Winter Resident Update — The Winter edition of the Resident Update is now available online and will be delivered to households in the coming days. This issue features information about the Denton Community Shelter, community activities and events, and community gardening. Staff contact: Stuart Birdseye, Marketing and Communications B. Expanded Hours at the Home Chemical Collection (HCC) Drop Off & Reuse Store — Beginning Feb. 11, Denton residents may now drop off home chemicals and household hazardous waste items on Saturdays at 1527 S. Mayhill between the hours of 7 a.m. and 4 p.m. Accepted items include aerosol cans, automotive fluids and fuels, batteries of all kinds, glues and epoxies, household cleaners, lawn and garden items including fertilizer, pesticides, and weed killers, lightbulbs of all kinds, paint, pool chemicals and additives, anti-freeze,used motor oil and used cooking oil,varnishes,strippers,turpentine,and stains. Customers may check online at the Home Chemical Collection webpage for specific information on what is and is not accepted. Many of the items collected through the City of Denton Home Chemical Center are still usable and available. Examples of items available at the Reuse store include paints, household cleaners, and lawn and garden chemicals. The Reuse Store is open to all City residents,at no charge.Residents can collect up to four items per day. Staff contact: Tammy Clausing, Solid Waste and Recycling C. Citywide Speed Study Signage Update—On Dec. 6, City Council adopted amendments to City ordinances to change the speed limits of certain City streets and speed zones in the vicinity of schools. As of Feb.7, the Traffic Operations Division has installed 130 adjusted speed limit signs in accordance with the Citywide Speed Study.An additional 33 signs near the universities and 96 signs in school zones are currently in the process of being replaced. Staff anticipates all signs associated with the Citywide Speed Study to be replaced by the end of March 2023. Staff contact: James Andrews, Public Works D. Traffic Signal Fire Preemptions — In November 2022, Traffic Operations Division staff began placement of Applied Information's Emergency Preempt equipment at all 131 signalized intersections throughout the city. The emergency preemption equipment is designed to give the City's emergency response vehicles a green light on the approach to a signalized intersection while providing a red light to conflicting traffic. The use of emergency preemption improves emergency vehicle response times and reduces the chances of an emergency vehicle crash at signalized intersections. Staff and the City's vendor have completed the signal installation portion of this project and are currently working with the Fire Department to outfit the fire truck apparatuses. Fire truck apparatus installations will occur as vehicles are placed out of service for maintenance. Staff contact: James Andrews, Public Works E. Bowling Green Community Garden Plots —Plots are now available at the Bowling Green Community Garden. The community garden, located at Bowling Green Park, 2200 Bowling Green St., includes more than 40 garden plots and a fruit orchard for Denton residents to utilize. Plots are available to rent for $20/plot on a first come, first served basis. Community gardeners may utilize the plots to grow food for a charitable donation or personal use. This year, some plots will benefit the University of North Texas Food Pantry as well as the Denton Senior Center gardening program. The gardening season runs from early March to Mid-November. Training at Police Substation — Beginning next week and moving forward, the Denton Police Department, along with other area public safety agencies,will begin training on the Denton PD South Substation property(4111 Vintage Blvd.).Although the substation is not fully operational and open to the public yet, select training is feasible on the property in the meantime. Increased training activity at the substation may include but is not limited to police officers and fire personnel entering and exiting the building, SWAT vehicles and gear being utilized for training purposes, and increased vehicles parked behind the facility. These trainings are not replacing, but will rather support, courses offered at the Denton Public Safety Training Center on W. Hickory Street. The Denton Police Department looks forward to having the community out for a grand opening of the Substation and Firing Range.Additional information will be shared as plans are finalized. US 380 Bypass Conflict—On Jan. 25,Mayor Pro Tem Beck inquired about the Kings Row Addition, PP22-0032, and its seeming conflict with the proposed TxDOT 380/288 bypass. Mayor Pro Tern asked how TxDOT would allow this or how the development has reached the platting stage. Conversations regarding the alignment of the US 380 bypass are a relatively recent coordination effort and this connection is necessary to connect US 380 to Loop 288. TxDOT's decision was made after the completion of the US 380 