General Information & Status Update
A. Status on the Renovation of the Loop 288 CMAR Building Project—The attached update,
provided by Peak Program Value, LLC (PPV), provides information on the status of the
909 N. Loop 288 CMAR building project. As project completion nears, Council members
are encouraged to reach out to Dani Shaw, Director of Community Services, to schedule a
tour of the facilities. Staff contact: Dani Shaw, Community Services.
B. Hurricane Ian Deployment — Three members of the Denton Fire Department deployed
Monday as part of Texas A&M Task Force 1. A Type 3 urban search-and-rescue team
consisting of 45 personnel, 4 boats, and 2 canines was deployed to support a request from
the Federal Emergency Management Association in preparation for Hurricane Ian's
landfall. Texas A&M Task Force 1 functions as one of the 28 federal teams under FEMA's
National Urban Search and Rescue System and is one of two statewide search and rescue
teams under the direction of the TDEM. Texas A&M Task Force 1 is sponsored by the
Texas A&M Engineering Extension Service (TEEX), a member of The Texas A&M

C. DTV Videos for September - In addition to producing public meetings, DTV staff
collaborates and releases videos that raise awareness, educate, and inform our community.
Of all the videos produced this month, staff would like to highlight the following and
encourage Council to share them.
1. Denton Employee Spotlight: Cheylon Brown: YouTube, Facebook
There's a lot happening at the MLK Rec Center, and it wouldn't be possible
without the hard work of employees like Recreation Supervisor Cheylon Brown.
2. Public Art in Denton: YouTube, Facebook
"Dog Star" from sculptor Elizabeth Akamatsu is Denton's latest work of public
art. Watch as the piece is installed in the roundabout on Bonnie Brae at Scripture
Street and learn about how the City selects and installs public art.
3. National Senior Center Month—Healthy Aging: YouTube, Facebook
It is National Senior Center Month and along with that a reminder to take care of
our bodies.Whether it is relaxing with Tai Chi or getting your heart pumping with
a game of pickleball, Denton's senior centers have multiple ways to help our
active adults stay healthy and Et.

D. Aquatics Master Plan — On September 20, Council approved an ordinance for a
Professional Services Agreement with Kimley-Horn and Associates, Inc. to design master
plan services for the Parks and Recreation Aquatics Division. Project kick-off took place
on September 29 and will include stakeholders from across the City of Denton, Denton
Independent School District, Texas Woman's University, and the University of North
Texas to collaborate on future planning efforts in aquatics. Staff contact: Monica Martin,

E. KR Bluestein Growth and Management—Several city properties have recently experienced
a flourishing of KR Bluestein, a bunchgrass that grows in clumps and is characterized by
stems ending in a starburst of purple-tinged seed heads,which can grow as much as two to
three feet per week. While the City maintains a vigorous mowing schedule for parks, City
properties, and rights-of-way/medians, KR Bluestem's rapid growth outpaces regularly
scheduled mowing. Mowing every week will not diminish the presence of new KR
Bluestein growth.
Preventing the growth of KR Bluestein is exceedingly difficult. Mowing, plowing land
with Bluestein growth, and discing (an even more intensive surface treatment than
plowing) have limited success in reducing Bluestein emergence. Most landscaping and
pasture management experts suggest the best alternative may be passive management:
learning to live with KR Bluestein and limiting any actions that might encourage the spread
of the grass into areas that are currently unaffected. Parks and Recreation will continue to
mow parks properties, City facilities, cemeteries, and rights-of-way at regular intervals to
minimize the aesthetic impact of KR Bluestein. Staff contact: Marshal McGee, Parks and

F. Outdoor Les Mills Group Exercise Launch—The North Lakes Recreation Center is adding
new outdoor classes to the Saturday morning group exercise schedule. These classes are a
fun way to kick off fall fitness and soak up the health benefits of exercising outside. Group
exercises are free for anyone who currently has a Rec Center Group Exercise Membership,
and drop-ins are welcome to participate for a$5 fee. The following classes begin Saturday,
October 1:
• BODYPUMP: 8 a.m. - 9 a.m.
• BODYATTACK: 9:15 a.m. - 9:45 a.m.
• BODYCOMBAT: 9:45 a.m. -10:15 a.m.

