2020-094 2020 Boards and Commissions Screening and Appointment ProcessDate: October 30, 2020 Report No. 2020-094 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Boards and Commissions 2020 Screening & Appointment Process DISCUSSION: The May 2, 2020 General and Special Elections were postponed to November 3, 2020 due to the COVID-19 pandemic. The effect of the postponements specific to the City’s boards and commissions program was the need to delay board and commission nominations/appointments as they relate to the 2020-2022 terms. A work session has been scheduled for December 15 during which the 2020-2022 Boards and Commissions Screening & Appointment Process will be presented to City Council. At that time, an overview of the nomination, vetting, appointment, terms, qualifications, and application processes will be detailed. At that time, City Council will be provided pertinent member information, including any applications submitted by existing Board or Commission members seeking reappointment, as well as applications for any interested citizens seeking appointment to a Board or Commission. The information will be provided in binder form to Council Members, as has been done in previous years. The proposed timeline is as follows. The nomination/appointment process and related timelines will also apply to the newly created Chief of Police Advisory Board. ● November 6, 2020 Email notifications will be sent to all existing members and other interested individuals to submit an online application, due November 20. • November, 2020 City staff will promote the upcoming Boards/Commissions appointment process across its communication channels and encourage interested individuals to submit by November 20 so their applications can be sent to Council. ● December 15, 2020 Staff Presentation to Council on the 2020-2022 Screening & Appointment Process ● December 30, 2020 Deadline for Council Members to submit nominations (if new, contact information is key) ● January 12, 2021 Formal appointments begin at City Council Meeting Note: Appointments can begin sooner based on nominations received in advance of the noted deadline and vetting completed. To better manage, track and monitor nominations, appointments, member database, and submission of applications, an online program is now available. Detail on current boards and corresponding membership (available here) will still be retained in the new format, while the application is streamlined to allow pertinent information to be captured and recorded without the need for manual entry.