Feasibility Study and is consistent with the City of Denton 2022 Mobility Plan. When TxDOT works through feasibility, dedication is not requested until the actual alignment is determined, it is environmentally cleared, and then the purchase of the necessary right of way begins. When staff is aware of any potential alignment concerns, applicants will be notified of the situation. Expiration of COVID-19 Public Health Emergency—On Feb. 5, Council Member McGee inquired about the coronavirus public health emergency scheduled to expire in May 2023 and asked whether the expiration would affect the City in any way and if the City is receiving any pandemic-related funding. Between March 2020 and March 2021, the City submitted a total of$233,630.16 in COVID-related expenses to FEMA for reimbursement. A total of$147,603.63 was deemed eligible by FEMA and has been awarded to the City through reimbursement and no reimbursements have been submitted since March 2021. The City does not anticipate any issues with the public health emergency expiring. Staff contact: Nick Vincent, Finance C. Use of Natatorium Showers — On Feb. 5, Mayor Pro Tern Beck asked whether the open shower stance extends to the natatorium for residents who experienced frozen and burst water pipes during Winter Storm Mara.During Winter Storm Uri,while the City was under an Emergency Order,specific City facilities with showers were available to the community at no cost. Currently,Natatorium day passes are available for$4.00 and Recreation Centers for$3.00. Staff contact: Christine Taylor, City Manager's Office D. Staff Salary Inquiry — On Feb. 7, Council Member McGee requested staff salary information, specifically those that fall under the poverty guidelines. Water Outage Notifications — On Feb. 7, Council Member McGee inquired about a water outage at 16Ten East apartments and asked if the City is required to inform residents and businesses of planned water outages due to maintenance or testing. The City strives to provide a 48-hour notice for planned outages; however, in this instance, the construction project in the Audra/McKinney St. area required a test shutdown. Request for Additional Voting Locations — On Feb. 9, Mayor Pro Tern Beck requested information on the process to add additional voting locations to those that were approved by the Council on Feb. 7. Any requested changes to the list of locations may be presented in the form of a two-minute pitch and, if supported by a consensus of Council, would be considered at the next available council meeting. Sustainable Saturday—Join Sustainable Denton and the Parks and Recreation Department at Clear Creek Nature Heritage Center every second Saturday of the month for activities that focus on nature, conservation, and our local environment. The next event takes place on Feb. 11 from 10 a.m. to noon, focusing on incorporating conservation and sustainable practices into daily life. Cookies with Cops — Show some love at our annual Valentine's Cookies with Cops! On Tuesday,Feb. 14 at 10 a.m., officers from Denton Police Department will be at the Denton Senior Center to celebrate Valentine's Day with active adults and seniors. ALH Valentine's Dinner and Dance —The American Legion Hall (ALH) Senior Center is hosting its annual Valentine's Day Dinner and Dance on Tuesday, Feb. 14, from 6 to 9 p.m. Active adults ages 50+ are invited to enjoy the event's live music, games, dinner, photo booth,and a chance to win door prizes and more.Attendees will also receive a goodie bag at the end of the night. Pal-entine's Day at the Denton Senior Center—On Friday, Feb. 17 at 11 a.m., the Denton Senior Center will be hosting the very first Pal-entine's Day to celebrate Valentine's Day. Participants will be treated to a light lunch and holiday treats while playing "friendly" competitive games, showing off how well they know their pals, along with other activities to foster friendship and comradery. Kids Rock: The Return—Kids Rock has returned, and young Denton residents are having a blast! Each month,kids enjoy a night out while parents enjoy the night off. The program runs 7 to 11 p.m. Experienced staff plan each month around a unique theme, then create play stations that include games and activities, mini-sports tournaments, unique inflatable fun, ping-pong, video games on a large screen, and a DJ with dance contests! Two slices of pizza and a drink are included for attendees. Staff also sell additional concessions and glow products. Preregistration is required and can be completed online. King, Jr. Recreation Center will celebrate Black History Month on Saturday,Feb. 25,from 10 a.m.to noon. Patrick Powers, a teacher with DISD, will be the keynote speaker. The program also features youth portraying historical African Americans questioning the audience, "Who am I?", as well as musical performances by Travis Brown, Alice Hudspeth, and Dr. Marquis Nuby. This event is co-sponsored by the Denton County Alumnae Chapter-Delta Sigma Theta Sorority, Inc., and will also feature various vendors, resources, and