AN ORDINANCE OF THE CITY OF DENTON APPROVING THE USE OF RESOLUTIONS
FOR ADOPTION OF POLICIES; CLARIFYING ADOPTION OF POLICY STATEMENTONLY; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, pursuant to Ordinance 2-28, the City Council of the City of Denton, a Texas
home-rule municipal corporation (the “City”) adopted the procedure for promulgating andamending City of Denton policies; and
WHEREAS, recognizing such procedure, historically, policies in the City have also been
adopted by ordinance and administrative action from time to time; and
WHEREAS, City Council finds that it is necessary to provide for a consistent procedurefor all policies that come before it; NOW THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS:
SECTION 1. The findings and recitations contained in the preamble of this ordinance are
incorporated herein by reference.
SECTION 2. City Council provides that any policy that is subject to Ordinance 2-28 and
Policy 1.00, as amended, no matter how promulgated or amended prior to the issuance of this
ordinance, will be amended through the passage of a resolution by the City Council henceforth.
All new policies promulgated hereafter will be through resolution in accordance with Ordinance2-28
SECTION 3. For the avoidance of doubt, only the Policy Statement portion of all past
policies, no matter how promulgated or amended prior to the issuance of this ordinance, were
adopted and approved of by City Council. Past City Council action only adopted and approved
the “Policy Statement” portion of any Policies, Procedures, and Administrative Directives brought
before City Council. The “Administrative Procedures” and “Administrative Directives” portion of
any past policy brought before City Council is not a policy of the City Council, but rather, an
administrative procedure describing the means and methods by which City management
implements the Policies, Procedures, and Administrative Directives. The City Manager is
authorized to amend and issue such administrative procedures and directives as deemed necessary
to implement the Policies, Procedures, and Administrative Directives related to personnel and
internal operational matters.
SECTION 4. This ordinance shall become effective March 22, 2022.
