WHEREAS, on November 15, 2022, City Council awarded a contract to Quorum Architects, Inc., in the amount of $663,800.00, for professional design services for the Solid Waste Fleet Maintenance Shop for the Facilities Management Department; and WHEREAS, on November 3, 2023, Purchasing awarded a First Amendment to Quorum Architects, Inc., in the amount of $17,500.00, for the preparation of the downstream detention plans; and WHEREAS, this procurement was undertaken as part of the City’s governmental function; and WHEREAS, the additional fees under the proposed Second Amendment are fair and reasonable and are consistent with, and not higher than, the recommended practices and fees applicable to the Provider’s profession, and such fees do not exceed the maximum provided by law; NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS: SECTION 1. The Second Amendment, increasing the amount of the contract between the City and Quorum Architects, Inc., which is on file in the office of the Purchasing Agent, in the amount of Ninety Thousand and 0/100 ($90,000.00) Dollars, is hereby approved, and the expenditure of funds therefor is hereby authorized in accordance with said amendment which shall be effective upon the execution of the amendment attached hereto. The total contract amount increases to $771,300.00. SECTION 2. This ordinance shall become effective immediately upon its passage and approval. This is Amendment 02 which addresses the request to make the maintenance bays conditioned and accommodate the value engineer items. Please find below a summary of scope, value engineer items, professional fees, estimated construction cost and schedule. In addition, please find attached Alternate 01 for this proposal which includes the professional fees and schedule alterations for the add alternate for the Lube Pit Summary of Scope for Conditioning of the bays Generally, to accommodate the conditioning of the maintenance bays, the roof structure over the bays would need to be redesigned from the standing seam roof to a low slope roof with a parapet, to accommodate the multiple new large mechanical units on top. An additional electrical room would be required to accommodate the additional equipment. Below are some of the changes that would need to occur to accommodate the conditioning of the fleet bays 0 0 0 0 0 0 0 0 0 0 Develop an alternate roof structure from standing seam to low slope roof in bays and change the drainage systems Revise and add details for changing roof design and using taller concrete tilt wall panels. Add Fire rated electrical room with two exits to accommodate larger panels for more HVAC units. Update finishes, roof plan, elevations, sections, floor plan (and all plan related sheets), and doors Develop, detail, and specify rooftop screening for mechanical equipment to comply with city design standards Research additional IECC requirements for conditioning bays with overhead doors. Revise and reselect mechanical equipment including additional units not yet selected. The original make up air unit that was proposed would still be required ventilation requirements and would temper the incoming air, Conditioning equipment would consist of multiple units being selected Develop electrical panel modifications for additional units, resize service feeders and evaluate impact of additional load requirements of the mechanical equipment. Include new panels, feeds, breakers etc Develop structural modifications to the type and size of structural roof members. Below is the list of the items that the City has accepted and OAI will incorporate into the design going forward D9 Dozer Precautions o Elimination of the embedded steel plates, smaller overhead door, altered / reduced building footprint and modifications to the slab reinforcing and design Mezzanine Removal o Elimination of the mezzanine, stairs, decking, structural modifications to accommodate the additional weight, and the reduction of the exterior wall height Vestibules removal o Includes the removal of the doors, storefront and access control for the vestibules from the bays and from the main entrance • Owner directed to include furr out around bays so in future city could add storefront if wanted without large modifications Office 103 removal & North wall to Parts Storage o Removal of the office, associated finishes, and doors Removal of the CNG requirements Mechanical Unit Modifications o Resizing of ducts, vents, make-up air unit, and removal of exhaust fans in response to removing CNG requirements. Equipment to condition the bays were unaffected by the removal of the CNG requirements. Alternate 01 – Design Lube Pit Add Alternate As requested per conversations from October 03, 2023 we have added Alternate 01 to this proposal which is used to accommodate the additional design requirements to provide the Lube Pit as an add alternate. To accommodate the request for an add alternate of the Lube Pit in the design of the project, two separate designs would be required to illustrate the alternate to the contractor. Structure will be required to design two separate structural stabs to accommodate the changes; the difference between the two designs will be affecting the grade beam numbers, grade beam spacing, pier spacing and amount, reinforcing, etc. Mechanical would need to be required to design two separate ventilation systems, as they would need to account for the additional volume in space and ducting required to go into the lube pit. As described above, Alternate 01 would be an additional design fee to accommodate the additiona design required for the Lube Pit add-alternate in the lump sum of $15,000. Estimated Construction Cost & Schedule The attached estimated construction cost is a high-level conceptual cost of the total project would be roughly $16,350,000 which includes the conditioning of the bays, value engineer items, soft costs, contingencies, and escalation. This estimate closely follows the proposed cost estimate that was provided by the owner in the meeting on September 13th, 2023. Until design drawings have been created on both the conditioning of the bays and the value engineering items, the conceptual cost of the project may not be fully reaEized. Our original Design Development deadline was September 11th, 2023 which was put on hold on August 24th, 2023 until further notice from the city. Due to the required changes and additional work, we respectfully request that from the date of the executed amendment, an additional three (3) weeks be added to the length of the Design Development phase of the project. Combined with the remaining time, the design development deadline would be six (6) weeks from the date of an executed amendment. The attached schedule assumes an October 12th start date of this amendment which brings the Design Development submittal date to November 21“, 2023. Internally we would be targeting a 4 to 5-week schedule to complete Design Development if things go well. This schedule also does not include the additional 2 weeks to accommodate Alternate 01.
