Fall Lights Out Nights — In a Proclamation dated April 19, Mayor Hudspeth proclaimed "Lights Out Nights" for both Spring and Fall peak bird migration periods. The Proclamation encourages all citizens and businesses to turn off non-essential lighting during critical bird migration periods. Staff received medium-level migration alerts from BirdCast this past week. Fall peak migration is estimated to extend from September 5 through October 29, 2022. As peak migration nights approach, residents are encouraged to sign up for local alerts by BirdCast or follow City of Denton Sustainability on Facebook. Political Rally Event, Civic Center Capacity—Civic Center staff were contacted regarding the rental of the Civic Center rotunda for a political rally for Democratic gubernatorial candidate, Beto O'Rourke. Event organizers inquired about the capacity of the Civic Center. Parks and Recreation staff consulted with Building Inspections and the Fire Marshall. After a review of the space, both the Fire Marshall and Building Inspections recommended the building capacity for standing-room events to be 1,200. Earlier this year on Sunday,February 6, O'Rourke held a public event rally in Quakertown Park. Police were on site for the public event and were required to intervene on several occasions for incidents between rally participants and protesters. Per the Civic Center Rental policy,events in excess of 100 attendees require event security. The policy also states additional security may be required due to the size and type of the event and the potential impact on public safety. In reviewing the proposed rental with the Police Department, their recommendation is to limit the capacity to 1,000 attendees. This recommendation is based on the event in February, the need to maintain public safety, and the need for officers to be able to move freely through the event crowd. Staff contact:Nikki Sassenus, Parks and Recreation C. Teen Council 2022-2023 — The Parks and Recreation Department is excited to announce the reinstatement of the Teen Council. The program's mission is to develop youth leaders who are committed to learning about local government and the roles they could play in the City as they grow older. Furthermore,the program aims to empower,enlighten, and inspire all young people within the community. The program will run from October 2022 through May 2023. Meetings will be held on the second Tuesday of each month, excluding Denton Independent School District holidays. Tentative dates for community service, fundraising, and event opportunities will be discussed in the first month. Teens ages 14-18 can obtain an application by registering for the program online or by visiting any of the recreation centers. Applications are due by August 29 via email. Applications will be reviewed and scored against a predetermined rubric. Candidates chosen to move forward will be notified by email no later than Friday, Sept. 2, and invited to an in-person introductory meeting to be held on Tuesday, Sept. 13. This meeting will serve as the final step in the selection process, and official notice of selection will be provided via email no later than Friday, Sept. 23. Space is limited to 30 teens. Staff has maintained an 80% value assumption for the remaining 7%under protest. Based on the recent update from the DCAD, the City expects to receive certified totals by Monday, September 12, 2022. Denton 360°ProgramRegistration—Registration continues for the Fall 2022 Denton 360° program. Currently open to Denton residents and business owners,the program consists of eight interactive sessions designed to give an in-depth, behind-the-scenes look at City of Denton operations, including how our city works and how decisions are made. Sessions will be held on select Thursdays and Saturdays from September 15 through December 13, with a graduation and City Council proclamation scheduled for Tuesday,December 13. Certified Public Works Infrastructure Inspector CPII) — The Certified Public Works Infrastructure Inspector (CPII) is a nationally recognized certification program from The American Public Works Association (APWA). The purpose of this certification is to promote quality infrastructure by advancing the knowledge and practice of construction inspection. This program is also intended for individuals who inspect the construction of public infrastructure and facilities and for those who perform duties that may include observation, measurement, testing, and documentation. To be eligible, an individual must have at least five years of experience in the inspection of public infrastructure. Preparation for the certification exam requires reading numerous industry manuals, skills in mathematics, and pulling from on-the-job experience. The certification requires ongoing education, as well as following APWA Standards of Professional Conduct to remain in good standing. 