AN ORDINANCE OF THE CITY OF DENTON, TEXAS, AUTHORIZING THE CITY
MANAGER, OR HIS DESIGNEE, TO ACCEPT THE COMPREHENSIVE SELECTIVE
TRAFFIC ENFORCEMENT (STEP) GR.ANT (GR.ANT NO. 2020-DENTON PD-S-lYG-00069)
FROM THE U.S. DEPARTMENT OF TRANSPORTATION PASSED THROUGH THE TEXAS
DEPARTMENT OF TRANSPORTATION IN THE AMOUNT OF $97,315.08, WITH A CASH
MATCH IN THE AMOUNT OF $57,729.50 FROM THE CITY, EQUALING A COMBINED
TOTAL OF $155,044.58 FOR THE GRA.NT, FOR THE PERIOD OF OCTOBER 1, 2019
THROUGH SEPTEMBER 30, 2020; AUTHORIZING THE EXPENDITURE OF FUNDS
THEREOF; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Denton (` `the City") desires to increase public safety and
to reduce car crashes, injuries, and fatalities related to driving offenses, dish�actions, and the failure to urilize
occupant restraints;
WHEREAS, the City of Denton has been awarded the C�����z°����,�ive "Selective Traffic
Enforcement Program (STEP)" grant (Grant No. 2020-Denton PD-S-lYG-00069) from the U.S.
Department of Transportation, and the City Council finds that the Grant Agreement General Terms
and Conditions, incorporated herein by reference, are acceptable;
WHEREAS, the C����°��w���������r�e "Selective Traffic Enforcement Program (STEP)" grant will
provide financial assistance toward expenditures related to the grant program, including salaries and
fringe benefits, mileage reimbursement, travel expenses for the Lifesavers National Traffic Safety
conferences, equipment and other miscellaneous expenses related to the grant program's goals and
objectives;
WHEREAS, the City Council finds it in the best interest of the citizens of the City of Denton
to authorize the City Manager, or his designee, to accept the C�►�a��r��k����ive "Selective Traffic
Enforcement Program (STEP)" grant (Grant No. 2020-Denton PD-S-lYG-00069) in the amount of
$97,315.08 from the U.S. Department of Transportation for the period of October l, 2019 through
September 30, 2020, which supports the enforcement of traffic laws for increased public safety; and
WHEREAS, the City Council further finds that it in the best interest of the citizens of the
City of Denton for the City to provide a cash match in the amount of $57,729.50, which may include
a combination of City overtime, fringe benefits, and equipment costs; NOW THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS:
SECTION 1. The iindings and recitations contained in the preamble of this Ordinance are
incorporated herein by reference.
SECTION 2, The City Council approves and authorizes the City Manager, or his designee,
to accept the Comprehensive "Selective Traffic Enforcement Program (STEP) grant in the amount
of $97,315.08 on behalf of the City and to take such additional actions as the City Manager, or his
designee, determines necessary and appropriate to effectuate the purpose of the grant, including but
not limited to the expenditure of matching funds in the amount of $57,729.50, which may include a
combination of City overtime, fringe benefits, and equipment costs.
SECTION 3. If any section, subsection, paragraph, sentence, clause, phrase, or word in
this Ordinance, or the application thereof to any person or under any circumstances is held invalid
by any court of competent jurisdiction, such holding shall not affect the validity of the remaining
portions of this Ordinance, and the City Council of the City of Denton, Texas, hereby declares it
would have enacted such remaining portions despite any such invalidity.
SECTION 4. This Ordinance shall become effective immediately upon its passage and
approval.
