May 2023 Election Canvassing and Reception — The City is scheduled to canvass the results of the May 2023 General and Special Elections in a special-called meeting on Tuesday, May 16, at 12:30 p.m. in the Council Chamber at City Hall. The special-called meeting will also include the oaths of office,proclamations for any outgoing members, and election of the Mayor Pro Tem. Following the special-called meeting, the City will host a small reception from 1-2 p.m. at the Civic Center Community Room. The regularly scheduled work session will convene with the newly seated Council members at 2 p.m. Staff contact: Ryan Adams, Chief of Staff B. Nominations to Special Citizens Bond Advisory Committee Nominations to the newly created Special Citizens Bond Advisory Committee(SCBAC)are currently being accepted from each Council Member and the Bond Oversight Committee. As outlined in Ordinance 23-721, the committee will be composed of no more than 40 members, with each Council Member making four (4) nominations for a total of 28 Council-nominated positions. The Bond Oversight Committee will nominate the remaining 12 positions. Since District 4 is currently vacant, any Council Member can make one or more nominations to the four available District 4 SCBAC positions. All nominations will need to be ratified by the City Council and the Council shall appoint the Committee chair (1 position) and chair pro tem (1 position). City residency is the only qualification stated in the ordinance and SCBAC members may have dual membership on any other Board or Commission of the City, except no member shall be a member of the Planning and Zoning Board. The City Secretary's Office will qualify each nominee. To expedite the vetting process, a photo ID, along with contact information, may be submitted for each nominee. To date, the City Secretary's Office has received one council position nomination for qualification.Nominee appointment is anticipated to occur during the May 16, Council meeting. Avondale Park Streambank Restoration—The City is hosting a virtual community meeting for the Avondale Park Streambank Restoration design project on Thursday, May 4 at 6 p.m.The project scope includes addressing the erosion of Cooper Creek taking place within Avondale Park. Denton Revealed: Preservation Month 2023 — National Preservation Month, first established in May 1973 by the National Trust for Historic Preservation as a week-long celebration, is a month-long series of events promoting historic places, instilling national and community pride, promoting heritage tourism, and showing the social and economic benefits of historic preservation. Denton Revealed, sponsored by the City of Denton, the Denton Public Library, and the Denton County Office of History and Culture, showcases and celebrates the history of Denton and the surrounding county with a series of tours, lectures, and workshops throughout May. TxSWANA Road-E-O—City of Denton Solid Waste and Recycling hosted the Solid Waste Association of North America Lone Star Chapter(TxSWANA) Road-E-O on April 21-22, 2023. This Road-E-O showcases the expertise and skill required of industry operators in trucks, landfill, and mechanic courses. Multiple Texas municipalities participated with a 2 total of 81 competitors across 11 events. Seven staff from the City of Denton's Solid Waste and Recycling team placed in six events: • First Place in Side Loader Truck Course—Oliver Brazier • Second Place in Front Loader Truck Course—Mario Maldonado • Third Place in Front Loader Truck Course—Manuel Gamez • First Place in Articulated Dump Truck Landfill Course—Omar Rodriguez • Third Place in Articulated Dump Truck Landfill Course—Nicholas Looper • First Place in Compactor Landfill Course—Franqui Vargas • Second Place in Truck Mechanics—Preston Emert All first and second-place winners may compete at the International Road-E-O in Colorado this October. DTV Video Highlights for April—In addition to producing public meetings,DTV released several videos this month to raise awareness, educate, and inform our community. The following are highlighted videos Council is encouraged to share: • Denton's First Police Substation—A new Police Substation in South Denton adjacent to the existing Fire Station 7, will provide improved access and response times to our community. YouTube Facebook • We Love our Volunteers! —During National Volunteer Week, a big shout out to the rockstar volunteers at Denton Parks and Recreation making a huge impact where they serve. YouTube Facebook • Eggstravaganza 2023 —Over 6,000 people joined together at the Civic Center to hunt 42,000 eggs and enjoy food, fun, and the Easter Bunny! Capacity Building Grant for Nonprofits — The American Rescue Plan Act (ARP) made $350 billion available in state and local government financial assistance