1. Sobering Centers, defined as a place for individuals to stay in lieu of arrest until sober
enough to safely leave (four to six hours), are not permitted on the site.
2. The facility administrator must provide evidence of licensing in accordance with Texas
Health and Safety Code Chapter 464, Facilities Treating Persons with a Chemical
Dependency as part of the yearly fire inspection.
3, Any existing driveways which are not shown on the concept plan must be removed,
and curb and gutter repaired, concurrent with other required public improvements to
the street and sidewalk.

4. Bicycle racks are required to be installed at a rate of one per ten required parking
spaces.
5. The following buffers are required beginning at the front yard setback
a. Six-foot tall wood fence along the north, east, and south property lines
b. Medium- or small-canopy trees planted every 30 linear feet along the north and
south property lines
6. All future buildings must be designed with residential character, including
a. Primary entrances facing the public right-of-way or plaza
b. Buildings shall incorporate at least three of the following: dormers, gables,
recessed entries, covered front porches, cupolas, architectural posts, or bay
window with a minimum 24 inches of projection
c. The front fa�ade (facing the public right-of-way) must provide windows and
doors for at least 15 percent of the wall area.
d. Exterior finishes shall be of wood, masonry, or cementitious siding, as those
terms are defined in the 2019 Denton Development Code, approved by
Ordinance DCA18-0009q.
e. Masonry, as that term is defined in the 2019 Denton Development Code,
approved by Ordinance DCA18-0009q, shall comprise a minimum of 25
percent of the exterior finishes of the total building elevation
7. All existing and proposed solid waste receptacles must be located along the rear
property line and screened from public view.
8. All other requirements outlined in the DDC regulations adopted on April 23, 2019 by
Ordinance DCA18-0009q shall apply, including, but not limited to, tree preservation,
landscaping, fencing, and screening.
"�f�� "1'l'���I'."�,w The attached concept plan and narrative provided in Exhibit "B" specify the
following activities, and are incorporated as requirements of the SUP. Activities other than those
expressly permitted below (regardless of the building in which the listed activities are conducted)
shall not occur on the site:
1. Administrative Buildings (1516 North Ruddell Street): Within this structure,
administrative and clinical staff provide training, education, substance use disorder
treatment, and case management services for residential program occupants and for
outpatient individuals and families.
2. Program Residential Housing (1522 and 1524 North Ruddell Street): This program
includes two duplexes (four total dwelling units), which can accommodate a maximum
32 male residents. Participants in the program must be medically cleared from detox
complications and remain drug- and alcohol-free during the minimum 90-day stay.
Residents must obtain full-time employment or be enrolled in school for a minimum of
35 hours per week. In addition to outside work or school, residents must pay fees for
their housing, prepare meals, and maintain the cleanliness of the property. SONTX staff
members are onsite during night and weekend hours for resident support, decision-
making assistance, program compliance, drug and alcahol testing, and to ensure the
safety of the residents.
3. Return to Monitor House (1500 North Ruddell Street): This program includes a duplex
for two single mothers who have completed a minimum 90-day treatment program, are
nearing graduation from Denton Count Family Drug Court, and are awaiting
reunification with their children. This facility provides a stable residence for these
mothers as they complete Child Protective Services (CPS) requirements to obtain
permanent custody of their children.
4. Ambulatory Detox Housing Program (1514 North Ruddell Street): This program would
provide housing, medical care, and treatment for 6 adults who are completing
outpatient detox from a substance use disorder. Residents would be monitored by full-
time program health techs and medical professionals and receive treatment and
counselling from qualified clinical staff. Once the residents have completed the
ambulatory care detox, they would be transferred to the Program Residential Housing.
5. Additional Program Residential Housing (future 1526, 1502, 1504, and 1506 Narth
Ruddell Street): The additional Program Residential Housing would include one duplex
for men and three duplexes for women ($ total dwelling units), accommodating up to
eight residents per dwelling unit (64 total residents). Resident requirements would be
similar to the existing Program Residential Housing.
6. Additional Administrative Building (future 1510 North Ruddell Street): Future
administrative off�ces may be needed to accommodate growth and staff needs.
7. Two pavilions for outdoor activities.
8. Accessory structures for storage.
9. Two driveways on North Ruddell connecting to an internal loop drive.
�1� ( B„�'�d�mmhrl �1�. ��a'�iY�e���°� i�� �°���r�� ���� . Except as otherwise stated above, all terms of the SUP
shall be complied with prior to issuance of a Certificate of Occupancy. Failure to comply with any
term or condition of the Ordinance will result in the SUP being declared null and void, and of no
force and effect. The SUP is issued to the entity named above runs with the land, and is assignable
and transferable to subsequent owners of the Property.
,�1 �""�"1f�N '� �t.Jl� C��;�el<��i��r�:�� Upon notice to the property owner and a hearing before
the City Council, a SUP may be revoked or modi�ed if: l. There is one or more of the conditions
imposed by this Ordinance that has not been met or has been violated on the Property; or 2. The
SUP was obtained or extended by fraud or deception; or 3. As otherwise permitted by law and/or
Denton's Zoning Ordinance.
SECTION 6. Unlawful use. It shall be unlawful for any person, firm, entity, or corporation

to make use of the above-referenced Property in some manner other than as authorized by the
Denton's Codes of Ordinances and this Ordinance.

any person or circumstance is held invalid by any court, such invalidity shall affect the validity of
the provisions or applications, and to this end the provisions of this ordinance are severable.
�1�: � 1 Ct�,�)w1�»1 � C���'c�������rm Any person, frm, entity or corporation violating any provision of
this ordinance shall, upon conviction, be fined a sum not exceeding $2,000.00 for each violation.
Each day that a provision of this ordinance is violated shall constitute a separate and distinct
offense. The penal provisions imposed under this Ordinance shall not preclude Denton from filing
suit to enjoin the violation and it retains all legal rights and remedies available to it under local,
state and federal law.
SECTION 9. In compliance with Section 2.09(c) of the Denton Charter, this ordinance
shall become effective fourteen (14) days from the date of its passage, and the City Secretary is
hereby directed to cause the caption of this ordinance to be published twice in the Denton Record-
Chronicle, a daily newspaper published in the City of Denton, Texas, within ten (10) days of the
date of its passage.

Ruddell Campus Specific Program and Use
Program Residential

Program description — all residents are able bodies adults diagnosed with Substance Use
Disorder. All residents must be medically cleared from detox complications and drug free. All
residents must remain drug and alcohol free throughout residency. If someone is medically
unstable or able to carry out expected duties, they are referred to a higher level of care.
(hospital and/or inpatient treatment center)
All residents are required to obtain full-time employment and pay fees for their own housing.
Exceptions are student with a full-time day class load, Part-time students who also work part-
time during daytime hours, and individuals on disability however, they are required to either
work or volunteer no less than 20 hours a week during daytime hours. Individuals on disability
are allowed to use benefits to pay residential fees and students are allowed to have family pay
residential fees. Working/school hours are to be a minimum of 35 hours and no more than 50
hours. All residents are required to prepare provided food and responsible for cleanliness of
property. Program is a minimum of 90 days utilizing a level system to track progress.
Substance Use Disorder peer driven meeting take place 3 nights a week for 1 to 2 hours in the
respective residential duplexes.
Staff referred to as House Mangers alternate shifts during the night and weekend hours for
support, decision making, compliance, drug/alcohol testing, and safety concerns. If problem
arises house staff contacts full-time Program Tech, Operations Director, and/or Executive
Director.
Program goal is long term recovery and self-sufficiency to successfully reintegrate into the
community as a productive member of society.
Return to Monitor House
Currently 1500 A&B
Maximum occupancy — 2 single mothers and their children
This duplex is for single women who have completed our minimum 90-day program and all
requirements for successful completion, nearing graduation of Denton County Family Drug
Court, and ready to have their child/children returned. During the CPS Return to Monitor phase
women sign a minimum 6-month lease and continue to meet all CPS requirements to have a
final and permanent return of their child's custody,
While in our Return to Monitor program women are required to pay rent, attend one 12-step
meeting per week, and meet with financial advisor once a month. Drug/alcohol tests are
randomly conducted once a month in our administrative building. There are no further program
requirements or live in staff, this is their place of residency while completing final CPS
requirements,

Ambulatory Detox Housing Program
Future program 1614 N Ruddell Single Family Home
Maximum Occupancy — 6 adults
Program description — clients will receive medical care from our Medical Director in
Administrative Building and reside in 1514 N Ruddell while completing Ambulatory Care
(outpatient) detox from Substance Use Disorder, All residents must be medically stable for
ambulatory care or they are referred to a higher level of care. Determination is made by
Medical Doctor.
Residents in this program will be monitored by full-time techs, seen by nurse daily, and medical
doctor as needed. During ambulatory detox residents will receive Substance Use Disorder
Treatment during daytime hours from qualified clinical staff (therapists) in Administrative
Building. Treatment will be 5 days a week for a minimum of 5 hours a day. Residents will attend
peer driver recovery meeting 3 nights a week for 1 to 2 hours. Residents are responsible for
preparing provided food and will reside at night in 1514. Once residents have completed
Ambulatory Care Detox, they will transfer to existing Program Residential Housing.
Administrative Building
Current 1516 N Ruddell
Administrative and clinical staff perform educational, case management, administrative,
substance use disorder treatment, and training. Business concludes at 9am and building is
vacated for the night. Administrative staff leaves by 6 and clinicians provide IOP & SOP
(Intensive Outpatient Treatment & Supportive Outpatient Treatment) 5 nights a week for 3
hours. (IOP 3 nights — SOP 2 nights)

2^d Administrative Building and possible Sobering Center
Future 1510 N Ruddell
Secondary administrative building without clinical staff for future growth and staff needs.
Possible Sobering Center — a collaboration with City of Denton and County where Law
Enforcement brings individuals charged with Public Intoxication, Stay is approximately 4 to 8
hours until individual is sober enough to safely leave on their own. Staff would include 2 case
managers, program health tech to check vitals every 2 hours, and security personnel. Program
is based on the Houston Sobering Center. Estimated saving to city of Denton is $250,000
without full county collaboration, with county collaboration (DCSO, Lewisville, Flower Mound,
etc. savings to city of Denton is estimated at $750,000 per year. Separate Sobering Center
Program outline available, All eligible Police Departments and DCSO have expressed willingness
to participate.
If building is to house Administrative and Sobering center building will be divided into 2
separate areas with separate entrances. 1510 & 1512 N Ruddell if building is divided.
Other Structures include storage sheds and 2 pavilions for outdoor activities.
