WHEREAS, the City Council deems it necessary and appropriate and in the public interest to continue to engage the engineering firm of Kimley-Horn, a Texas Corporation, located in Dallas, Texas (c6KHA"), to provide the City with professional engineering services pertaining to KHA's work in support of the City's Roadway Impact Fee and Rough Proportianality Policy Development; and WHE AS, the City staff has reported to the City Council that there is a substantial need for the hereinabove described professional services by the City of Denton, and that limited City staff cannot adequately perform the specialized engineering and other professional services and tasks with its own personnel; and WHEREAS, Chapter 2254 of the Texas Government Code, known as the 66Professional Services Procurement Acty99 generally provides that a city may not select a provider of professional services on the basis of campetitive bids, but must select the provider of professianal services on the basis of. demonstrated campetence, knowledge, and qualifications, and for a fair and reasonable price; and WHEREAS, the City Council hereby finds and concludes that KHA is apprapriately qualified under the provisians of the law, to be retained as an engineering firm for the City, respecting this engagement; and WHEREAS, the City Council has provided in the City budget for the appropriation of funds to be used for the pracurement of the foregoing professional services, as set farth in the "First Amendment to a Professional Services Agreement for Roadway Impact Fee and Rough Proportionality Policy Development;" NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: • . • • . -w � r � . � r + � . � •� . -� - . . �, t •' • . � . .�- -� • -� � - - , � , • - ,a , ' • - • . • • - • ' �.� •. . � ' • + ' ��• • . This amendment generally involves cevisions to further update the Mobility P(an to develop a travel demand mode{, expand the functional classifications, develop alternative design cross sections foc the type of roadway incorporaYing the pedestrian and bicycle components, evaluate future raadway service and alignments to provide cecommendations to current plan, and any related meetings. The various taslcs affected by this anzendment are listed below along with the associated chai°ges. The total contract amendment expenditure shall not exceed one-hundred and sixty-five thousand do[lars ($165,000) and is detailed �n Attachment 1. 1 1 !' • C� . - Task 1— Public Invo(vement and Meetings A. Staff Technical Committee Meetings - Up to six (6) meetings wili be atte'lded with the OWNER and are envisioned to cover the following elements; issues identification, travel demand modeling (2 meetings}, expanded functional classification systetn to include type of roadway, development of alternative cross sections, and overall plan development. B. Public Meetings - Three (3) Public Meetings will be attended to garner public input. These are envisioned ta accur at the outset of the project for issues identification and towards the end of the project for Plan recomrnendations. These public meetings could include presentations to the Mobility Committee and/or City Councrl. Task 2 — Data Collection T/ze following infornzation will be collected: • OWNER contacts — The OWNER will provide the organizational structure for the project team for the completian of the Mobility Roadway Plan update. • Previous Mobility Roadway Plan Reports — Tlie OWNER will provide the CONSULTANT tlie previous Mobility Roadway Plan report and any relevant Mobility Roadway Plan documentation created since the adoption of the current Mobi(ity Roadway PIan. • OWNER provided list of current raadways that have been identified for modificatian to the Mobility Roadway P[an. • Maps — The OWNER shall pcovide CONSULTANT with available GIS shapefiles, associated databases, and layer fifes in ESRI ArcGIS10.x format. All data shall be projected in NAD $3 State Plane, South Central Texas Zone coordinates. Data should include: i. Available ROW information; ii. Existing uti[ity locations; iii. Existing gas we(ls and gas li�ze; iv. Cantours; and v. FEMA flood plain data. Travel Model — The CONSULTANT will worl< on obtaining the current NCTCOG model used far its Mobility 2040 Plan. Task 3— Existing Conclitions Analysis The CONSULTANT will condt�ct and general overview of the existing thoi•ougl�face system to serve as a basis plan development. Elements included as part of this assessment will include; existing functional classification, existing network level-of-service, identification of critical intersections, existing and future major traffic generatois, current daily volumes and non-motorized and transit connectivity. Traffic volumes will be based on available information as compiled by the OWNER and supplemented with data fcom the current Raadway Impact Fee Study. Task 4— Develop and Calibrate Existing ("Base Year") Model The CONSULTANT will update the travel demand model identified fo�° use in Taslc 2. The CONSULTANT will revise the TransCAD model to reflect the network configuratians and demographic datasets cequiced to model the existing transportation system. ' � 1'• �r The CONSULTANT will review and modify Yhe existing traffic survey zones from the travel demand modeL The trafftc sutvey zones will be agreed upon prior to modeling work. The CONSULTANT will calibrate the network by functional class and up to 6 screen lines throughout the City according to the FHWA modeling methodology. Functional Street Classifications: This task w►11 include research of national best �cactices and industry standacds and make recommendatians for new functional street classifications to be considered as part of the plan update. B. Defz�e Type ofStreets: Recommendations will consider Context Sensitive Design for all transportation modes and built upon concepts that are wlder consideration locally and regionally. The CONSULTANT will use available COII�OLII'S, parcel data/right-of-way information, utilities, flood plain and gas well locations to aid in the cecommendation of alignment. The CONSULTANT will rely upon the accuracy of th� data col[ected during Task 2. TIZis task anticipates looking at up to ten (10) roadway alignments (new and existing). No roadway design or survey services wece assumed to be included as part of this project. E. Intersection Irz�provem.ents: CONSULTANT wil[ identify intersection impravement to aid in the overall mobility of tlle City.
