22-1530ORDiNANCE NO. 22-1530 AN ORDINANCE OF THE CITY OF DENTON, A TEXAS HOME-RULE MUNICRALCORPORATION, AUTHORIZING THE CITY MANAGER TO ENTER INTO AND EXECUTEVENDOR AGREEMENTS WITH NON-PROFIT OR GOVERNMENTAL ORGANIZATIONS THAT PROVIDE UTILITY BILL RELIEF; PROVIDING FOR THE ACCEPTANCE OF FUNDSISSUED TO DENTON MUNICIPAL UTILITIES ON BEHALF OF CUSTOMERS FROM SAIDNON-PROFIT OR GOVERNMENTAL ORGANIZATIONS; AND PROVEDING ANEFFECTIVE DATE. WHEREAS, the City of Denton operates municipally-owned utilities; WHEREAS, certain non-profit organizations that provide utility bill relief to certain eligible individuals requires a vendor agreement with the City of Denton in order to provide utility bill assistance to City of Denton customers; WHEREAS, based on a program’s funding source, including but not limited to federal funded assistance programs, requires such agreements to be executed by the City of Denton to establish fund availability for City of Denton utility customers. WHEREAS, such agreements and programs do not require any financial expenditures from the City of Denton to be a participant. WHEREAS, such programs permit the non-profit organization to pay the City of Denton directly for its eligible customers that are entitled to financial relief or assistance under their program(s) . WHEREAS, certain programs offered by these non-profit vendors are often offered only for limited period of times and delays for approval of each agreement by the Public Utility Board and City Council could prevent or delay eligible City of Denton utility customers important financial relief they are eligible for under said programs. WHEREAS, the Public Utility Board has considered this matter and recommended that the City Council approve and authorize the execution of the vendor agreement; and WHEREAS, the City Council finds that this ordinance is in the best interest of both thecitizens and ratepayers; NOW THEREFORE; THE COUNCIL OF THE CITY OF DENTON ORDAINS: SECTION 1. The recitals in the preamble are true and correct and are incorporated herewith by reference. SECTION 2. The City Manager, or their designee, is authorized to execute and deliver on behalf of the City of Denton the necessary documents approving vendor agreements with the City of Denton and third party non-profit organizations that provide financial utility assistance to City of Denton utility customers . SECTION 3. That the City of Denton through its Customer Service Department is authorized to accept payments for utility services provided to City of Denton customers directly from said non-profit organizations. SECTION 4.
