Pending Council Requests Work Session Topics—Pursuant to Ordinance No. 21-1837,the following items will be discussed during the Feb. 7 Council Work Session: 1) A Work Session to prohibit parking on Highland Park Road between North Texas Blvd. and Willowwood St, and to install no parking, towing enforced signs. (Davis) Staff contact: Monica Benavides, City Manager's Office B. District 3 Recall Petition— On Jan. 20, 2023, staff received a petition for the recall of the Place 3 Council Member, Jesse Davis. The Denton City Charter Sec. 4.13(a) requires the City Secretary to certify the sufficiency of the petition within seven days, the deadline for which was Friday, Jan. 27, 2023. The City completed the verification of the sufficiency of the petition and issued a certification of sufficiency to the petitioners on Wednesday, Jan. 25, 2023. At the time of certification, the City Secretary also notified Council Member Davis, whose removal is sought, that under the Charter he has the option to resign his seat within seven days. No resignation was received and, as a result, the certification of the petition will be presented to City Council at the Feb. 7, 2023, Regular Meeting. At that same meeting,the Council will consider an ordinance ordering a Special Election regarding the recall for the May 6, 2023, Uniform Election Date. Comprehensive Diversionary Ordinance (CDO) Outreach Update — Due to inclement weather, the mailing of this week's letters to commercial customers regarding Chapter 24/CDO Revisions and a subsequent Townhall at the Denton Civic Center has been delayed. In the Loop — The Newest edition of"In the Loop", Denton Municipal Electric's (DME) quarterly newsletter, is now available online. This edition contains information on the new Technology Operations Division, DME's Safety Committee, as well as community events attended. Staff contact: Bill Shepherd, DME E. Grant Award for Bowling Green Park — The Parks and Recreation Department has been awarded a non-urban outdoor grant in the amount of $598,532 from Texas Parks and 2 Wildlife for the Bowling Green Park project. The City of Denton is one (1) of ten municipalities to receive the award. Funding for the project is expected to be released to the City of Denton in the Fall of 2023,and construction is estimated to begin in the Summer of 2024. Park improvements include trail expansion, a pavilion, raised accessible planter beds for the community garden, landscaping, and parking improvements. Solid Waste Cart Sig_nage—On Jan. 18,Mayor Hudspeth inquired about the cost of adding "Slow Down, Kids at Play" language on both sides of future trash, recycling, and yard waste carts. Staff performed an initial review and estimated the expense would be approximately$10,000 each year in ongoing costs to place the language on new carts. Staff contact: Brian Boerner, Solid Waste and Recycling B. Police E-Bike Review Process — On Jan. 18, Mayor Hudspeth requested an update on the Police E-bike review process. Police department staff is currently working on a joint proposal with the Fire and Parks & Recreation departments to test and evaluate E-Bikes for city staff. Animal Waitlist at Linda McNatt Animal Care & Adoption Center—During the Jan. 24, 2023, Council Meeting, Council Member Watts asked for clarification on the waitlist of animals for the Linda McNatt Animal Care and Adoption Center. The shelter can currently house 114 dogs and 164 cats and has experienced full capacity for dogs on a consistent basis. Due to the capacity level for dogs, Denton Animal Services has a waitlist for dogs that are needing to be surrendered for reasons such as being unable to care for any longer, moving, apartment restrictions, costs, and not being a good fit. Staff assist in rehoming with rescue groups when applicable and ensures customers are aware of other resources available. Once space is available,the customer on the waitlist is contacted to set up a time to bring in the animal. The current waitlist has 94 dogs to be surrendered. If a customer has an animal that is aggressive or ill, the dog is always accepted at the shelter regardless of capacity due to safety. Denton Animal Services is continuing to increase resources, foster programs, and partnerships to aid in the local and nationwide strain animal shelters are experiencing with capacity challenges. FY 2022-23 Approved Supplemental Packages — On Jan. 25, Mayor Hudspeth requested information regarding the supplemental packages included in the FY 2022-23 budget. The adopted budget funded supplemental requests in Tiers 1-4 for a total $4,586,063. Major programs in Tiers 1-4 included: • 25 new positions in General Fund including Fire, Police, Community