2017-009 Pockrus Page Road Widening Date: January 20, 2017 Report No. 2017-009 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Pockrus Page Road Widening REQUESTED ACTION: None. Provided for information. EXECUTIVE SUMMARY: Council has asked staff to provide a report on Pockrus Page Road Widening. DISCUSSION: In the latest Council adopted Mobility Plan (Jan. 2016) roadway, with a width of 36 ft. As development has occurred along Pockrus Page Road, the developments have been reconstructing portions of the roadway on the side of that development. The minimum width of reconstruction for a development is 25 ft., to allow for 2-lanes of traffic on the reconstructed roadway. Therefore, the development on the opposite side of the roadway is normally responsible for only 11 ft. of roadway widening. With development occurring along Pockrus Page Rd. in recent years, the roadway has been reconstructed with a full width of 36 ft. for approximately 1,250 ft. and at a width of 25 ft. for approximately 3,500 ft. of the 5,500 ft. long roadway, between the I-35E Service Road and Swisher Rd. With the submission of development plans for the Villages of Carmel, Phases 4 and 5 (the east side of the development, extending from Pockrus Page to Edwards Rd.), Engineering DRC staff reviewed the value of the additional 11 ft. of widening of Pockrus Page Rd. for the remainder of the development vs. the value of the right-of-way for Pockrus Page for the remainder of the development and the value of the right-of- Plan), between Pockrus Page and Edwards Roads. The developer was willing to dedicate the additional right-of-way for Pockrus Page and the full right-of-way for the future extension of Post Oak Rd., in lieu of constructing approximately 1,300 ft. of 11 ft. widening of Pockrus Page. The developer also agreed to extend the existing sidewalk on the north side of Pockrus Page from Waterlily Way to Post Oak Rd. Since the value of the two sections of right-of-way exceeded the value of the 11 ft. widening and Pockrus Page Rd. was already 25 ft. wide in this area, Engineering DRC staff agreed to that exchange. As the City considers road projects for future Bond Programs, staff will evaluate the widening of the remainder of Pockrus Page Rd., between the I-35E Service Rd. and Swisher Rd., against other roadway improvement needs. Staff will also work towards obtaining right-of-way along the north side of Pockrus Page, between Post Oak Rd. and Swisher Rd., and constructing a further extension of the sidewalk along the north side of Pockrus Page to Swisher Rd. to provide sidewalk connections along both sides of Pockrus Page from the west ends of the Villages of Carmel and Glenwood Village developments to Pecan Creek Elementary School.
