the upcoming Airport Construction Advisory Council (ACAC)graphical NOTAMs and why it is important to NOTAM Manager users. Time will be allowed for questions at the end of the session. Towards Airport Self-Sufficiency: Understanding the Needs, Roles, and Expectations of Small Airports This presentation will include several key elements of leading and managing a general aviation airport.
