18-1460oRr�iNaNc� No. 18-1460 AN ORDINANCE OF THE CITY OF DENTON, TEXAS, AMENDING THE FISCAL YEAR 2017-2018 BUDGET AND ANNUAL PROGRAM OF SERVICES OF TH� CITY OF DENTON TO ALLOW FOR ADJUSTMENTS TO THE FOLLOWING FUNDS: (A) GENERAL FUND OF EIGHT HUNDREI7 TWENTY EIGHT T�IOUSAND ONE HUNDRED NINETY ON� DOLLARS ($828,191) FOR THE PURPOSE OF FUNDING OF EQUIPMENT, TWO MASTER PLANS, ANI7 PARK IMPROVEMENTS; (B) I7EBT SERVICE FUND OF TWENTY THOUSANT7 DOLLARS ($20,000) FOR THE PURPOSE OF FUNDING ADDITIONAL FEES; (C) RISK RETENTION FLJND OF SIX HUNDRED THOUSAND DOLLARS ($600,000) FOR THE PURPOSE OF FUNDING INCREASES IN CLAIMS; (I7) PARK LANI7 DEDICATION TRUST FUND OF ONE HUNT7REI7 THOUSAND DOLLARS ($100,000) FOR THE PURPOSE OF FUNDING ADDITIONAL PARK LAND; AND (E), PARK I7EVELOPMENT TRUST FUND OF ONE HUNDRED THOUSAND I70LLARS ($100,000) FOR THE PURPOSE OF FUNDING ADDITIONAL PARK DEVELOPMENT; DECLARING A MUNICIPAL PURPOSE; PROVIDING A SEVEIZABILITY CLAUSE, AN OPEN MEETINGS CLAUSE AND AN EFFECTIVE DATE. WHEREAS, pursuant to Ordinance Na. 2017-254, the City Council of Denton, Texas, approved the Fiscal Year 2017-2018 Budget and Annual Program of Services (the "Budget"); and amended the FY 2017-2018 Budget pursuant to Ordinances 18-003, 18-559 and 18-749 and WHEREAS, the City of Denton desires to increase funding in the General Fund to fund equipment, two master plans and Park improvements and other expenses; and WHEREAS, the City of Denton desires to increase funding in the Debt Service Fund to fund additional fees; and WHEREAS, the City of Denton desires to increase funding in the Risk Retention Fund to fund higher claims; and WHEREAS, the City of Denton desires to increase funding in the Park Land Dedication Trust Fund to fund additional Park land; and WHEREAS, the City of Denton desires to increase funding in the Park Development Trust Fund to fund additional Park development; and WHEREAS, the City Council finds that this Budget Amendment serves an important municipal purpose as eligible items for expenditure in the current Budget, consistent with Section 102.010 af the Texas Local Government Code and other applicable laws; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: SECTION 1. The findings set forth in the above preamble to this Ordinance are true and correct and are hereby adopted. SECTION 2. The Fiscal Year 2017-2018 Budget and Annual Program of Services is hereby amended by the City Council to allow for adjustments to the following funds: (A) General Fund of $828,191 increasing appropriations from $124,573,282 to $125,401,473; (Ii) General Debt Service Fund of $20,000, increasing appropriations from $85,790,964 to $85,810,964; (C) Rislc Retention Fund of $600,000 increasing appropriations from $3,485,772 to $4,085,772; (D) Park Land Dedication Trust Fund of $100,000, increasing appropriations from $400,000 to $500,000; and (E) Park Development Trust Fund of $100,000, increasing appropriations from $500,000 to $600,000. SECTION 3. This Ordinance shall be filed with the City Secretary, who is directed to attach a copy of this Ordinance to the Fiscal Year 2017-2018 Budget and Annual Program of Services. SECTION 4. This Ordinance was approved by at least five members of the City Council as required by Section 8.08 of the City Charter. �a1�d�" [ l�w� m5. If any section, subsection, paragraph, sentence, clause, phrase, or word in this Ordinance, or the application thereof to any person or under any circumstances is held invalid by any court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this Ordinance, and the City Council of the City of Denton, Texas, hereby declares it would have enacted such remaining portions despite any such invalidity. SECTION 6. It is officially found and determined that the meeting at which this Ordinance was passed was open to the public as required by law, and the public notice of the time, place and purpose of this meeting was given as required by law. SECTION 7.