Services, Libraries, Parks, Human Resources and Planning ($2,954,352) • 4% Cost of Living Adjustments for employees ($1,036,789) • Paid Parental Leave ($257,922) • Community Services Program Funding ($175,000) 3 • Sponsorship/Co-sponsorship Funding ($162,000) Tier 5,which included$558,456 of requests,remained unfunded in the FY2022-23 budget. Tier 5 included the following: • 3 positions for Parks maintenance, outdoor supervisor, and analyst • I Police administrative position • 1.5 part-time positions for Libraries Staff contact: Nick Vincent, Finance E. Tree Removal on Highland Park Road — On Jan. 26, Council Member Davis inquired on the removal of potentially protected trees at Highland Park Road and Parvin Street. Staff inspected the site and confirmed the tree removals were permitted per the approved tree preservation plans submitted with the commercial building permit for the Eagle Creek Amenity Center. The tree protection fencing inspection was approved in Dec. 2022, and at that time staff directed the developer to flush cut trees that were approved to be removed to the ground when the time came for their removal. This method of removal was recommended to avoid damage to the critical root zones of other nearby trees,which would likely occur with use of an excavator. The Eagle Creek Amenity Center is preserving 69% of the total diameter at breast height (dbh) of heritage and quality trees on site per the approved tree preservation plans. The standard DDC requirement is to preserve 20 to 30% dbh of quality and heritage trees. To date, the developer has removed eight of the 24 trees on site that were approved to be removed. In addition to the trees identified on the approved plan for preservation, the developer has identified two trees marked for removal in the northeast corner of the amenity center site that will also be saved. Residents should expect to see additional permitted tree removals as construction progresses on the Eagle Creek Amenity Center site. Heavy equipment and material storage is not permitted under any protected trees per DDC 7.7.4.D.3. Staff contact: Colleen Fitzpatrick, Development Services F. Southridge Bike Parade—On Jan. 28, Council Member Davis inquired about the necessary steps required to hold a bike parade in Southridge. Without knowing the route or other specifics, staff recommends filling out the attached Special Event Parade Permit Application. This will allow the Special Event Committee to provide feedback and determine the necessary next steps in the permitting process. Staff asks that all applications be emailed at least 60 days before the event date to Arianna Bencid, Special Events Supervisor at aianna.bencid(c-r�,cityofdenton.com. Staff contact: Arianna Bencid, Parks & Recreation G. Riney Road Timeline—On Jan. 30, Council Member Davis requested an update on the start date for Riney Road construction. The Riney Road project is comprised of two separate projects (see attached map), a portion is included in the Bonnie Brae Phase 6 project and the remaining portions of Riney Road are addressed in conjunction with the proposed elementary school. Both project updates are provided below along with other key projects in the same area(shown in table). Bonnie Brae Phase 6 The portion of Riney Road that fronts the site for the future elementary school is included in the Bonnie Brae (BB) Phase 6 project. Due to the federal funding associated with the 4 project, the next phase of Bid/Award cannot be started until all of the rights-of-way are acquired. One parcel is still left to acquire, staff is working through the eminent domain process to obtain it. The project is planned to bid in Q1 of calendar year 2023 with a 30- month construction timeline. Riney Road and trail extension A portion of the roadway will be widened to provide uniformity along the entire stretch of Riney Road. Trail connectivity to North Lakes Park, the future inclusive playground, and the future elementary school are also planned for the area. The Capital Project team is coordinating with Parks,Water and Wastewater Utilities,DME,and Development Services to ensure a comprehensive approach. Due to the nature of the project, a 4-6 month design period is anticipated with a 6-12 month construction period following. North-South Water Update — On Jan. 31, Council Member Davis requested an update on the North-South Water project located along Bonnie Brae Street. During the final inspection of the project and creation of the punch-list items to be completed, leaks were found on 2 service line connections to the 16-inch line installed as part of the North-South Watermain Phase 3 project. This caused damage to the subgrade and temporary