3 There are currently only 270 Certified Public Infrastructure Inspectors nationwide, including 41 in the state of Texas. Robert Plato and Wesley McBride, in the Public Works Inspection Division, passed the examination and are both now Certified Public Works Infrastructure Inspectors. The City of Denton now has two of the ten CPIIs in the DFW metroplex. Robert has over 15 years of experience between his time at the City of Denton and the Texas Department of Transportation(TxDOT). Wesley has over 27 years of experience between his time at the City of Denton and TxDOT. Staff contact: Rebecca Diviney, Capital Projects/Engineering G. Denton Record-Chronicle Digitization Grant Project Update — As of August 2022, the Denton Public Library has made over 12,500 historic issues of the Denton Record- Chronicle (DRC) available to the public through the DRC Digitization Project. The digitized images, beginning with issues published in 1908, are freely accessible through the University of North Texas Libraries'Portal to Texas History. The digitized newspapers are keyword searchable and can be browsed by date. The online collection has been accessed over 75,000 times since the project started in 2019. Full page scans of newspaper issues including all text and photographs are available for research for those seeking information about Denton's History. Christina Draper, a Texas Woman's University student gave the following feedback about the digital newspaper collection. "Using the free access to the digitized Denton Record- Chronicle through the Portal to Texas History for my graduate research project has been incredibly valuable. I am researching the black soldiers of WWI that served from Denton (who, shockingly have not been recognized in any meaningful way) and using the newspaper articles available has given me insight into their daily lives in addition to information about their individual war service that I otherwise would not have. I am hopeful that through the use of these digitized records I will be able to flesh out the story of these heroic men and help give them the proper attention and gratitude they deserve. In addition, my 7th-grade daughter, in her Texas History class, has also used the digitized newspaper for a small project in her class. Having the ability to see and use the actual papers from the day gives her a perspective a textbook would not have. I am hopeful that the full collection will be digitized in the future for both scholastic and personal use." Funding for the project was made possible by the Texas State Library and Archives Commission (TSLAC) through the TexTreasures grant program, which is supported by Library Services & Technology Act funds through the Institute of Museum & Library Services. This was the third TexTreasures grant award received by the Denton Public Library for a total of$74,460 in grant funding. Staff contact: Jennifer Bekker, Library H. Denton Women's Club Building — The City of Denton Real Estate Department has obtained the attached title report from Hollerbach & Associates, Inc. identifying the existing property rights of the Denton Women's Club Building located at 610 Oakland Street. The title report provides that the City is the owner of the land, but the property is subject to a leasehold interest held by the Women's Federated Clubs of Denton, Texas ("Women's"). The leasehold interest is for a 99-year lease term which will expire on August 3, 2026. The lease agreement attached provides that the building and improvements are under the control, supervision, and management of Women's and that Women's retains the right to sever and remove the improvements before or at the expiration of the lease. DTV Videos for August-In addition to producing public meetings,DTV staff collaborates and releases videos that raise awareness, educate, and inform our community. Of all the videos produced this month, staff would like to highlight the following and encourage Council to share them. 1. Out There with the Mayor: YouTube, Facebook In this episode, Mayor Gerard Hudspeth visits the Denton Airport to learn about its positive economic impact on the city and just how busy it is! 2. Deer Crossing Signs: YouTube, Facebook If you are looking for a sign that Denton cares about our four-legged friends—THIS IS IT! Meet Cody Nissen with our Traffic Operations Department who on this day was making some deer crossing signs. See how he's making Denton roadways safer for all of us! 3. North Texas Fair&Rodeo 2022: YouTube, Facebook Howdy! The 94th annual North Texas Fair and Rodeo kicked off last Friday and runs through August 27. They've got fun for the whole family! All videos air on DTV,are shared via social media channels,and are available on the Cites YouTube channel. Illegal Dumping & Camping in Vacant Field—On August 15, Mayor Hudspeth contacted staff on behalf of a property owner regarding issues of illegal dumping and camping in a vacant field adjacent to a self-storage facility. The business owner reported individuals can access the vacant field via a fence hole separating the field from a nearby apartment complex. The business/property owner was advised to contact the City's Homeless Coordinator to report any future activity involving persons experiencing homelessness and to use the Police non-emergency line to report any illegal activity. A report was submitted to the HOT and Street Outreach teams to make contact, assess the property ownership, and take other actions based on the site as needed. Community Improvement Services will also review the possible access through the apartment fence in the event there is a property code violation present. Staff contact: Dani Shaw, Community Services B. Kings Row Construction—On August 16,Mayor Pro Tern Beck,contacted staff concerning a road closure on Kings Row near 288. This section of Kings Row experienced a brief closure of under two hours for microseal application and curing. The residents in the area were notified of the closure via door hangers 48 hours prior to the closure. A complete list of streets receiving microseal treatment is available and streets receiving treatment are now also detailed on the City's Capital Improvement Plan map. A video providing an overview of the microseal program is also available to share with residents. Staff contact: Daniel Kremer, Public Works C. Microseal Update — On August 20, Mayor Pro Tern Beck contacted staff concerning the microsealing performed on Victoria Dr. The microseal process was completed on August 9, 2022. Staff