2017-023 Vela Soccer Complex Date: April 21, 2017 Report No. 2017-023 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Status update on the G. Roland Vela Athletic Complex project. EXECUTIVE SUMMARY: Council requested an update on the G. Roland Vela Athletic Complex. The purpose of this report is to provide a brief history and overview of the project to date. The athletic complex is located in North Lakes Park at 2101 Riney Road and is named after retired Professor, Dr. G. Roland Vela. BACKGROUND: Voters approved the construction of an athletic complex as part of the 2005 and 2014 CIP Bond elections. Parks and Recreation staff identified 26.6 acres near North Lakes Park as the future site for the athletic complex. The complex included four fenced and lighted athletic fields. The plans also called for a restroom and concessions building. Project Timeline to Date: November 30, 2009, a public meeting was held to seek community input for of the G. Roland Vela Athletic Complex. May 2012, the Denton League of United Latin American Citizens (LULAC) Council 4366 submitted a nomination form to name the proposed athletic complex at North Lakes Park after Dr. G. Roland Vela for his many outstanding contributions to the Denton community. Dr. Vela was a Professor of Microbiology at the University of North Texas for 40 years. Dr. G. Roland Vela worked and served on a number of City of Denton Boards and Commissions. His most notable contribution to the citizens of Denton was during his service as the first Latino elected member to the Denton City Council in 1979. October 16, 2012, Council approved the purchase of the 26.6 acres and the naming of the complex after Dr. G. Roland Vela. July 9, 2013, Dunaway and Associates was awarded a Professional Service Agreement in the amount of $145,170 to design the athletic complex. August 10, 2013, Parks and Recreation hosted a ground breaking at the site of the future complex. Dr. Vela was recognized and various community groups and stakeholders were in attendance. Committee. March 27, 2014, a change in scope to the entrance was identified. Entering the complex from Riney Road, Parks and Recreation would be responsible for improving the entire length of Riney Road for which funding was not available. This change in scope also necessitated a study of the Environmentally Sensitive Area in the southeast portion of the property and a Conditional Letter of Map Revision (CLOMR) would be required. November14, 2014, revised plans were submitted for City review. November 2015, Dunaway and Associates prepared the CLOMR and prepared the Floodplain Development Permit Application for submission to City of Denton and FEMA for review. July 1, 2016, the complete set of revised documents were submitted to Parks Planning for review. April 11, 2017 approval was granted to move forward with the cut and grade portion of the project. April 17, 2017, Teague, Nall, and Perkins began the cut and fill stake survey of G. Roland Vela Athletic Complex.