pavement along the southbound lanes south of the Scripture Roundabout. The contractor has since fixed the leaks and began removing the pavement to uncover the subgrade on Tuesday, Jan. 17. Subgrade and Pavement repairs are expected to be complete by the end of March, weather permitting. Staff contact: Robin Davis, Capital Projects/Engineering Upcoming Community Events and Meetings A. Outdoor Skills Workshop—Join Parks and Recreation at Denia Recreation Center on Feb. 4 from 9 a.m. to 1 p.m. for two separate skills sessions. In the morning, instructors will teach the basics of setting up a tent safely and securely. The second session focuses on the basics of orienteering. Valentine Yard Card Deliveries—Send love to friends, neighbors, or that special someone by scheduling a "yard card" delivery the week leading up to Valentine's Day—February 6 through February 14. Handwritten cards will also be delivered to reveal who this special delivery is from. For an additional fee,Nothing Bundt Cakes and/or a balloon bouquet can be added. My Little Valentine Family Dance — It's time to dust off the dancing shoes! My Little Valentine Family Dance returns on Friday, Feb. 10, from 6 to 8 p.m. at the 5 Denton Civic Center. Parents, siblings, and grandparents are all invited to make memories and celebrate Valentine's Day together. The dance includes a live DJ, a photo op station, light refreshments, themed crafts, and a complimentary candy bar. Glow items and roses will also be available for purchase. Sustainable Saturday—Join Sustainable Denton and the Parks and Recreation Department at Clear Creek Nature Heritage Center every second Saturday of the month for activities that focus on nature, conservation, and our local environment. The next event takes place on Feb. 11 from 10 a.m. to noon, focusing on incorporating conservation and sustainable practices into daily life. Adapted Rec Sweetheart Ball — The Sweetheart Ball is the annual Valentine's dinner and dance for individuals with physical and intellectual disabilities.This sensory-friendly,adult dance is a partner event to the My Little Valentine Family Dance and will take place on Saturday, Feb. 11 from 6 to 8 p.m. at the Civic Center. An optional catered dinner will begin before the dance at 5 p.m. at the same location. Tickets for the dinner and dance are $25,and tickets for the dance only are$15.Advanced ticket purchase is required with more information available online. ALH Valentine's Dinner and Dance —The American Legion Hall (ALH) Senior Center is hosting its annual Valentine's Day Dinner and Dance on Tuesday, Feb. 14, from 6 to 9 p.m. Active adults ages 50+ are invited to enjoy the event's live music, games, dinner, photo booth,and a chance to win door prizes and more.Attendees will also receive a goodie bag at the end of the night. Pal-entine's Day at the Denton Senior Center—On Friday, Feb. 17 at I I a.m., the Denton Senior Center will be hosting the very first Pal-entine's Day to celebrate Valentine's Day. Participants will be treated to a light lunch and holiday treats while playing "friendly" competitive games, showing off how well they know their pals, along with other activities to foster friendship and comradery. The event is $10 per person and includes music, dancing, and food! Registration is available online. Staff contact: Nicole Brasher, Parks and Recreation H. Kids Rock: The Return—Kids Rock has returned and young Denton residents are having a blast! Each month,kids enjoy a night out while parents enjoy the night off. The program runs 7 to 11 p.m. Experienced staff plan each month around a unique theme, then create play stations that include games and activities, mini-sports tournaments, unique inflatable fun, ping-pong, video games on a large screen, and a DJ with dance contests! Two slices of pizza and a drink are included for attendees. Staff also sell additional concessions and glow products. Preregistration is required and can be completed online. Mardi Gras - Fat Tuesday — On Tuesday, Feb. 21 at noon, the Denton Senior Center will be celebrating Mardi Gras the best way we know how: with a Fat Tuesday potluck and live music by the Rockin'Rev. There will be plenty of purple,green,and gold and enough beads 6 and King Cake to go around. The event costs $5 per person with registration available online. King, Jr. Recreation Center will celebrate Black History Month on Saturday,Feb. 25,from 10 a.m.to noon. Patrick Powers, a teacher with DISD, will be the keynote speaker. The program also features youth portraying historical African Americans questioning the audience, "Who am I?", as well as musical performances by Travis Brown, Alice Hudspeth, and Dr. Marquis Nuby.
