AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS,
ESTABLISHING AN ENVIRONMENTAL SERVICES FUND; DIRECTING THAT SUCH
FUND SHALL BE AN INTERNAL SERVICE FUND ALLOCATED RESOURCES
THROUGH THE BUDGET PROCESS; PROVIDING FOR THE USES OF SUCH FUND;
PROVIDING SEVERABILITY AND REPEALER CLAUSES; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Denton elects to create an internal service
fund to improve operational efficiency for the Environmental Services and Sustainability
Department within the organization beginning with the fiscal year ending September 30, 2024;
and
WHEREAS, Ordinance number 21-2111 amended the City of Denton Fund Balance
Policy (“Policy”); and
WHEREAS, the Environmental Services Fund balance shall be categorized as a
nongovernmenta! fund and maintained in accordance with the Policy; NOW, THEREFORE,
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS:
SECTION 1. The above recitals are fully adopted and incorporated herein for all purposes.
SECTION 2. The City Council hereby establishes the Environmental Services Fund, an
official fund of the City of Denton, Texas.
SECTION 3. The Environmental Services Fund shall be an internal service fund which is
allocated resources through the budget process, and the Fund balance shall be maintained in
accordance with the Policy.
SECTION 4. The Environmental Services Fund shall be used to provide and obtain
services and other resources provided to and by other departments, including public utilities, within
the City
SECTION 5. If any section, subsection, paragraph, sentence, clause, phrase or word in this
ordinance, or application thereof to any person or circumstances is held invalid by any court of
competent jurisdiction, such holding shall not affect the validity of the remaining portions of this
ordinance, and the City Council of the City of Denton, Texas hereby declares it would have enacted
such remaining portions despite any such validity.
SECTION 6. This Ordinance shall be cumulative of all provisions of ordinances of the City
of Denton, except where the provisions of this Ordinance are in direct conflict with the provisions
of such ordinances, in which event the conflicting provisions of such ordinances are hereby
repealed.

SECTION 7. This Ordinance shall become effective immediately upon its passage and
approval.