raffles. Great American Cleanup — The 35th Annual Great American Cleanup (GAC), Denton's largest and longest-running citywide litter cleanup, is Saturday, Mar. 25. Cleanups begin at 9 a.m. and are followed by a Volunteer Appreciation Party at Quakertown Park/Denton Civic Center (321 E. McKinney Street) from 11 a.m. to 1 p.m. with a free lunch from In- N-Out Burger, delicious treats from Island Whips, educational activity booths, bounce houses, live DJ, entertainment and more. During the Appreciation Party, prizes will be awarded for the largest group of volunteers, the most bags collected, and the oddest item found. Our goal is to engage 1,500 participants in cleanups of Denton's streets,parks, and waterways. Presently, 121 volunteers are registered but more are needed. Registration is open through Mar. 15 at 5 p.m. Community members can join this effort by visiting the registration page and signing up as an individual or with a group. Street Closure Report.........................................................................................................36 6 February 10, 2023 Report No. 2023-011 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: 2023 Winter Storm Mara After Action Report EXECUTIVE SUMMARY: Beginning Monday, Jan. 30, a winter weather event impacted significant portions of the state of Texas and brought freezing temperatures, sleet, and freezing rain to Denton over the course of four days. The City began preparations the week before and the Emergency Management Office monitored the weather situation before and throughout the event. Staff mobilized its winter weather response to safeguard those in our community and emerged from the event with relatively minimal impacts. BACKGROUND: Winter Storm Mara began to impact Denton and the North Texas region on the morning of Monday, Jan. 30, with freezing temperatures and intervals of sleet and freezing rain that lasted through Thursday, Feb. 2. During this period, traffic conditions were hazardous due to the icy precipitation and inability for ice to melt from the roads. Due to the storm and road conditions, our local universities, Denton Independent School District, and other governmental jurisdictions closed for much, if not all, of the week. The City of Denton closed facilities to the public beginning at noon on Monday and remained closed to the public through Thursday. During this time, essential employees, particularly those necessary for core services and storm response, reported as usual and employees who could work remotely did so. Building from its experiences with Winter Storm Uri in 2021 and winter weather events in 2022, the City and individual departments have created robust plans and procedures to respond to winter events. These plans and processes began to be put in place in the week prior to the onset of the storm when the potential impacts of Winter Storm Mara became clear. Key to the response was the process for open and ongoing communication between departments, allowing needs to be quickly communicated, resources to be efficiently shared, and the overall status of each response area to be known by all. In addition to effective internal communications, the City worked to ensure the public had access to important storm-related information. The City activated its winter weather information page (www.cityofdenton.com/winterweather) as a one-stop resource for up-to-date information on the City's response, provided important information resources on social media channels, and responded to no less than seventeen (17) information or interview requests from local or regional media outlets. DISCUSSION: While the City Council received twice per day updates in real-time,the information below provides a final briefing of highlights of the City's response activities during the storm. February 10, 2023 Report No. 2023-011 While the Denton Enterprise Airport, solid waste collections, the Denton Landfill, recreation centers, and libraries were forced to suspend services and programs from midday Monday through Thursday, many important services continued operations in an alternative format: • Animal Services continued to keep field officers available to respond to emergency calls and maintained a crew to care for the animals at the McNatt Animal Shelter. • While their lobby was closed, Customer Services remained available by phone or email throughout the entire event, with utility customers able to take any action regarding their utility account or report an issue with their services. • Parks and Recreation staff provided 24-hour support to other departments throughout the City, particularly in keeping facilities housing critical operations such as police stations, fire stations, the Community Shelter at Loop 288, the Service Center, and occupied city buildings free of ice hazards that would impede our community response. • After being unable to provide services from Monday afternoon through Thursday, solid waste services were able to collect all residential and commercial trash on the following