2017-058 McKinney St ISRDate: August 11, 2017 Report No. 2017-058 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Provide an update and information on the McKinney Street project. BACKGROUND: McKinney Street from Loop 288 east to Grissom Road was formerly known as FM426, a TxDOT road. The City currently has a capital project to rebuild the road to current City design standards. The project is funded at $18.27 million, with funds sourced from Denton County’s apportionment of Regional Toll Revenues as managed by the Regional Transportation Council of the North Central Texas Council of Governments. DISCUSSION: McKinney Street is an important east-west street that allows access to multiple neighborhoods on the City’s east side and to Billy Ryan High School. The street has been “on-system” as a TxDOT road designated as FM426, but has been scheduled to be taken “off-system” and placed into the City’s inventory of streets. Associated with the change of status of the street is a project to reconstruct the street to current City design standards. There have been some concerns about project timing and availability. Based on discussions with the North Central Texas Council of Governments, it has been indicated that work must have commenced by September 30, 2018 to demonstrate viability of the project and receive project funding. The project will improve McKinney Street from Loop 288 to Grissom Road to a four-lane divided curb and gutter cross section, as well as improve the Loop 288/McKinney intersection. In addition, sidewalks would be added along McKinney Street, an important improvement due to the street’s use as a primary route to a high school. City staff is in contract negotiations to hire an engineering firm for the first phase of the McKinney Street design-build project to provide 30% plans for the project, along with RFQ and RFP documents to allow the city to hire a design-build team. Completing this first phase should take approximately 18 months and is expected to be completed by the end of 2018. By the end of 2018, a design-build team should be hired and take approximately until July 2020 to complete final construction and opening of the improved roadway. The Mobility Committee and City Council have requested that the option of building the sidewalks before the roadway be evaluated by the contractor. In accordance, staff will request that the contractor include a design preference to have at least one side of sidewalk (preferred along the north side of the roadway) installed prior to roadway reconstruction. DCTA and Denton ISD are providing bus services for students within a certain radius until a sidewalk is constructed.
