2017-003 Hickory Street Construction Date: 01/13/2017 Report No. 2017-003 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Hickory Street Reconstruction Schedule. EXECUTIVE SUMMARY: West Hickory Street from Bonnie Brae to Carrol Blvd is scheduled to begin water and wastewater utility replacements beginning this month. This work is a part of a coordinated effort to move forward with a major bond funded street reconstruction project for Hickory Street totaling $ 2,222,431. This project was originally planned for construction in 2020 but at the request of the City Council and Mobility Committee, staff has been working over the past year to get utility replacements planned and implemented in advance of the project. This combined project will take approximately 2 years to complete and will be built in phases that will move from the western Bonnie Brae intersection, eastward towards Carroll. City of Denton Wastewater Utility Crews will start beginning in January of 2017. These crews will be followed by City of Denton Water Utility Crews that should follow by the middle of March which will ultimately be followed by City of Denton Street Crews which should begin performing the street reconstruction work by August of 2017. The attached Exhibit shows the planned project schedule and phasing by each City Department. BACKGROUND: th The wastewater department is scheduled to begin January 12, at the intersection of Bonnie Brae and Hickory. This portion of work will involve a brief closure of Bonnie Brae, which is th scheduled to reopen prior to the January 17 beginning of UNT’s Spring Semester. Utility work will continue to move from Bonnie Brae eastwards towards Carroll. Beginning around mid- March, other utilities will follow behind wastewater in the same direction. The Wastewater Department does not have plans to replace wastewater lines along some sections of the project but the Water Utilities Department currently plans to replace waterlines throughout most of the project and to increase the line size from and 8 inch to a 12 inch line to improve fire flow capacity and to support potential growth and redevelopment in the area. In order to accommodate the council’s request to advance the schedule for this project, a great deal of coordination with internal and external utility groups including Atmos Gas has and will continue to occur. With any project of this magnitude, street closures and traffic rerouting will at times be necessary. Plans will also be made to insure safe and accessible pedestrian access during construction. Plans are also being made to host a project kickoff meeting with UNT, DCTA, the Hickory Street Business owners, residents and the public in general within the next month or two to brief them on the project timeline, receive their input and accommodate their concerns. Based upon the schedule, the most challenging work will occur for the City Street Crews in Phases III and IV Date: 01/13/2017 Report No. 2017-003 in the heart of the UNT Campus from Ave. C to Welch Street. If the overall schedule can be maintained as currently planned, this work should occur from about April of 2018 through September of 2018. Many of the project details remain to be identified and planned for but City Staff will be assigned to work on these over the course of the two year project. The target completion date for the overall project is currently scheduled for January of 2019. CONCLUSION: The Hickory Street area will soon begin to be improved with the construction of new infrastructure that will ultimately better serve the growing UNT area. This project involves many internal and external stakeholders, who look forward to the council’s support throughout the duration of this 2 year project.