from the U.S. Department of Treasury under the American Rescue Plan's State and Local Fiscal Recovery Funds(SLFRF). The City of Denton's allocation under the Act is $23.29 million, made available in two rounds of $11.65 million. In the second round of ARP SLFRF, $1,500,000 was allocated by City Council for Nonprofit Capacity Support Grants to assist nonprofits experiencing negative economic impacts from the COVID-19 pandemic. There is currently $1,146,000 of ARP SLFRF available for allocation to a Capacity Building Grant for nonprofits. Funding for this grant is focused on building new strategies, developing competencies, improving processes and systems, increasing efficiencies, and enhancing the ability of a nonprofit to serve others now and in the future. Potential Arena on Mission Street - On March 12, Council Member Davis shared a resident's concerns regarding the potential construction of a riding or roping arena on their neighbor's property. Staff performed a site visit and determined there were no structures on site, only horses. The homeowner was instructed to stop any work being performed and apply for a grading permit, to which he agreed. Staff performed a follow-up site inspection on April 12 after Council Member Davis submitted a second inquiry and found conditions had not changed since the initial concern was reported in March. Staff contact: Hayley Zagurski, Development Services B. Property Rights- Inquiry — On April 24, Mayor Hudspeth asked staff to connect with an individual regarding a property rights inquiry. The individual expressed concerns over the legality of a letter directing tenants in a mobile home park to remove all air conditioning window units within a specified timeframe. Staff advised residents may wish to seek legal counsel to determine what authority the company has in enforcing any lease agreements, and covenants, including restrictions relating to exterior appearances and exterior/interior improvements. If removal is required, a Homeowner Repair Assistance program is available to assist low- and moderate-income homeowners living within the Denton city limits who cannot afford to complete minor repairs that, if left unattended, would jeopardize the health and safety of occupants. Issues on Fairfax Road— On April 26, Council Member Davis reached out on behalf of a homeowner, asking staff to determine the maintenance responsibilities for a drainage channel. The homeowner also requested the City's assistance with the removal of a Spectrum terminal facility located on his property. Landscaping around the easement is typically the property owner's responsibility; however, the City will weed eat or mow channels, if necessary, to assess the channel's condition and/or control erosion of the slopes. Staff s assessment is that this channel does not require landscaping for those purposes and for that reason is not part of the contractor's mowing schedule. The channel is inspected once per year to evaluate maintenance needs and to remove any trash/debris that has accumulated.A site visit was performed in response to this request and no evidence of trash or debris was found. Regarding the terminal facility, Charter is in the process of evaluating the terminal's re-route design to determine whether it can be completely removed. Upcoming Community Events and Public Meetings A. Denton Redbud Festival — Join City of Denton Parks and Recreation on Saturday, April 29 to celebrate the Denton Redbud Festival at Quakertown Park (321 E. McKinney St.), beginning at 10 a.m. The free festival features vendors offering trees, plants, gardening supplies, household items, and local/handmade products. Attendees can enjoy browsing vendors'booths while also enjoying family-friendly activities,food trucks,ceremonial tree 4 plantings, and live, local music. Spring Ka. a�g—Registration is open for the Saturday,May 27(ages 5+)kayaking event. Children between the ages of 5 and eleven must share a kayak with an adult, while those 12 and up can use a single kayak. The cost of the program is $25 for a single kayak and $50 for a tandem kayak. Ellen Frenkel Quakertown Quilt Talk — City of Denton Public Library will host Ellen Frenkel, a local artist who constructed a quilt portraying the history of Quakertown and the displacement of its residents. The event, called "Maps and Stories to Make a Quilt: The 1922 Displacement of the Town of Quaker in Denton, Texas," will take place at Emily Fowler Library on May 2 from 7 to p.m. The event is free and open to the public. Garden Workdays at Denia Wildflower Garden—Join Keep Denton Beautiful for monthly garden workdays at the Denia Wildflower Garden located in front of Denia Recreation Center(1001 Parvin St.). Get ready to dig in the dirt and learn proper gardening techniques from the experts! The next gardening event will be on Saturday, May 6 from 9 to 11 a.m. Those interested can register using Parks and Recreation's new volunteer portal.. Cemetery Conservation Workshop — Join City of Denton Parks and Recreation, Denton Public Library,and the City's Office of Historic Preservation on Saturday, May 13 to learn more about cemetery conservation. The event begins at 10 a.m. at the American Legion Hall (629 Lakey St). Christopher Goodmaster, Senior Archaeologist at Integrated Environmental Solutions, LLC, will provide a brief introduction to historic cemetery research, documentation, preservation, and restoration techniques. Attendees should wear comfortable walking shoes, sunscreen, and a hat, as the second half of the session will take place at Oakwood Cemetery. Night Hike at Clear Creek Natural Heritage Center — Join City of Denton Parks and Recreation staff on an organized evening hike providing community members, regardless of hiking experience, an opportunity to experience Clear Creek Natural Heritage Area's (3310 Collins Rd.) trails showcasing the natural environment at sunset. DISCOVER DENTON 26 MONTHLY ACTIVITY REPORT 19 ©O April 28, 2023 Report No. 2023-034 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Southeast Denton Area Plan Steering Committee BACKGROUND: On April 5, 2022, City Council gave staff direction to proceed with three identified Area Plans — Northeast Denton Area Plan, Southeast Denton Area Plan,and the update to the Downtown Master Plan. Area Plans were identified as the Planning and Zoning Commission's and Council's implementation priorities for the Denton 2040 Comprehensive Plan. Policies and actions in the Denton 2040 Comprehensive Plan call for the creation of Area Plans to address challenges and enhance the character of distinct areas. On February 21, 2023, Council approved a contract with HDR Architecture, Inc. to provide professional services for assistance in the creation of the Southeast Denton Area Plan. DISCUSSION: The Southeast Denton Area Plan kicked off, beginning with a series of listening sessions held April 19-22, 2023. Members of the Southeast Denton community attended the small-group sessions to share historical context and current concerns with the project team. The insights gained from the listening sessions will be incorporated throughout the planning process, including the public outreach program. As the project continues, staff is working to select a group of individuals to serve on a Steering Committee. Southeast Denton's rich history, cultural character, and wide-ranging built environment require a planning process that engages local experts and residents. The Steering Committee provides input and feedback related to the various ideas or concepts proposed,validates findings,builds consensus, and evaluates what is in the best interest of the project area for the long term. It acts in the best interest of all stakeholders and is engaged throughout the duration of the project. Based on past experiences of staff members and the selected consultant, Steering Committees are most effective with 10 to 15 members. This small group size works best to ensure communication is focused, and staff and the consultant can best manage the tasks assigned to the Steering Committee. Because the Steering Committee must represent a variety of community interest groups and stakeholders, staff s goal is to select a group of individuals with diverse backgrounds, interests, and generation cohorts within the project area. The right-hand column of the included table lists backgrounds which have been selected to provide a broad array of voices and perspectives within the Southeast Denton community.The left-hand column includes names of prospective Committee members for the Southeast Denton Area Plan. Each listed member was contacted and has agreed to serve on the Committee. During the past several months, the project team has also reached out to a variety of community members to fill the remaining seats on the Committee (including most recently as of last week 27 April 28,2023 Report No. 2023-034 following additional leads) yet has had limited success finding persons willing to participate to fulfill the complete slate. Within the next two weeks, the slate of Committee members is anticipated to be fully filled so planning work with the Committee can begin. It is important that the project team begin working with the Committee members to keep the project on schedule and to retain participant interest. Therefore, during the May 16, 2023, Council meeting, staff will present a resolution for consideration to appoint the identified Committee members. Should additional persons be identified to serve as Committee members following the May 16, 2023, Council meeting, staff will prepare a follow-up resolution for Council approval.
