2017-050 Facility Plan UpdateDate: July 28, 2017 Report No. 2017-050 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Facility Master Plan Update and proposed improvements to municipal facilities. BACKGROUND: Nelson+Morgan completed an update to the 2002 Facilities Master Plan and presented the update and recommendations to City Council in November 2016. The update was focused on assessing four key facilities (City Hall, City Hall East, City Hall West (CHW) and the Service Center) to determine short and long-term work space allocations, as well as reconsider the 2002 proposal for a one stop Municipal Complex in downtown that would enhance customer service and improve work space efficiencies. The intent of this report is to provide Council a status on the Facilities Master Plan Study and current City of Denton initiatives intended to improve municipal facilities and services to include the following City Hall West, Service Center, the American Legion, and various City of Denton parking lots. DISCUSSION: Facility Master Plan Update Staff presented the Nelson+Morgan update to the 2002 Facilities Master Plan with associated recommendations to Council on November 7, 2016. Recommendations included advancing a Phase II design concept for the proposed one stop Municipal Complex located on the existing City Hall tract and adjacent tract at 301 East McKinney (previous County Annex site), as well as considering a parking structure located at the southeast corner of McKinney and Oakland to support the expanded municipal complex and downtown area. The November 2016 recommendation also included advancing the design and construction of an auxiliary service center facility near Fire Station 7. Staff is currently working with Nelson+Morgan to reevaluate the staffing assumptions and space planning metrics outlined in the November 2016 Facilities Plan study to ensure current and near- term needs are accurately identified. A key component of this reevaluation effort will be reviewing the capability of a structure located at the Landfill on 651 Mayhill Road. Staff is currently conducting a feasibility study to examine the structure’s capacity to serve the needs of Materials Management, Purchasing and Warehouse operation. Should 651 Mayhill be able to serve in some capacity as the municipal warehouse operation, space currently occupied by the warehouse at the existing Service Center may be repurposed to meet the immediate needs of other departments currently operating at the Service Center. Staff anticipates that this effort with Nelson+Morgan will be completed within 90-days. Date: July 28, 2017 Report No. 2017-050 City Hall West Staff is also working with Architexas to identify options for the renovation and adaptive reuse of CHW. Architexas is a premier historic preservation firm specializing in historic preservation, rehabilitation and adaptive reuses of historic structures. Architexas has been tasked with providing a proposal that will outline preliminary concept designs and cost analysis to include three options: 1. Complete restoration of the exterior and interior to the original design as close as possible to original construction meeting all codes and accessibility requirements (high option). 2. Restoration of exterior to original conditions and adaptive use strategy for the interior to accommodate complimentary new uses while meeting all codes and accessibilit y requirements (middle option). 3. Restoration of exterior to original conditions and renovation of interior to meet code for use in current or near current floor plan/use (low option). Staff has targeted the August 15, 2017, Council Work Session to present the CHW options and receive direction on developing a comprehensive plan for the proposed renovation of CHW. Other Facilities and Parking Lots As part of the City Manager’s budget to be presented on August 3, funding will be recommended for the reconstruction of the American Legion Hall located at Fred Moore Park. In addition to the American Legion, funding will also be recommended for the reconstruction and/or rehabilitation of several parking lots at municipal facilities to include the City Hall East Railroad Avenue parking lot, Denia Recreation Center, North Lakes Baseball and Soccer Complex, and multiple parking lots supporting the Service Center. Staff is hopeful that a multi-project design and subsequent multi-project construction contract for the parking lots will enhance vendor submittals and provide cost savings via economy of scale. Finally, the Cedar Street Parking lot, located on the site of the old central fire station, has been advertised and staff is hopeful the project can be awarded in the next six weeks.