Responses to Council Member Requests for Information
A. Flashing School Zone Lights — On August 9, Council Member Davis inquired about the
installation of flashing lights for the school zone on Londonderry Lane. The equipment
was ordered in early June 2022 but was delayed due to supply chain constraints. On
September 20, flasher equipment arrived, allowing Traffic Operations to construct and
install school zone flashers on Londonderry Lane, Farris Road, and Montecito Drive. All
three locations were operational on September 27. Staff contact: James Andrews, Streets

B. Landfill Odors — On September 27, a resident on Autumn Path Road contacted Council
Member Byrd regarding a strange odor from the landfill, prompting an inquiry about the
expectation of odors from a landfill when residing near one. Staff found no abnormalities
in the September 26 landfill operations that would have accounted for an abnormal odor
event. Controlling odors from the landfill is of great importance and staff strives to keep
them from leaving the site by:
• Performing daily odor inspections in and around the landfill.
• Capturing and destroying odor molecules using a Dry Vapor system, which
crosses in the south and southeast portions of the landfill,
• Spraying Aeropure in and around the working face to help deodorize waste being
placed at the working face.
• Not accepting sludge after noon to ensure adequate coverage to manage this
material and its potential odors.
• Progressively applying and compacting daily cover throughout the day as the
working face grows and moves.
• Applying alternate daily cover at the end of the day.
Staff will continue to work to identify and control sources of odor from all facilities located

C. Utility Work between Westchester Street and Cordell Street—On September 28, Council
Member Davis contacted staff with a follow-up question to a prior inquiry in August,
regarding Atmos Energy having a right-of-way use agreement to stage materials for
construction of their gas main. Atmos Energy has a Franchise Agreement with the City of
Denton which grants them access to construct, operate, and maintain gas facilities within
public rights of way(ROW). Atmos is anticipating completing work in approximately one
month, provided the continued cooperation of the residents in accessing the easement and
any weather impacts. Staff is actively coordinating with Atmos on the restoration of the
ROW to its original condition once the Atmos project to replace the gas main and services

D. Microsealin o��rry Street—On September 21, Council Member Byrd asked staff to
evaluate a resident concern regarding the quality, and application, of the microseal
treatment recently applied to Bayberry Street. Microseal is a roadway surface treatment
utilized to seal and extend the life of roadways in good to very good condition. Streets and
Public Works Inspection staff partnered to perform additional quality reviews of Bayberry
Street and a representative sample of additional street segments. This review is underway
and expected to continue over the next several days. Once the review is completed, staff
will follow up in a future Friday Report. Staff will work with Viking Construction, the
contractor responsible for this year's microseal application, to propose and perform
remedial work if deficiencies are identified. Staff contact: Ethan Cox, Streets
E. West Denton Residential Historic District Si ng age Update—On September 15, Mayor Pro
Tem Beck forwarded a request from Mr. Randy Hunt of Historic Denton, Inc. to create
signage to identify Denton's National Register Historic District, the West Denton
Residential Historic District. Due to the overlap between the National Register Historic
District and the local Oak-Hickory Historic District, Mr. Hunt suggested that National
Register Historic District signs be created and the existing brown street name signs that
call attention to the present local historic district be removed, as the national recognition is

fully inclusive of the area covered by the local district. Staff shared the importance of
recognizing both the local and national historic districts, sharing initial design thoughts for
signs that could recognize both districts with Mr.Hunt.Historic Denton,Inc. and staff have
agreed to work on this effort of recognition beginning next year. Staff contact: Cameron

F. Addition of Braille to Business Cards and Name Plates - On September 20, Council
Member McGee requested that the City make accessibility accommodations and transition
to business cards and office name plates that include braille. Currently, each office
nameplate in City facilities includes the room number in braille. Staff will work to evaluate
the cost and to what extent braille can be included on business cards by the City's current
vendor. If the service is not available at this time it may be included as a feature of interest

Upcoming Community Events and Meetings
A. Fall Twilight Tunes Series — The Fall Twilight Tunes Series began yesterday, September
29, and will continue Thursday nights from 6:00 p.m. to 7:30 p.m. through October 27.
The Fall Twilight Tunes Series is organized by the Denton Main Street Association, a
501(c) 6 non-profit member organization that works in cooperation with the City's
Economic Development Department. This series showcases local musicians, artists, and
performers while also increasing downtown foot traffic to local businesses. In the past,this
series has been held at the Denton County Courthouse Lawn. However, to activate the
newly updated Wolff s Park(108 Industrial Street) and show support to businesses on and
around Industrial Street, the Denton Main Street Association is partnering with Parks and
Recreation to move venues to the new park for the smaller Fall Twilight Tunes Series.
This free series features four local artists,musicians, and performers. Attendees are invited
to enjoy a night out listening to live music while picnicking in the park with food and drinks
brought from home or purchased from one of the many downtown eateries. Event
organizers anticipate 500 to 750 attendees at each event. Staff contact: Nikki Sassenus,

B. Chief of Police Swearing-In Ceremony—The community is invited to attend the swearing-
in of Doug Shoemaker as the Denton Police Department's Chief of Police at 2 p.m.

