AN ORDINANCE OF THE CITY OF DENTON, TEXAS AMENDING CHAPTER 25 OF THE
CODE OF THE CITY OF DENTON, TEXAS BY ADDING SECTION 25-15, RELATED TO
NEW PROCEDURES FOR NAMING AND RENAMING STREETS; AND PROVIDING FOR
A SAVINGS CLAUSE AND AN EFFECTIVE DATE.
WHEREAS, the City of Denton has processed and approved proposed street renaming
requests informally in the past; and
WHEREAS, the City of Denton does not currently have formal procedures for naming and
renaming streets; and
WHEREAS, formal procedures for naming and renaming streets are needed to provide the
public a clear understanding and expectation of what is required to name or rename a street; and
WHEREAS, the City Council of the City of Denton finds it to be in the best interest of the
citizens of Denton to have formal procedures for naming and renaming streets; NOW,
THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS:
SECTION 1. The findings and recitations contained in the preamble of this ordinance are
incorporated herein by reference.
SECTION 2. The Code of Ordinances is amended by adding Section 2515 — Procedures
for Naming and Renaming Streets and is -attached hereto as Exhibit A.
SECTION 3. Should any paragraph, section, sentence, phrase, clause or word of this
Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance
shall not be affected thereby. To this end, the provisions of this ordinance are severable.
SECTION 4. This Ordinance shall be effective immediately upon its passage and approval.

Section 25-15. - Procedures for Naming and Renaming Streets
(a) New Streets
(1) New streets shall be named to provide for the continuity of existing streets
and to prevent conflict with identical or similarly spelled or pronounced
names in other areas of the City and Extraterritorial Jurisdiction.
(2) An applicant may suggest a street name, but approval is at the sole
discretion of the City.
(3) Review and approval of a street name by City of Denton staff is required
before a final plat may be approved. Naming of a street will be considered
on a case-by-case basis and assessed for potential conflict of interest and
alignment with the City's mission and values.
(4) City staff reviews and approves street names on all plat applications in
accordance with the following: the approved street naming standards which
is published on the City's website, the National Emergency Number
Association, the Federal Geographic Data Committee, the United States
Postal Services Publication 28, and applicable portions of the City of Denton
Code of Ordinances and Denton Development Code.
(b) Renaming Streets
(1) Once a street has been dedicated to and accepted by the City, changing the
name of an existing City street shall require the approval of an ordinance by
the City Council.
(2) Renaming of a street will be considered on a case-by-case basis and
assessed for potential conflict of interest and alignment with the City's
mission and values.
(3) An application for renaming a street may be filed by:
a. A property owner and/or property owners which have more than 50
percent of total linear feet of their property abutting both sides the
subject street (e.g. if both sides of the street equal 1,000 total linear
feet, then the minimum linear feet of properties abutting the subject
street must be 501 feet or more), or
b. An officer or attorney representing a governmental subdivision,
agency, or department. Elected officials may not file an application
for renaming a street.
(4) An application for renaming a street must include:
a. The current official street name;

b. The proposed new street name, which must follow the approved City
standards for street naming/renaming;
c. A map showing the location and portion of the subject street for which
the street renaming is proposed;
d. The name and property address of each person, group, agency, or
entity requesting the renaming of the street; and
e. Written description of how the request meets one or more of the
reasons for renaming a street prescribed in Section 25-15(b)(4)
below.
(5) An application for renaming a street may be considered if the renaming is for
one or more of the following reasons:
a. To establish continuity of a street name;
b. To eliminate duplication of name spelling or phonetics;
c. To correct a misspelling;
d. To enhance ease of location;
e. To allow for consistency in street numbering;
f. To provide a necessary street type designation such as "street,"
"lane,", "boulevard," etc.
g. To enhance a neighborhood through the association of a street name
with its location, area characteristics, and/or history;
h. The proposed new street name has historical significance; or
i. To honor a person, place, institution, group, entity, or event.
1. If the reason for renaming of a street is to honor a person, the
individual must:
a. Have been a resident of the City of Denton; and
b. Be of good moral character and must not have been
convicted of any felonies, or crimes of moral turpitude;
and
c. Have made exceptional contributions on a local, state,
national, or world level; and
d. Have achievements that represent a lasting legacy to
the mission of the City.

e. Have performed outstanding or heroic service. An
Individual who died in the line of duty serving the City
of Denton, the State of Texas, or the United States of
America; or died performing a heroic act, such as
saving the fife of another person; or a deceased
individual who has made a significant and lasting
contribution to humanitarian causes on a world or
national level.
2. If the reason for renaming of a street is to honor a place,
institution, group, entity or event, the place, institution, group,
entity or event should have made exceptional local, state,
national, or world contributions and their achievements represent
a lasting legacy to the mission of the City.

(6) The following process shall be followed for renaming a street:
a. City staff shall review the application and shall send two written
notices to the owners of property abutting the subject street of the
proposed renaming at least 60 days and 30 days prior to the
application being presented to the City Council. The notices shall
contain the date of the City Council's consideration of the application
and shall provide means for a response to be submitted in favor or in
opposition to the request. If the affected owners fail to respond to the
written notifications, then such non -response shall be deemed as
acceptance of the proposed renaming.
b. If the application indicates that the proposed renaming has any
historical significance due to a historical person, age or event or
relates to any historical structures or landmarks on the subject street,
then the request will first be forwarded to the Historic Landmark
Commission for a recommendation prior to the application being
forwarded to the City Council.
c. If an owner of property abutting the subject street opposes the
proposed street renaming, the Council shall hold a public hearing
before taking action on the application for renaming a street.
d. Upon approval of a street renaming by the Council, a copy of the
ordinance shall be recorded in the Denton County records and
forwarded to City and County GIS staff.
