WHEREAS, upon approval by the City Council, Bridging Hope Ministries agrees to
responsibly host the Event at the Quakertown Park, within public interest, and without materially
disturbing persons of ordinary sensibilities in the immediate vicinity thereof; and
WHEREAS, the City Council finds that granting an exception to the limitations imposed
by Section 22-31 of the Code of Ordinances, and permission for the Event to be held at the
Quakertown Park in a location in said park other than in the designated area for overnight
camping, from Friday, November 16, 2018, at 6:00 p.m. to Saturday, N:;vember 17, 2018, at
8:00 a.m., would serve the public interest; NOW, THEREFORE;

SECTION 1. Pursuant to Section 22-31 of the Code of Ordinances, the Bridging Hope
Ministries is hereby granted an exception to the limitations imposed by said sections of the Code
of Ordinances for its Event subject to the following restrictions:

2. Event organizers for the Bridging Hope Ministries Sleep Out America event ("event
organizers") agree to take full responsibility for ensuring that the conditions of this
exception are met, and to take all reasanable measures necessary to avoid disturbing
persons of ordinary sensibilities in the immediate vicinity of the Event.

3. Event organizers agree to cease the Event at 8:00 a.m. on Saturday, November 17, 2018.
4. Under no circumstances shall the Event camp in the park past 8:00 a.m. on Saturday,
November 17, 2018.
5. Event organizers agree to ensure that the Quakertown Park on the north side of said park
is free from all camping items and debris resulting from such overnight camping and ready
for use by the general public by 8:00 a.m. Saturday, November 17, 2018.
6. This Ordinance confers no personal or property rights, and may be amended, modified,
suspended, or revoked in whole or in part at the will of the City Council without any
advance warning, hearing, or compensation, for any reason at all, or for no reason.
7. This Ordinance shall be strictly construed as an exception granted pursuant to Section
22-31 of the Code of Ordinances of the City of Denton. The City �f Denton, ex�ressly
reserves unto itself and all other persons any and all legal remedies, civil or criminal,
relating to camping or overnight events in the City parks, in connection with this event,
and hereby disclaims any promissory, or equitable estoppel which might in any way
impede the pursuit of such remedies by any person.
SECTION_ 2. This Ordinance shall become effective immediately upon its passage and
approval.