C. Dia De Los Muertos Celebration—The Parks and Recreation Department will host a Dia
De Los Muertos Celebration on October 15, starting at 10 a.m. at the MLK Jr. Recreation
Center. The celebration will feature keynote speaker Dr. Valerie Martinez-Ebers, who is a
Distinguished Research Professor of Political Science and Director of the Latina/o and
Mexican American Studies Program at the University of North Texas. This event will also

D. Fall into Gardening — Are you ready to take your landscape to the next level? Fall is a
perfect time to give your landscape a refresh. If you're having trouble controlling unwanted
plants in your lawn and landscape or if you're confused about when to water and when to
wait,this class is for you.RSVP online to join us at 6 p.m. on October 20 at 1001 S.Mayhill

E. Energy Efficiency Tips and Tricks — Join us on October 22 at 10 a.m. at Emily Fowler
Library to learn how to save energy and save money. RSVP online so you can learn the
basics of energy efficiency, easy at-home upgrades, as well as city resources and programs

F. Community Tree Giveaway— The 24th Annual Community Tree Giveaway is set to take
place Saturday, October 22, from 8 a.m. to 1 p.m. at the Denton Landfill. The Community
Tree Giveaway is Keep Denton Beautiful (KDB)'s largest and longest-running tree
distribution effort with 700 trees planned for distribution to Denton residents this year. To
receive a tree, Denton residents must register online beginning Tuesday, October 4 at 10
a.m. Registration is limited to a first come, first served basis, with a maximum of one tree
per household. Registration will close once all spots are filled.
A total of 700 trees will be distributed, with seven different species offered, all of which
are drought-tolerant, and native or well-adapted for Denton soils and climate. Available
tree species include Brandywine Maple, Loblolly Pine, Mexican Sycamore, Purpleblow
Maple, Roughleaf Dogwood, Sweetgum, and Texas Redbud. Information about the
available tree species, tree planting, and care resources for this year's giveaway are

G. Denton Animal Services Trunk or Treat—Denton Animal Services will be hosting a Trunk
or Treat event on Thursday, October 201h from 6 pm-8 pm for all the Community to enjoy.

H. Denton County Homeless Veterans Stand Down—The Denton County Veterans Coalition
is hosting its 7th Annual Denton County Homeless Veterans Stand Down event on
Thursday, October 27 at the Denton Civic Center from 9 a.m. to 1 p.m. Veterans
experiencing homelessness will have the opportunity to connect to employment services,
housing programs, and other community organizations that provide resources and

I. Recycling 101 —Join Sustainability for National Recycling Day on November 15 to review
what's accepted in curbside recycling, where the recycling goes,why certain items are not
accepted, and what recycling becomes. The discussion will also include sustainable

J. Wreaths Across America — Denton Parks and Recreation (PARD) will host its first
National Wreaths Across America Day on Saturday, December 17, at Oakwood
Cemetery, located at 747 East Prairie St. in Denton. The mission of Wreaths Across
America is to Remember, Honor and Teach the public about America's veterans by
organizing wreath-laying ceremonies at graveyards across the country.
Supporters may sponsor wreaths either online or by mailing a check directly to
Wreaths Across America; however, the City of Denton will only receive credit for
orders placed through our group page. The wreath sponsorship deadline is Nov. 28 to
guarantee delivery for this year. To sponsor a wreath or volunteer,

visit www.wreathsacrossamerica.org/TX1167. Wreaths range from $15 for an individual
wreath to 10 wreaths for$150. Sponsorship options include Patriot Pairs: where a wreath
is donated to the gravesite and a matching wreath is delivered to your home,to a loved one,
or a friend. Wreaths may also be sponsored in honor or memory of a Veteran. Finally,
sponsored wreaths can be designated to a specific gravesite.
PARD is also seeking volunteers to place wreaths on veteran headstones, organizations
to serve as sponsors to solicit wreath donations, and individuals to donate
wreaths. Oakwood Cemetery, owned and operated by the City of Denton, has 253
veteran graves and our goal is to have a sponsored wreath for each gravesite.
Parks and Recreation staff will host the wreath-laying ceremony on Dec. 17. The program
will include the Fire Department's Pipes and Drums,prayer by Pastor Reginald Logan,and
delivery of the wreaths. Light refreshments will be served following the event. Staff

INTRODUCTION
Peak Program Value, LLC (PPV) is pleased to offer the following update on the current status of the 909 N. Loop 288
Building project.
GENERAL INFORMATION
In spring 2020, City Council provided direction to staff to purchase a facility located at 909 N. Loop 288 for a co-located
day center and overnight shelter to provide services to people experiencing homelessness or at-risk of experiencing
homelessness. The property was originally designed as a nursing facility in 1975 and underwent improvements from
2004-2005, transforming the facility into its current use. The building is a one-story H-frame garden office building
(approximately 34,284 square feet) on a concrete slab foundation with two courtyards and approximately 2.0 acres
of land for future development opportunities. This facility was selected for consideration due to its location, design
comparable to the future intended use, and connection to other services.