Friday and Saturday with full services returning the following week. Additionally, the landfill was able to resume operations beginning Thursday afternoon. Roadway Response As part of our winter weather response plan, the City utilized five (5) trucks equipped with sand spreaders to treat icy arterial and collector roadways (whose routes are established and available to the public). Sand was also used to provide additional traction on bridges, overpasses, hills, and intersections along the major arterial and collector roadways within the city limits. The motor grader along with Parks and Recreations truck plows were also used to clear slushy ice accumulations from select roadways. In addition to the sanding routes, staff coordinated with emergency services dispatch to address areas where icy conditions were causing challenging or dangerous conditions. To supplement TxDOT treatment efforts, the City also addressed heavily traveled service road intersections and partnered with TxDOT to treat the service roads that provide access to hospitals and medical facilities. The City also assisted hospital emergency rooms by sanding ambulance driveways and drop-offs. Throughout Winter Storm Mara, the City deployed approximately 1,099 tons of sand by both Streets and Parks and Recreation crews. Emergency Services Response To respond to the anticipated increase in calls for service, the Denton Police Department and Denton Fire Department increased the number of staff available during the storm event. As expected, vehicle-related calls for service were significantly elevated, with public safety staff responding to nearly 180 traffic accidents and just over 200 traffic hazards during this time. Denton Municipal Electric Response With any winter storm, particularly one where ice is the main form of precipitation, there is great concern over the impact of fallen lines due to heavy ice accumulation or tree limb falls and the associated power outages. While DME increased its staffing to prepare for storm impacts, they responded to only four (4) power outages affecting a combined total of 160 customers. The largest outage affected 128 customers who were out of power for only 1 hour and 22 minutes. No other outage was longer in duration. In addition to the outages, throughout the storm, DME responded to a number of other requests for service that did not result in an outage. 8 February 10, 2023 Report No. 2023-011 Estimated Storm Costs At this time,the additional,unanticipated costs of the response to Winter Storm Mara are estimated to be $149,489.69. This includes costs for hotel rooms for on-call crews, staff meals, materials, and overtime costs that were incurred due to the storm. CONCLUSION: Building on prior experience, the City was able to communicate and respond effectively to minimize the impacts of a prolonged winter weather event. Going forward, staff will continue to enhance winter weather plans and protocols to be even better prepared for similar events in the future. STAFF CONTACT: Ryan Adams Chief of Staff Ryan.Adams(k cityofdenton.com (940) 349-8565 9 February 10, 2023 Report No. 2023-012 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: `Historic' Churches of Denton BACKGROUND: On Friday, January 20, 2023, Council Member Brandon Chase McGee inquired about the process churches must undergo to receive historical status. Specifically, the questions posed included the following: • How do churches receive historical status? • What are the requirements? • How many churches in Denton are considered"historical?" DISCUSSION: Properties can be historically recognized in two ways: 1) historical markers; or 2) local, state, or national designation. Regarding historical markers, this is a commemorative acknowledgment of a property/structure's historical significance. This acknowledgment is administered by the Texas Historical Commission(THC)and is associated with the THC's Historical Markers program. The property owner's permission is required for participation in the program,and the property/structure is evaluated based on the THC's program criteria (more information below), while not requiring any approvals by the City As it relates to designated properties, a local,state,or national designation status requires a higher level of scrutiny related to the property/structure's historical significance and necessitates approvals by the City to ensure that alterations to a property/structure are historically appropriate; in some cases, it results in zoning protection. For example,properties designated at the local level include a zoning action to further protect the property/structure's historical integrity, requiring Historic Landmark Commission (HLC) and Planning and Zoning Commission review and City Council approval. No zoning action is required for a property to be designated at the state and national levels; however, a formal review of changes being proposed to the property/structure is required by the HLC. The following additional information is related to the Texas Historical Commission Historical Markers program and local, state, and national designation of historic properties. 