AN ORDINANCE OF THE CITY OF DENTON AUTHORIZING THE CITY MANAGER TOEXECUTE AN AGREEMENT BETWEEN THE CITY OF DENTON AND OSHER LIFELONG LEARNING INSTITUTE AT THE UNIVERSITY OF NORTH TEXAS (OLLI at UNT) TOOFFER A DISCOUNTED MEMBERSHIP OPTION TO DENTON PARKS ANDRECREATION PASS HOLDERS 50 YEARS AND OLDER AND UTILIZE SPACEPROVIDED BY CITY OF DENTON RECREATION CENTERS; AUTHORIZING THE CITYMANAGER. TO PERFORM ALL OBLIGATIONS OF THE CITY UNDER THE AGREEMENT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Osher Lifelong Learning Institute at the University of North Texas (“OLLI at UNT”) is a lifelong learning program that offers non-credit courses and events to provide an educational program that fosters intellectual stimulation and social engagement through an extensive array of learning opportunities curated by and for adults age 50 and better; and WHEREAS, OLLI at UNT is part of a national network of Osher Lifelong Learning Institutes that receive support from The Bernard Osher Foundation; and WHEREAS, the City of Denton (“City”) proposed a Memorandum of Understanding (“MOU”) regarding OLLI at UNT’s provision of offering a discounted membership option for Denton Parks and Recreation (“PARD”) Rec Pass holders age 50 and older that would be effective unless terminated in accordance with the terms of the Agreement; and WHEREAS, OLLI at UNT staff has reviewed the MOU required by the City and is of the opinion that it should be approved; and WHEREAS, the City Council finds it is in the public interest to approve the MOU;NOW THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: SECTION 1. The findings and recitations contained in the preamble of this ordinance are incorporated herein by reference as true and as if fully set forth in the body of this ordinance. SECTION 2. The City Manager, or designee, is hereby authorized to execute on behalf of the City the Memorandum of Understanding between Osher Lifelong Learning Institute at theUniversity of North Texas and City of Denton for the provision of discounted OLLI memberships, a copy of which is attached as Exhibit “A“ and incorporated herein, SECTION 3. The Interim City Manager, or designee, is further authorized to carry out all duties and obligations to be performed by the City under the MOU, including, but not limited to,the expenditure of funds. SECTION 4. This Ordinance shall become effective immediately upon its passage and approval. Background As adults age, staying healthy and living longer is valuable. Physical fitness is considered crucial to aging well, but so is keeping the mind active. Mental clarity, memory retention, and overall brain health are just a few of the benefits that result from staying engaged through lifelong learning opportunities. Purpose This MOU will outline how the City and OLLI at UNT will partner to provide access to lifelong learning opportunities for adults aged 50 and better. The above goals will be accomplished by undertaking the following activities: 1. Services provided by OLLI at UNTOLLI at UNT will provide a discounted membership rate for Denton Parks and Recreation Rec Pass holders 50 and older. OLLI memberships include the following: i. Members have access to 350+ courses each year taught by active and retired university faculty and other subject matter experts at any OLLI atUNT location. The OLLI After 5:00 and Lunch & Learn lecture series are complimentaryfor all OLLI at UNT members.11 iii. Members may request a library card that allows them to check out booksfrom Willis Library. iv. Members may access the Member Lounge at 1716 Scripture Street location during business hours, with complimentary coffee and access to the Free Member Library, featuring donated books that members arewelcome to take home. a v. Members are granted special access and discounts to a number of UNT and local events, including Lewisville Lake Symphony performances. vi. The UNT College of Music generously offers OLLI at UNT members complimentary and discounted tickets to select concerts each semester. vii. The UNT Barnes & Noble Bookstore on its Denton campus offers a 10% discount to members who present their OLLI at UNT Member ID card. viii. Members can request access to a selection of Instant Video Courses from The Great Courses through OLLI at UNT. ix. Members receive 10% off at Mr. Chopsticks restaurant in Denton by showing their OLLI at UNT Member ID card. All marketing material including flyers, class catalogs, information sessions, etc.b. 2.Services provided by City of Denton a. Adequate classroom and meeting space to host lectures and/or special interest groups. b. Assistance in promoting the partnership to enhance community awareness and participation. c. When partnership begins it will be promoted in the City of Denton Resident Update. i t I ! i i Reporting & Supervision OLLI at UNT assumes responsibility for monitoring and supervising OLLI membership reporting. The City assumes responsibility for monitoring and supervising facility usage inaccordance with the City Facility Usage Policy. Funding This MOU is not a commitment of funds. OLLI at UNT agrees to honor the membership discount for Denton Parks and Recreation Rec Pass holders aged 50 and up. Duration This MOU is at will and may be modified by mutual consent of authorized officials from theCity and OLLI at UNT. This MOU shall become effective upon signature by the authorized officials from the City and OLLI at UNT and will remain in effect until modified or terminated by any one of the partners by mutual consent. In the absence of mutual agreement by the authorized officials from the City and OLLI at UNT, this MOU shall end on January 31, 2024.
