Police Assistant Chief - HF0010 - POLICE - PATROL City of Denton Job Description  Title: Assistant Chief of Police Position ID: HF0010 Department/Division: Police Department Reports to: Chief of Police FLSA Designation: Exempt Safety Sensitive: Yes DOT: No Definition: Second highest ranking member of the Police Department and assists in the administration, operation, and supervision of the Police Department. The Assistant Police Chief assists in the planning, directing, and coordinating of activities in the Police Department and is responsible for the supervision of Police personnel. Work involves resolving problems of the highest technical nature when required and participating in the determination and formulation of City policies. Duties include: assisting in planning, staffing, and directing police activities Assist in coordinating, preparing, and administering the budget for the Police Department Conducting administrative studies of management problems and concerns; Developing comprehensive programs designed to effectively correct operational deficiencies; Investigate citizen complaints about police personnel conduct and services; Making recommendations on performance ratings, disciplinary actions, and related matters. Represents the department at various meetings and conferences and speaks before community groups on the role of the Police Department. Responsible for performing related duties as required. Essential Functions: The Assistant Chief of Police assists in the planning, directing, staffing, and coordinating of activities in the Police Department and is responsible for the supervision of Police personnel. In the absence of the Chief of Police, assumes full management responsibility for all Police Department services and activities. Safely perform all the essential duties and responsibilities as outlined in the Police Officer Job Description for this rank and all subordinate ranks. Assists in the development and implementation of departmental goals, objectives, policies and priorities for each assigned service and/or operational area; oversees the development and implementation of policies, procedures, and plans related to departmental services and operations. Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of methods and procedures; allocates resources accordingly. Assists in planning, directing and coordinating, through subordinate level management staff, the Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. Evaluates workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. Represents the Department to other City departments, City Manager’s Office, elected officials, and outside agencies; coordinates assigned activities with those of other City departments and outside agencies and organizations. Reviews significant reports, plans, and documents drafted by staff members; assists in directing the writing of new rules and regulations and/or proposals for new programs or projects. Assists in formulating significant policies related to the Department's services and activities; prepares and presents staff reports and other necessary correspondence. Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; and assists in initiating, implementing, and administering disciplinary procedures. Explains, justifies and defends Department programs, policies, and activities; responds to and resolves difficult and sensitive inquiries and complaints from both internal and external sources; confers with civic and business groups on police and management policies relating to Department philosophy. Establishes lines of communication with all segments of the community to stay in touch with citizen needs and to facilitate the delivery of quality services. Assists in reviewing all higher-level Department communication, including ordinances and contracts; assists in the development of municipal law enforcement policies. Assists in managing, directing, and overseeing maintenance of law and order, protection of life and property, regulation of traffic, apprehension, arrest, and detention of law violators, and maintenance of police records. Assists in the direction and the administration of the Meet and Confer bargaining agreement; maintains liaison with labor representatives; and ensures maintenance of management rights. Attends City Council meetings and takes necessary action regarding Council agenda items. Performs other related duties as required. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations. Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: A Bachelor’s degree from an accredited college or university with major source work in police science, criminal justice, pubic or business administration, or closely related field. Master’s degree in related field preferred. Progressively responsible supervisory/management experience in a Police Department or law enforcement agency at the police lieutenant position or above. Possess a valid Class “C” driver’s license or equivalent out of state driver’s license. Comply with all applicable State Civil Service requirements and regulations OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Knowledge of the theories, principles, and practices of effective police administration with particular attention to: planning and organizing police services and operations; special reference to department policies, personnel, and budget administration; modern management techniques and supervisor practices; personnel; evaluation methods; governmental organization and management; and laws and court decisions affecting law enforcement agencies. The position requires proficiency in the use of handcuffs, firearms, ASP baton, OC spray and other defensive and restraint devices. The position requires wearing the Departmental issued police uniform, including Sam Browne duty belt and related equipment. Environmental Factors: The essential functions of this position are performed inside and outside an office environment, in all types of weather conditions and varied artificial or natural lighting. The essential functions of this position require working irregular hours, including weekends, and holidays as needed to respond to court summons, emergencies and staffing shortages; working in close proximity to hazardous conditions including fire, smoke, and chemical spills. The essential functions of this position place the employee at potential risk through exposure to armed and dangerous persons, dangerous animals, communicable diseases, emergency driving, working in or near areas of high motor vehicle traffic, and natural and man-made disasters. The essential functions may also include adequate physical condition to perform necessary tasks, including but not limited to, effecting arrests; subduing resisting individuals; chasing fleeing suspects; running, walking, or crawling; climbing stairs and ladders; carrying equipment and injured or deceased persons; walking, standing or sitting for extended periods of time; performing life-saving and rescue procedures; and operating assigned equipment.