re-inspected the street on August 22, after receiving the concern, and confirmed the microseal laid meets the current standard for specifications and level of roughness. The Streets Department will continue to monitor the microseal throughout the warranty period and make adjustments as needed. Staff contact: Jeremy Wilks, Public Works 5 D. Utility Work between Westchester Street and Cordell Street — On August 22, Council Member Davis contacted staff inquiring about a port-a-potty located at Emery Street, related to Texas State Utilities' and Atmos Energy's replacement of a gas main and services in the public utility easement between Westchester Street and Cordell Street. Atmos informed staff the work is estimated to last two months. Staff provided Council Member Davis with a direct contact for the Atmos Field Construction Coordinator. The work is an independent project for Atmos Energy and not related to any city project. Staff contact: Trevor Crain, Capital Projects/Engineering E. Claim of Vehicle Damage — On August 22, Mayor Hudspeth asked staff to contact an individual regarding allegations of vehicle damage due to the construction on Hill Alley St. Staff reached out to the vehicle owner and provided him with the contractor's contact information to initiate the claim process. Indoor Pickleball Courts- On August 24, City Council and Members of City Management received several email requests from patrons requesting additional indoor space for pickleball. The Parks and Recreation Department currently offers indoor free play for pickleball at North Lakes Recreation Center on Tuesdays and Thursdays from noon to 3 p.m. The Parks and Recreation Department evaluated the current space, and beginning September 12th, additional open play pickleball will be available on Mondays and Fridays from 11 a.m. to 1 p.m. at Denia Recreation Center located at 1001 Parvin St. Staff contact: Nikki Sassenus, Parks and Recreation Upcoming Community Events and Meetings A. Clear the Shelter Event — The City of Denton will be conducting a Clear the Shelter pet adoption event Saturday, August 27, at the Linda McNatt Animal Care and Adoption Center(3717 N Elm St.). During the event, all adoption fees will be waived. Adopters will receive a gift bag, and a box of Adaptil Calm or Feliway Classic with each adoption,which aids in managing stress and anxiety in animals settling into their new homes. Pecan Creek Trail Virtual Meeting—Parks and Recreation Department scheduled a virtual public meeting for the Pecan Creek Linear Trail Master Plan on August 30 from 6 p.m. to 8 p.m. Parks Planning staff and consultants are working diligently on identifying a conceptual plan and are eager to share that plan with the public and receive residents' input. It is understood and agreed by and between the parties hereto that the partye - of the second part shall have the right to construct a club house or other improvements upon said property hereinabove described under its own supervision and management,subject,however, to the approval of the Park Board of the said City of Denton,and that any and all improvements that shall hereafter be erected or constructed upon said premises herein leased unto the party of the second part shall be with the consent and with the approval of the said Park Board of the said City of Denton, Texas. • G 4. It is further understood and agreed that subject to the provisions set out in the preceding paragraph hereof that said property shall at alltimes be in the posesssion and under the control, supervision and management of the party of the second part, subject to the terms and provisions hereof for the period of time herein above stated, so long as the said party of the second part shall use the same for a lawful purpose in connection with the activities of the Woments Federated Club of Denton Texas, or their successors. 5. It is contemplated by the parties hereto that second party desires to procure a loan upon its said property so constructed upon the above described premises and that for the pur- pose of creating a lien thereon the said party of the second part shall ha#e the right to I f assign,pledge or hypothecate said lease as security for the repayment of said loan, together with the improvements thereon situated, provided, however, that should the party of the second part ever cease to use said property from any cause, then it , or its successors or assigns, shall have the right to sever and remove the improvements placed upon the above described premises either before or at the expiration of the date for- which said property is hereby leased; provided, further,however,that second party, its successors or assigns, shall never be permitted to use said property for any unlawful purpose. 6. It is further agreed and understood by and between the parties hereto that all costs and expenses incurred in the construction of any building or improvements upon the above described premises,together with the upkeep thereof, shall be borne"',by the party of the second part. 7. It is further especially understood and agreed by and between both parties hereto i that in case a loan should be negotiated by the party of the second part and a foreclosure is r had under the terms of the said loan as negotiated, the, first party hereto, the City of Denton Texas , shall have and reserves the right to redeem said land from said sale for the amount of the face of the note and accumulated interest at any time after the same has been declared due acid subject to foreclosure and the sale of said land, by paying the face of said note and accumulate i interest only, and said City of Denton shall succeed to all the rights of the holder of said indebtedness.