10 February 10, 2023 Report No. 2023-012 Texas Historical Commission Historical Markers Within the City of Denton, there are seven churches that have Texas Historical Commission Historical Markers,which are used to commemorate diverse topics in Texas history, including the history and architecture of houses, commercial and public buildings, religious congregations, and military sites; events that changed the course of local and state history; and individuals who have made lasting contributions to our state, community organizations, and businesses (see Attachment 2). For a property to receive a historical marker, the application must meet and include the following: • Topic meets age requirements: o Most topics must date back at least 50 years o Historic events may be marked after 30 years o Individuals of historic significance may be marked or mentioned in marker text after they have been deceased for 10 years • 5 to 10-page Historical Narrative giving the history of the topic • Owner's Permission for Placement of the Marker • Proof of Ownership (can be a deed or tax appraisal) Two churches located in the Southeast Denton neighborhood have Texas Historical Commission Historical Markers— St. James AME Church and St. Emmanuel Baptist Church (see Attachment 1). Local, State, and National Designations For a church to receive historical designation status, in which it is recognized by the City of Denton, the Texas Historical Commission (administered by the State of Texas), or the National Register of Historic Places (administered by the National Park Service) as a landmarked property, the church must meet the criteria for designation. Below are the following criteria for designation at the local, state, and national levels. City of Denton Historic Landmark Designation Criteria The church must meet one or more of the criteria shown below. 1. Character, interest, or value as part of the development, heritage, or cultural characteristics of the city, state, or the United States; 2. Recognition as a recorded state historic landmark, a national historic landmark, or entered into the National Register of Historic Places; 3. Reflects a distinguishing characteristic of an architectural type or specimen; 4. Identification as the work of an architect or master builder whose individual work has influenced the development of the city; 5. Reflects elements of architectural design, detail, material, or craftsmanship that represent a significant architectural innovation; 11 February 10, 2023 Report No. 2023-012 6. Relationship to other distinctive buildings,sites,or areas which are eligible for preservation according to a plan based on architectural, historic, or cultural motif; 7. Portrayal of the environment of a group of people in an area of history characterized by a distinctive architectural style; 8. Archeological value in that it has produced or can be expected to produce data affecting theories of historic or prehistoric interest; 9. Exemplification of the cultural, economic, social, ethnic, or historical heritage of the city, state, or the United States; 10. Location as the site of a significant historic event; 11. Identification with a person who significantly contributed to the culture and development of the city, state or the United States; 12. A building or structure that,because of its location,has become of value to a neighborhood, community area, or the city; or 13. Value as an aspect of community sentiment or public pride. Texas Historic Commission Recorded Texas Historic Landmark (RTHL) Designation Criteria The church must meet all the criteria shown below. 1. Age: Buildings or other historic structures may be eligible for RTHL designation upon reaching 50 years of age. In some cases, structures older than 50 years that have been altered may be eligible, if those alterations occurred at least 50 years ago and took place during a significant period of the structure's history. 2. Historical Significance: Establish, through written and photographic documentation, the historical significance of a structure. 3. Architectural Integrity: In reviewing applications for RTHL designation, the THC considers not only the historic persons or events associated with a structure but also the architectural integrity of the building or structure. The structure should maintain its appearance from its period of historical significance and should be an exemplary model of preservation. In no case can a structure be considered for the RTHL designation if it has been moved in the past 50 years or if artificial (aluminum, vinyl, asbestos, etc.) siding applied to its exterior within the preceding 50 years covers and/or alters its historic architectural materials or features. National Register of Historic Places Designation Criteria The church must be of national significance under one or more of the following National Historic Landmark criteria shown below and retain a high degree of integrity. 1.
