further facilitate citizen access and enhance transparency regarding the business of the City
government; and

SECTION 1, That the Introduction Sectian as it appears on page 7 af Resolution 2015-
023 is hereby amended as follows:

Cauncil directives to individual circumstances and issues placed before the board.
Shauld a policy or directive require clarification, the board should request such
fram the Cauncil.
The handbook is designed ta assist you in yaur service. It consolidates provisions
of the City Charter, Code of Ordinances, and ather regulations inta ane place to
assist you as a baard member. It will pravide a general intraduction ta tapics and
pracesses that directly affect members of boards. Discussion in the handbook
applies to all City Council appointed citizen boards, cammissians, and committees,
including citizen iask farces, ad hac boards, commissions, and committees, and all
City Cauncil committees, unless stated atherwise. Throughout the document,
reference ta "boards" should be interpreted ta mean all City Council appainted
citizen boards, commissians, and committees, including citizen task farces, ad hoc
boards, commissions, and cammittees, as well as all City Cauncil cammittees,
unless stated atherwise. Keep in mind, nat all the provisions will apply equally to
every board. In cases of legal liability, for example, members af some boards may
be more susceptible than members of ather baards. The staff liaison assigned to
your board will be able to provide you with more information an the specific duties
and responsibilities of the particular board and its members. Additionally, due to
the unique nature af citizen boards, cammissions, and cammittees, citizen task
forces, and ad hac boards, cammissians, and cammittees, a sectian providing
additianal guidance has been included under Membership Infarmation in the
handbook. While no one document could adequately cover all aspects of serving
on a board, the handbook has been designed as a basic reference paint fram which
a board member can build an extensive knowledge of his/her respansibilities to the
citizenry of Denton. The handbaok has been adopted by resolution af the City
Cauncil and will be updated from time to time. If any pravisian of the handbook
is in conflict with any Code or Ordinance af the City, then such Code ar Ordinance
shall prevail.
The City Secretary, City Attorney, and staff liaisons are available as resaurces to
all boards, Any requests for assistance shall be coardinated through the staffliaison
assigned ta the board an which you serve.

Resolution 2015-023 is hereby amended as follaws:

No City Board shall appoint persons outside its membership as
advisors or to subcommittees, ad hoc boards, commissions, and
committees or other accessory entities without prior approval of the
City Council.
The following provisions of the handbook are not applicable to
Citizen Task Forces, Ad Hoc Boards, Commissions, and
Committees:
